This paper illustrates the implementation of a community project developed based on a partnership between the community and the local university in Bungo and Tebo Regencies. The project aims to develop the local micro, small, and medium enterprises (MSMEs) as a strategic step to increase the regional economy, taking the form of a so- called Community–University Partnership Program in Bungo and Tebo Regencies. The Community–University Partnership methodology employs the Service Learning (SL) method to increase MSME actors’ competence in terms of financial literacy, product packaging, and marketing. Strivers And Underachievers: Effects On First Year College Grades And Retention, Heather M. O'Neill

In 1999, the Educational Testing Service created a Strivers Index where students who scored 200 points higher than expected on the SAT exam, based on their socioeconomic background, were called Strivers. Similarly, an Underachiever is a student who scores 200 below expected on the SAT. The presumption is that tagging a student as Striver or Underachiever will assist admissions offices in selecting the students. How Strivers and Underachievers perform in their first year academically and their college persistence patterns are examined in this paper.

In this study, the researcher examined the relationship among school size, socioeconomic status of students, the interaction of school size and socioeconomic status (SES), grade-level configuration, and academic achievement in Louisiana. The paper examines the question "Does specialization in higher education result in improved economic outcomes for a state as measured by increased research and development (R&D) in the state?" A fixed effects model is employed to estimate how the variation in state funding per pupil across institutions of higher education (a measure of specialization) impacts R&D funding in the state. Expenditure per pupil data from the Integrated Postsecondary Education Data System (IPEDS) from 1992-2000 for the approximately 600 public, 4- year institutions in the U.S., is used to capture the variation in state funding in institutions of higher education. An important role of education – and the resultant accumulation of human capital – for a less-developed economy is to facilitate technology diffusion in order for it to catch up with developed economies. This paper presents a model linking education, the accumulation of physical capital and technological progress. In the model, investment in education and the accumulation of physical capital are complementary, and intertwine with the technology progress through related effects on technology diffusion and the expansion of the technology frontier. We begin by discussing the state of the state in terms of income measures and measures of educational attainment levels. Throughout this analysis, the state of Arkansas is compared to the U.S., to a group of peer states , and, initially, to the state of Mississippi.

Using an economic perspective, the contributors confront work/family issues including child care (potentially the biggest obstacle to parents successfully integrating work and family priorities), how parents balance time between work and family obligations, links between women's childbearing and their economic outcomes, the success of the Family and Medical Leave Act (FMLA), and the relationship between family structure and labor market outcomes. They also argue for specific policies designed to alleviate the stresses related to these issues.

The Promise And Pitfalls Of Using Imprecise School Accountability Measures, Thomas J. Kane, Douglas O. Staiger

In recent years, most states have constructed elaborate accountability systems using school-level test scores. However, because the median elementary school contains only 69 children per grade level, such measures are quite imprecise. We evaluate the implications for school accountability systems. For instance, rewards or sanctions for schools with scores at either extreme primarily affect small schools and provide weak incentives to large ones. Nevertheless, we conclude that accountability systems may be worthwhile. Even in states with aggressive financial incentives, the marginal reward to schools for raising student performance is a small fraction of the potential labor market value for students.

In response to Governor Patton's challenges to create Programs of Distinction and enhance the state's capacity for economic development, we, at Western, have created a series of applied science centers. These centers are directing faculty talent toward creating a relevant curriculum in the sciences, toward solving environmental and material problems which limit economic development, and toward creating practice-based experiences for students. A by-product of these centers is a strengthened core curriculum which brings the applied sciences into focus for all WKU students.

The focus of this paper is to examine the interplay between nonstandard employment and child care choice decisions of married mothers with young children. We draw on the 1992/93 Survey of Income and Program Participation to estimate two related econometric models of child care choice that include the choice among center, sitter, relative and parental care. First, controlling for the potential endogeneity of the nonstandard work decision, we find that being a nonstandard worker significantly reduces the likelihood of using formal modes of child care such as center and sitter care. This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

The Effect Of Child Care Costs On The Labor Force Participation And Welfare Recipiency Of Single Mothers: Implications For Welfare Reform, Rachel Connelly, Jean Kimmel

This paper considers the effect of child care costs on two labor market outcomes for single mothers - whether to participate in the labor market and whether to receive welfare. Hourly child care expenditures are estimated for all women in the sample (using data drawn from the 1992 and 1993 panels of the SIPP), whether or not they are currently using nonmaternal child care. These expenditures are then included as an independent variable predicting the probability of welfare recipiency and the probability of labor force participation.
