Nebraska Rural Poll

This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In addition, comparisons are made among different respondent subgroups, that is, comparisons by age, occupation, region, etc. Based on these analyses, some key findings emerged:

Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting three years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). Wild rice (mannoomin; Zizania palustris) is an aquatic grain that grows in slow-moving rivers and shallow bays throughout northern Minnesota. In Headquarters Bay on Leech Lake, wild rice has served as a cultural staple for Indigenous communities for centuries. However, its population has declined in recent years due to multiple environmental issues. One potential contributor is Eurasian watermilfoil (Myriophyllum spicatum; EWM), an invasive species that forms dense mats capable of outcompeting native aquatic vegetation, including wild rice. This thesis provides insight for any farmer interested in agritourism, specifically, specialty cut flower workshops, by investigating consumer behavior related to specialty cut flower workshops as an experience good. It investigates which experience good cues may be important for a consumer’s decision-making process. It introduces a Specialty Cut Flower Workshop Experience Map, which explains how potential participants move from first learning about a specialty cut flower workshop to their long-term behaviors as consumers. These findings help to provide marketing support for smaller-scale specialty crop farmers, specifically, specialty cut flower farmers.

Accurately predicting crop yields is a critical challenge in sustainable agriculture, food security, and farm management. Traditional process-based models rely on agronomic domain knowledge, crop physiology and statistical approaches, while purely data-driven approaches leverage machine learning or deep learning models using meteorological and spatial data. Unfortunately, these black-box models(Data-drive approaches) often lack interpretability and fail to incorporate well-established physical principles. This project explores a hybrid approach by implementing Physics Informed Neural Networks, mainly, physics-based recurrent neural networks (PI-RNNs) for time-series yield prediction. It introduces a new decision-support tool, the "Crop Insurance Decision Maker" (CIDM), which helps producers evaluate the financial trade-offs of various crop insurance products under different risk preferences. A rapid transformation to sustainable agricultural production systems is necessary, requiring on-farm monitoring and measurements of key agricultural sustainability indicators. While many assessment methods for agricultural sustainability incorporate a three-pillar model of sustainability: environment, economic, and social, a step beyond this is required to support both human and planetary health. This review takes the position that a more nuanced, yet broader framing of agricultural sustainability is warranted, and identifies the measurement of additional pillars including health and nutrition, production, and responsible governance, plus overlooked aspects including Indigenous cultures. Community-supported investment in blue-green space and fauna habitat protection is important, yet the drivers of willingness to pay (WTP) are poorly understood. Moreover, research on WTP for environmental services rarely considers the role of context in determining which services donors prefer. We address these gaps with a novel experimental approach (N = 360), randomly assigning participants to a condition priming either Covid19, the Australian 2019-2020 bushfires, or to one of two control conditions. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. Objective:

To examine how the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) online food benefit ordering could influence WIC benefit redemptions.

Design:

A cross-sectional study. We compare the average redemption rates between online ordering early adopters and non-adopters among WIC customers before and after implementing WIC online ordering. A propensity score-weighted difference-in-difference model was used to estimate the coefficients.

Setting:

The Oklahoma WIC programme and a grocery store chain in Oklahoma.

Participants:

12743 Oklahoma WIC households that had redeemed their food benefits at the grocery store chain in 2020.

Cameroon Africa has experience a period of nearly a decade of unrest as militants fight for independence for two Anglophone regions within a predominantly Francophone country. The English-speaking minority have felt aggrieved for continued erosion of rights by the central government. Protests have rapidly spread since 2016, causing closure of schools, businesses, and medical facilities. People have lost homes and been displaced, negatively affecting food production and crop availability. Operation Bootstrap, launched in 1947, fundamentally altered Puerto Rico’s economy, just as much as its food culture. Prioritizing manufacturing over agriculture led to the collapse of the island’s farming sector, increasing reliance on food imports and leading to a rise in diet-related diseases such as obesity, type 2 diabetes, and cardiovascular issues. This thesis explores the barriers and opportunities facing smallholder aquaculture farmers in Southeast Asia, focusing on Thailand. It examines how certification systems, technical assistance, and policy interventions can effectively include smallholders in development and sustainability efforts. Based on field interviews with Thai shrimp farmers, analysis of certification schemes, and review of other agricultural intervention models, the research traces how market access, corporate concentration, and environmental change shape smallholder livelihoods.

Innovative forms of collaborative governance have evolved to address a diversity of wicked problems. Collaboration processes involved in these forms of governance appear to have a paradoxical nature, where the necessary inclusiveness and diversity of actors may also be important obstacles for a successful collaboration. We apply theories of collaborative and network governance, and fuzzy-set Qualitative Comparative Analysis, to explore the impact of collaboration process characteristics (network density, diversity, inclusion and participation) on 12 food policy councils. Our findings suggest that collaborative arrangements where diverse stakeholders have equal and inclusive access to active deliberation constitute one path to effective outcomes.

There is limited understanding of the relationship between timber harvest and economic outcomes in the western United States. I use resource curse theory to examine the connection. The theory assumes a negative relationship between timber harvest and economic performance at the county level, and similar methods have been used to look at other natural resources and geographic areas. I use timber harvest intensity—the ratio of timber harvest volume to timberland acres—alongside several common economic controls including education, poverty, and competing industry activity to estimate wage and employment performance in a fixed-effects econometric model. This thesis examines the historical origins, current limitations, and future of the Farm Service Agency’s (FSA) Livestock Forage Disaster Program (LFP), the primary federal drought disaster relief program for ranchers in the United States. Drawing connections between the Dust Bowl-era Agricultural Adjustment Act (AAA) and LFP, I argue that the AAA, while innovative at the time, prioritized the maintenance of commodity markets over ecological resilience, disproportionately benefiting white, landowning producers. This trend is reflected in LFP today. Through a policy analysis and original qualitative research, including interviews with 23 FSA staff members in nine states, I examine how LFP operates …
