Intraseasonal Management Strategies For Deficit Irrigation, Isaac I. N. Mortensen

Reduced availability of irrigation water to producers has led to the need for intraseasonal management strategies that efficiently use the limited supply of irrigation water.  Historical weather data was used to develop a range of conditions experienced at the location.  Sound weather data improves the dependability of management strategies.  Data from weather stations on the Automated Weather Data Network and the Colorado AgMet network were evaluated based upon net radiation and dew point temperature observations expected in an irrigated agricultural setting.  This weather data was used to create a relationship between the Penman-Montieth evapotranspiration (ET) and Hargreaves ET and …

Over the last decade, considerable change has occurred to the nature of farm cash receipts and net farm income. Total cash receipts to the state’s agricultural sector doubled from about $9.5 billion in 2000 to more than $19 billion in 2010. At the same time, total receipts to the crop sector accelerated even more - increasing from the $3 billion range to around $9 billion by the end of the decade, a threefold increase! A substantial cost to beef cattle producers is the development or purchase of replacement females. Each year, beef cattle producers may replace as many as 20 percent of the herd, with the average being close to 16 percent. With so much of the producer’s success riding on the proper care, development and cost of supplying replacement heifers, it is no surprise that the literature is filled with studies devoted to determining the ideal maturity and strategies to develop them.

Ideally, neighbors can agree between themselves on most fencing issues. If they do not, Nebraska Division Fence Statutes provide a legal process for resolving fence disputes. A recent Cornhusker Economics Newsletter (June 2, 2010), discussed the 2010 requirement that splits the cost of a wire division fence 50-50 between neighbors, and also the history of the Nebraska Division Fence Statutes. As has been reported elsewhere, Nebraska saw a second consecutive decade of population growth between 2000 and 2010. The 2010 Census counted 1,826,341 Nebraskans, an increase of 6.7 percent (+115,076 residents) since the 2000 Census. This growth, while somewhat slower than the growth of 8.4 percent observed during the 1990’s, was better than the Midwest regional average growth of 3.9 percent, and better than the growth of either Iowa or Kansas.

The purpose of this study was to assess the demographics and spending behavior of attendees at San Luis Obispo’s downtown Farmers’ Market. With the current 2011 economic recession in America, this study evaluated its affect on the Farmers’ Market attendee demographics and purchasing motivations. Using a questionnaire distributed to 200 participants at Farmers’ Market, this study concluded that most people are motivated by price when shopping for produce and the majority of Farmers’ Market attendees’ spending behaviors have been affected by the economic recession. Taking Charge of Our Future was the theme of the 26th Women in Agriculture (WIA) Conference, February 17-18, 2011. Nearly 400 women participated in the event, hosted by the Department of Agricultural Economics, University Extension and the Institute of Agriculture and Natural Resources (IANR).

Attendees were from all corners of Nebraska, with others making the trip from Kansas, Colorado, Wyoming, South Dakota and Indiana. The average attendee has attended the conference six times over the 26 years. For 53 women this was their first experience attending a WIA Conference, and two have attended the conference all 26 years. The College …

In the past few years, some cow-calf producers have encountered abnormally large numbers of open, or unbred, cows in their herd. A couple of years ago, trichomoniasis, a venereal cattle disease spread by bulls, contributed to high percentages of open cows. This year, open cows are again showing up in herds, hypothesized to partially be the result of difficult winter conditions last winter and “washy” grass early last summer. In some cases, 40-70 percent of a cow herd has tested open, leaving producers to determine how best to replace these animals. Typically, options considered to replace these open cows are …

Riding the wave of high commodity prices and farm income levels, Nebraska’s agricultural land values rose 22 percent in the 12-month period ending February 1, 2011. According to preliminary results from the annual University of Nebraska-Lincoln Nebraska Farm Real Estate Market Developments Survey, the state’s all-land average value is at a historic high of $1,833 per acre (Figure 1 on next page, and Table 1 on page 3). That level is double the state’s all-land average just six years previously in 2005.

Previous analyses of fat taxes have generally worked within an empirical framework in which it is difficult to determine whether consumers benefit from the policy. This note outlines on simple means to determine whether consumers benefit from a fat tax by comparing the ratio of expenditures on the taxed good to the weight effect of the tax against the individual’s willingness to pay for a one-pound weight reduction. Our empirical calculations suggest that an individual would have to be willing to pay about $1500 to reduce weight by one pound for a tax on sugary beverages to be welfare enhancing. …

In the past few decades agribusiness in the global North has developed a booming industry in genetically modified (GM) crops; industry giants have secured patents and aggressively protected them to maximize profits. This new technology has been exported to the Global south, where its introduction has caused a cascade of horrific problems for farmers and non-­‐farmers alike. GM crops and seed patents have exacerbated poverty, accelerated the loss of indigenous knowledge, and threatened to destroy ecosystems through the loss of biodiversity. Paper Fish And Policy Conflict: Catch Shares And Ecosystem-Based Management In Maine’S Groundfishery, Jennifer F. Brewer

Geography

The National Oceanic and Atmospheric Administration professes support for ecosystembased fisheries management, as mandated by Congress in the Fishery Conservation and Management Act, and as endorsed by the Obama Administration’s national ocean policy. Nonetheless, driving agency policies, including catch shares and fishing quotas, focus principally on individual species, diverting attention from ecosystem considerations such as habitat, migratory patterns, trophic relationships, fishing gear, and firmlevel decision making. Environmental non-governmental organization (ENGO) agendas manifest similar inconsistencies. A case study of Maine’s groundfishery demonstrates implications of this policy conflict at the local level. We use GIS and econometric methods to estimate the marginal implicit values of environmental amenities associated with residential land parcels in the mountain town of Logan, Utah. Amenities include proximity to open spaces (such as parks, golf courses and lakes), commercial zones, major roads, streams, and general visibility of surrounding topography in the valley as determined by the elevation of the land parcel. The amenity value estimates are corrected for spatial autocorrelation. We find spatially dependent relationships between (1) a parcel’s value and its elevation, and (2) a parcel’s value and its adjacency to a stagnant stream. To our knowledge, …

We examine the decentralized provision of an impure public good by regional governments in a federation similar in certain respects to both the European Union and the United States. The central authority redistributes income and provides matching grants on a per rate basis after it observes the regions’ contributions to the impure public good. Imperfectly mobile workers react to regional and central governments’ policies by establishing residence in their most preferred region. Despite imperfect labor mobility, we show that the allocation of the impure public good and the interregional income redistribution policy are generally efficient in a federation with decentralized …

This paper makes two contributions to the carbon-sequestration literature. The first is the development of a theoretical framework in which sequestration and permit trading are analyzed jointly in the context of a competitive fringe model. The second is a numerical analysis demonstrating the role market structure, or market power, might play in the determination of an equilibrium sequestration allocation and carbon price. We present three comparative-static cases, the first two of which assess the impact of relative changes in the cost structures of the dominant firm and competitive fringe.
