This study focused on police and community trust and how it may be affected by one’s sense of community. The idea of sense of community has been compared to school spirit. There has been little research that examines if sense of community influences trust in their police. A quantitative study was conducted utilizing an online survey. The location was the city of Elgin, Illinois. Its purpose was to determine what level of sense of community the respondents had and what level of trust they had in the police overall and the Elgin police specifically. LGBTQ individuals are at a higher risk for mental health problems and have a greater need for mental health related services than their heterosexual and cisgender counterparts, due to discrimination, harassment, and violence, and yet they continue to face discrimination in mental health care settings. Furthermore, the lack of LGBTQ counseling competency continues to be documented. Counselor educators play a critical role in shaping students’ attitudes toward LGBTQ persons; however, their social attitudes towards LGBTQ identities and LGBTQ equality remain unknown. This chapter addresses the Other’s Stare of gendered and raced bodies who visually rupture and resist their discursive formation in Networked Knowledge Communities (NKCs). New multimodal texts described as “texts that exceed the alphabetic and may include still and moving images, animations, color, words, music and sound” (Takayoshi & Selfe, 2007, p. 1), contribute greatly to the situated nature of knowledge production by NKCs in the postmodern “network society” (Castells, 1996). NKCs are learning communities that “proactively participate in building and advancing knowledges” (Gurung, 2014, p. 2). Value Chains: Production Upstreamness And Downstreamness Revisited, Patricio Aroca, Randall Jackson

Measures devised to quantify value chain position have been used increasingly in recent years. While the constructs underlying these measures are meaningful, this paper identifies an overlooked implementation problem. Proposed algorithms have been applied as though the underlying data represent flows. Implementation data are drawn from modern input-output accounting frameworks that recognize secondary production explicitly. Unadjusted Use matrices are not conventional flows matrices because they do not identify the industries from which commodities originate. We demonstrate logical inconsistencies that arise, provide correct flow matrix formulations for upstreamness and downstreamness measures, and present empirical comparisons of correct and incorrect formulations.

Opioids have quadrupled the number of unintentional drug overdose deaths since 1999 and are now among the leading causes of death in the United States. Though some reform has recently occurred, the United States continues to operate largely under a punitive criminal justice model despite unsuccessful legislative schemes and voluminous research stemming from a previous war on drugs. This thesis serves to explore the history and extent of opioids in the United States and to analyze salient catalysts responsible for creating an epidemic of abuse. The aim of this study was to replicate and extend a study by Grossmann and colleagues (2008), examining infant neural responses to gaze in 5-month-olds, to older and high-risk infants. Participants were 9-month-old infants (5 preterm, [3 female]; 12 full term [7 female]) who underwent fNIRS while viewing gaze paradigms. Findings revealed that hemisphere predicted peak oxygenated hemoglobin (HbO2) across groups and conditions, with higher activation in the left hemisphere across groups. Interaction of group by condition predicted peak HbO2 value, with an increase in activation in the high-risk group during the averted condition. Participants as random …

This brief examines how students finance their graduate and professional education. It summarizes the sources of funds used to cover the tuition and fees universities charge, as well as living expenses. Institutions set a “cost of attendance” (COA) for students, estimating the average budget for one academic year (fall through spring). COA includes tuition and fees, books and supplies, room and board, transportation, and other living expenses, and it establishes the maximum amount students can borrow in federal student loans to attend a particular school. There is wide variation in how students cover tuition and living expenses while they pursue graduate and professional degrees. Most research doctoral degree students attending public and private nonprofit schools benefit from generous institutional fellowships and assistant ships that cover a significant portion of their expenses. But master’s degree students in all sectors cover most of their expenses with earnings from employment and federal student loans. Borrowing is particularly important for professional degree students, most of whom have neither earnings from employment during the academic year nor grants and fellowships to cover tuition and living expenses while they are enrolled. …

Apertium’S Web Toolchain For Low-Resource Language Technology, S. Cherivirala, S. Chiplunkar, Jonathan North Washington, K. B. Unhammer

The Apertium web toolchain, consisting of a front end (Apertium HTML-Tools) and a back end (Apertium APy), is a free and open-source toolchain that supports a range of open-source technologies. The internationalised interface allows users to translate text, documents, and web pages, as well as morphologically analyse and generate text. Other features, including support for multi-step/pivot translation, dictionary-style lookup, spell-checking, and accepting user suggestions for translations, are nearing release.

This paper presents a shallow-transfer machine translation (MT) system for translating from Kazakh to Turkish. Background on the differences between the languages is presented, followed by how the system was designed to handle some of these differences. The system is based on the Apertium free/open-source machine translation platform. The structure of the system and how it works is described, along with an evaluation against two competing systems. Linguistic components were developed, including a Kazakh-Turkish bilingual dictionary, Constraint Grammar disambiguation rules, lexical selection rules, and structural transfer rules. For Zambian girls, social isolation, economic vulnerability, and lack of appropriate health information and services are critical problems that prevent a healthy transition from girlhood to womanhood. The challenges that girls are confronted with—high rates of gender-based violence, unsafe sex that puts them at risk for unwanted pregnancy and HIV infection, school dropout, lack of economic resources and income-generating options, lack of agency and participation—are linked together through their root causes. Through the Adolescent Girls Empowerment Program (AGEP), the Population Council and partners implemented a social, health, and economic asset-building program for vulnerable adolescent girls in Zambia. Acceptability and experience of sexual and gender-based violence is alarmingly high among adolescent girls in Zambia. Even more striking is the very young age from which notions of violence are ingrained and experience with violence begins. This brief summarizes the Adolescent Girls Empowerment Program (AGEP) evaluation which demonstrated that in the Zambian context, a program focused on changing norms among girls themselves is not enough to impact attitudes toward and experience of violence. Social and cultural norms are shaped by households, schools, communities, and all of the adults that girls interact with in these places—even the mentors of their own …

There are an estimated 17.2 million child domestic workers in the world, and the vast majority are girls. Domestic work keeps children out of school, confined to the home, socially isolated, and burdened with excessive domestic duties. Furthermore, evidence is emerging that domestic work is a feeder profession for sex work. In 2015–16, the Population Council undertook a study of migrant, out-of-school girls in Ethiopia. The domestic work conditions described in this brief create unbearable conditions for girls who enter into commercial sex work as an alternative, hoping for an improvement in their work situation. Evidence has shown that child early and forced marriage/unions (CEFM/U) are harmful to the rights and development of girls and adolescents. It has also shown that increasing the minimum marriage age is not enough to eradicate this phenomenon because of the underlying practices of social institutions at the community level. This report details an investigation undertaken when a modification to the Civil Code was approved, then modified, in order to increase the minimum age of marriage in Guatemala. Zambian adolescent girls are at risk for premature school leaving and HIV infection due to a host of contextual factors including child marriage, early childbearing, harmful gender norms, and intimate partner violence. This report describes the GirlsRead! program, whose overall goal is to enhance learning and increase progression to secondary school among Zambian adolescent girls in grade 7, the last year of primary school. Through GirlsRead!, the Population Council, together with FAWEZA and Worldreader are aiming to improve school retention by bolstering girls’ learning outcomes, furthering social connections, improving critical thinking skills, increasing agency, and fostering community norms supportive of …
