The first quality-of-care framework in family planning was articulated over 25 years ago and a considerable amount of work has been done since then to measure quality in the context of routine service delivery, yet, we do not have agreed-upon indicators to measure quality that can be applied uniformly across different health systems and social contexts. This paper takes a slightly different approach and uses a common definition of quality from the outset. The emergence of this handbook on social justice represents a groundbreaking event in the history of social psychology. In this summary discussion, I outline significant limits to social justice work embedded in the empiricist tradition of inquiry and point to ways in which the current work transcends these limits. However, I also view the present endeavors as in a fledgling state. In the service of enriching and rendering these pursuits more effective, I discuss five domains in which tensions currently prevail and suggest directions for future undertakings. Library workers are exploring ways to provide support to their communities. In this practice-based pilot project, an academic library partnered with academic advisors on a college campus to increase the support services and supportive mechanisms for students. Academic advisors and librarians increased their skills and areas of content expertise, and passed this learning on to the students. By offering a course for reinstated students and academically at-promise students, with a focus on persis-tence and success through failure and trial and error, a partnership between the academic library makerspace and the Advising and Academic Success Center was created. Information, energy, and materials are flowing over greater distances than in the past, changing the structure and feedbacks within and across coupled human and natural systems worldwide. The telecoupling framework was recently developed to understand the feedbacks and multidirectional flows characterizing social and environmental interactions between distant systems. We extend the application of the telecoupling framework to illustrate how flows in beef affect and are affected by social-ecological processes occurring between distant systems in Africa, and how those dynamics will likely change over the next few decades because of climate-induced shifts in a major bovine disease, trypanosomosis. Educational Test Scores, Education Spending, And Productivity In Public Education: National Trends And Evidence Across States And Over Time, 1990-2015, John Garen, Rex Bray

We examine national trends in educational funding, test score outcomes, and productivity as well as variations in funding and test scores over time and across states to assess how changes in educational spending are (or are not) related to changes in educational test score outcomes for states. National trends show small increases in test scores, large increases in educational funding (until the last recession), and a continued fall in educational productivity. The cross-state, over time analysis indicates a statistically significant but very small association of state funding to test scores; so small that large changes in funding have little effect …

Does Joint Physical Custody “Cause” Children’S Better Outcomes?, Sanford L. Braver, Ashley M. Votruba

Policymakers and researchers are concerned with whether joint physical custody (JPC) produces better outcomes for children than sole custody. Although several review articles summarizing up to 61 empirical articles demonstrate very positive answers, many of the research designs used compromise the ability to claim that it is JPC per se—and not selection effects—that causes the effect. We discuss several research design issues, such as propensity score analysis, that can more powerfully probe the question of causality. Although there is an emerging trend towards generating embeddings for primarily unstructured data and, recently, for structured data, no systematic suite for measuring the quality of embeddings has been proposed yet. This deficiency is further sensed with respect to embeddings generated for structured data because there are no concrete evaluation metrics measuring the quality of the encoded structure as well as semantic patterns in the embedding space. In this paper we present Kratylos, at www.kratylos.org/, a web application that creates searchable multimedia corpora from data collections in diverse formats, including collections of interlinearized glossed text (IGT) and dictionaries. There exists a crucial lacuna in the electronic ecology that supports language documentation and linguistic research. Vast amounts of IGT are produced in stand-alone programs without an easy way to share them publicly as dynamic databases. Vicarious Retribution In U.S. Public Support For War Against Iraq, Peter Liberman, Linda J. Skitka

U.S. public anger and desires to avenge the 11 September 2001 terror attacks were redirected toward Iraq partly because of its identity as an Arab and Muslim state. Online panel survey data reveal that citizens who were relatively angry about the terror attacks were more belligerent toward Iraq, and that this effect was strongest among those who perceived Arabs and Muslims in monolithic terms. Angry desires to avenge 9/11 were more persistent for those who saw Arabs and Muslims in that light, and their effects on war support were partially mediated by worsened feelings about Arabs and Muslims in general. …

Rohingyas who have arrived Thailand with various motivations are vulnerable. They need legal and social protection and face the risk of being indefinitely arrested by Thai immigration. The purpose of this article is to identify existing protection mechanisms for the Rohingyas in Thailand by examining preventive, protective, promotive and transformative measures provided to them. Field research conducted in 2016 reveals that there are four main groups of Rohingya immigrants: those who arrived earlier than 2006, the recent arrivals during 2015-2016, Rohingya victims of human trafficking and Rohingya asylum seekers in temporary shelters. Media Coverage Of Human Rights In The Us And Uk: The Violations Still Won’T Be Televised (Or Published), Shawna M. Brandle

This article analyzes American television and American and British print news coverage of human rights using a combination of manual and machine coding. The data reveal that television and print news cover very few human rights stories, that these stories are mostly international and not domestic, that even when human rights are covered, they are not covered in detail, and that human rights issues are more likely to be covered when they are not framed as human rights. This suggests that human rights is simply not a frame that journalists employ, and provides support for government-leading-media theories of newsworthiness.

Background: The world population is aging and the number of older adults with bipolar disorder is increasing. Digital technologies are viewed as a framework to improve care of older adults with bipolar disorder. This analysis quantifies Internet use by older adults with bipolar disorder as part of a larger survey project about information seeking.

Methods: A paper-based survey about information seeking by patients with bipolar disorder was developed and translated into 12 languages. The survey was anonymous and completed between March 2014 and January 2016 by 1222 patients in 17 countries. All patients were diagnosed by a psychiatrist. …

A recent and important innovation in design-based research (DBR) is the use of conjecture maps, where researchers explicitly articulate the conjectured mediational relations between their designed goals and the learning designs and contexts. In this paper, we present a design case as an iterative sequence of evolving conjecture maps. As each conjecture map was tested, we revised it to highlight and refine our articulation of the tools and processes that embodied our design approach. Can Four Generations Create Harmony Within A Public-Sector Environment?, Glenda B. Arrington, Rocky J. Dwyer

International Journal of Applied Management and Technology

The purpose of this quantitative study was to examine the relationship between generational cohort and cohort perceptions of managerial effectiveness within the context of the federal public service. Data in this study were derived from the Federal Employee Viewpoint Survey, which included 421,748 full-time, part-time, and nonseasonal federal government employees geographically dispersed across the United States and overseas. The results of the study indicated that ratings of managerial effectiveness by all four generational cohorts for all three levels of managers studied were relatively high with correlation coefficients ranging from .96 to .99.
