When we analyze the source of humor, one ingredient is surely incongruity, the juxtaposition of opposites. So when Tom Lehrer, the consummate Harvard mathematician, openly calls for plagiarism, this is funny because it is exactly the opposite of what we expect - it is absurd. And yet, from the viewpoint of modern economics, is plagiarism really so absurd? We teach our students to maximize short-term profits (in a moral vacuum). We drill them that producers minimize private costs of production (without reference to ethical codes of conduct). We expect economic agents to operate with atomistic selfishness, assuring them that this …

Unintended Consequences Of Property Tax Relief: New York's Star Program, Tae Ho Eom, William Duncombe, John Yinger

New York’s School Tax Relief Program, STAR, provides state-funded property tax relief for homeowners. Like a matching grant, STAR changes the price of public services, thereby altering the incentives of voters and school officials and leading to unintended consequences. Using data for New York State school districts before and after STAR was implemented, we find that STAR resulted in small increases in student performance along with significant decreases in the efficiency with which this performance is delivered and significant increases in school spending and property tax rates. These tax-rate increases magnify existing inequities in New York State’s education finance system.

Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo

New England Journal of Public Policy

Paradoxically, Massachusetts is the home of a world-class system of private higher education and a struggling system of public higher education. The influence of private higher education and persistent indifference by state government repeatedly thwarted UMass’s ambition to increase its stature on the national scene. The result was a “boom or bust” cycle of financial support that made rational planning and institutional expansion extremely difficult, exacerbating the university’s late start toward world-class status.

The authors present a series of writing assignments that teaches students how to evaluate and critique the written economic work of others. The foundation text is McCloskey’s (2000) Economical Writing. The students’ dialogues with McCloskey, with each other, and with the authors of the pieces they evaluate sharpen their understanding of, and ability to use, language as an instrument of economic thought. Interviews with former students identify specific benefits from the student perspective of this approach. Analysis Of Job-Training Effects On Korean Women, Myoung-Jae Lee, S. J. Lee

Research Collection School Of Economics

We analyse job-training effects on Korean women for the period January 1999 to March 2000, using a large data set of size about 52,000. We employ a number of estimation techniques: Weibull MLE and accelerated failure time approach, which are both parametric; Cox partial likelihood estimator, which is semiparametric; and two pair-matching estimators, which are in essence nonparametric. All of these methods gave the common conclusion that job training for Korean women increased their unemployment duration. The trainings were not cost-effective in the sense that they took too much time 'locking in' the trainees during the training span, compared with …

An important role of education – and the resultant accumulation of human capital – for a less-developed economy is to facilitate technology diffusion in order for it to catch up with developed economies. This paper presents a model linking education, the accumulation of physical capital and technological progress. In the model, investment in education and the accumulation of physical capital are complementary, and intertwine with the technology progress through related effects on technology diffusion and the expansion of the technology frontier. The purpose of this analysis is the ascertain: 1) if market conditions in Northwest Arkansas (the study area) are sufficient to support the proposed planning effort by Northwest Arkansas Nursing Education Consortium (NANEC) to create a bilingual nursing student recruitment model and 2) to determine of that model is portable to other geographies.

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik

Upjohn Institute Working Papers

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

Single Mothers Working At Night: Standard Work, Child Care Subsidies, And Implications For Welfare Reform, Erdal Tekin

Upjohn Institute Working Papers

This paper estimates the effect of child care subsidies on the standard work decision of single mothers and examines whether this effect differs between welfare recipients and nonrecipients. The analysis uses data from the 1999 National Survey of America's Families. Results suggest that child care subsidy receipt is associated with a 6.9 percentage point increase in the probability of single mothers' working at standard jobs. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that welfare recipients who are offered a child care subsidy are 14 percentage points more likely to work …

Over the last three decades, the transition from full-time education to full-time work has been characterised as problematic for a significant proportion of young adults. It is often argued that a high proportion of young people continually move between unemployment, part-time work, low status full-time work and withdrawal from the labour force. Young people are viewed as ‘significant losers’ from changes in the labour force that have occurred over recent decades (Spierings, 1999).

This report focuses on labour market dynamics between the ages of 20 and 25 for a cohort of young people born in 1975. The early 20s is …
