Despite its location in Northwest Arkansas, the Arkansas Water Resources Center (AWRC) is active state-wide. This fact is underscored by the focus of the Center’s session on "Water Resource Issues in the Arkansas Delta" during its recent joint Conference. Water issues in the Delta include declining water tables, salt water intrusion, and water quality (especially suspended sediment, nitrate and pesticides). Presented papers focused on best management practices for cotton production, economics of on-farm reservoirs, chloride content of irrigation water, and landowner education. The Financial Impact Of Animal Related Phosphorus Management On Vermont Dairy Farms, Alyssa Dodd, Catherine Halbrendt, Charles F. Nicholson

Excessive phosphorus loading has been identified as the primary cause of decreasing water quality in Lake Champlain. Dairy farms are the major source of phosphorus pollution to the lake and are targeted to reduce phosphorus run-off. The goal of this research is to determine the farm-level financial impact of phosphorus management on different sizes of Vermont dairy farms. Farm financial performance following implementation of manure management is simulated by farm size (60 cows, 150 cows, and 350 cows) over a ten-year time horizon using the Farm Level Income and Policy Simulation Modeling System (FLIPSim). Household Valuation Of Curbside Recycling, David M. Aadland, Arthur J. Caplan

This paper looks at the willingness to pay for and participate in a curbside recycling program based on a survey of 401 residents in Ogden, Utah. Modifying the Cameron and James (1987) econometric model to fit ordered-interval data, we estimate that the mean willingness to pay for curbside recycling is $2.05 per month, and that 72% of the residents would willingly participate in such a program. Furthermore, females, young people, college-educated, those currently recycling without monetary reward, those regarding recycling as beneficial to the community and nation, and those with relatively high incomes are willing to pay the most for …

Estimating The Off-Farm Labor Supply In Canada, Wayne Howard, Michael Swidinsky

Off-farm labor supply in Canada is modeled using separate off-farm labor participation and off-farm labor supply equations, which allows variables to affect participation and labor supply differently. The data used in this study are from Statistics Canada’s Agriculture-Population Linkage Database, which links the Population Census for 1986 to a 20% sample from the Census of Agriculture. Results indicate that age, education and wages have large, significant and opposite effects on participation and supply, and that government efforts to stabilize and supplement farm incomes through rural employment programs may have less effect on labor allocation decisions than do the underlying demographic …

Agriculture sector plays an important role in the economic and social development of Malaysia. The purpose of this study is to examine the income and expenditure differentials in the agricultural communities in Selangor. It is based on the data from the Socio-Economic Survey of Farm Households under Area Farmers' Organization (AFO) in Peninsular Malaysia, conducted by the Fanners' Organization Authority (FOA) in 1993. This study shows that the mean income among heads of households in the agricultural communities is only about RM605 per month. Pronounced income differentials occur in terms of ethnicity, education level and occupation of heads of households. …

The Annual Report contains details of Central Bank of Nigeria (CBN) financial activities during the 1999 accounting year in accordance with statutory requirement. During the period under review, the Bank carried out its core functions under CBN Decree No. 24, 1991, and the Banks and Other Financial Institutions (BOFI Decree No. 25, 1991). The CBN also performed developmental and technical assistance roles to contribute to economic development and capacity building. Some small-holders are able to generate reliable and substantial income flows through small-scale dairy production for the local market; for others, a set of unique transactions costs hinders participation. Cooperative selling institutions are potential catalysts for mitigating these costs, stimulating entry into the market, and precipitating growth in rural communities. Trends in cooperative organization in East-African dairy are evaluated. Empirical work focuses on alternative techniques for effecting participation among a representative sample of periurban milk producers in the Ethiopian highlands. The Federal Agricultural Improvement and Reform Act (FAIR) Act of 1996, popularly known as "Freedom to Farm", represented a fundamental shift in the primary policy mechanism for supporting farm incomes in the United States (U.S.). Crop-specific "deficiency payments" were replaced by "production flexibility contract payments", scheduled to run through the year 2002 and, presumably, then terminate. The total amount available for contract payments nationwide started at $5.6 billion in fiscal year (FY) 1996, was to reach $5.8 billion in FY 1998, and was to decline to $4 billion in FY2002 (ERS, 1996, p. 1). Estimation Of Demand For Wheat By Classes For The United States And The European Union, Samarendu Mohanty, E. Wesley F. Peterson

This study estimates demand for wheat differentiated by classes using a dynamic AIDS model for the United States and the European Union (EU). The results suggest that imported wheat is more price responsive than domestic wheat in the U.S. market but not in the EU market. This may suggest that the Canadian policy that reduces prices of Canadian wheat in the U.S. market or U.S. export subsidies that raise prices of U.S., wheat could be expected to give rise to substantial substitution of Canadian for U.S. wheat. Have Price Policies Damaged Ldc Agricultural Productivity?, Lilyan E. Fulginiti, Richard K. Perrin

This paper examines price policies and agricultural productivity in 18 developing countries over the period 1961—1985. We measure productivity with both a nonparametric Malmquist index and a production function, confirming previous findings of declining agricultural productivity, but with sufficient inconsistencies as to raise concern about the adequacy of the methods. We nonetheless find considerable support for the hypothesis that unfavorable price policies have damaged agricultural productivity performance in these countries.

This paper addresses the issue of the shadow price of environmental bads treated as an undesirable output (normal input) with weak (strong) disposability in a two-stage estimation. Nebraska agriculture sector time series data is spread over 1936-94. Results indicate the difference in the price due to the disposability property.

This paper addresses the role of non-parametric analysis in adjusting agricultural productivity measures for environmental impacts. The modified Tornquist-Theil index computed using shadow prices derived from the programming procedures is compared and contrasted with a nonparametric hyperbolic Malmquist index for the case of Nebraska agriculture.
