The $1.3B Air Force Military Construction (MILCON) program has shown a trend of 6% cost growth and 12% schedule growth in the construction phases of its projects. Air Force leadership has attributed this to a shortfall in the standardized processes for requirements definition and scope development. The Project Definition Rating Index (PDRI) has been in use on Air Force MILCON projects for almost a decade, but the development and approval process for these projects does not lend itself to direct PDRI implementation. 96 PDRI MILCON projects executed from 2009 to 2016 were analyzed for trends in project development implementation strategies …

Improving Space Situational Awareness (SSA) remains one of the DoD’s top priorities. Current research at the Air Force Institute of Technology (AFIT) has shown that modeling and simulation of Geosynchronous Earth Orbit (GEO) SSA architectures can identify optimal combinations of ground and space-based sensors. This thesis extends previous research by expanding design boundaries and refining the methodology. A genetic algorithm examined this increased trade space containing 1022 possible architectures. Experimental trials that would have taken over 100 years on a desktop computer were completed in weeks using a high-performance computer containing over 125,000 cores. The Federal Employment Retirement System is a pension fund for federal employees and is managed by the United States Office of Personnel and Management (OPM). Each year OPM publishes an annual Civil Service Retirement and Disabilities Fund (CSRDF) report that provides information on the health of the fund. The report contains historical cash flows from income provided by contributions to the fund from employees, agencies, and the U.S. Treasury. Additionally, the report shows actuarial valuations of the total liabilities owed to all current employees and annuitants. Accurately predicting Operating and Support (O&S) costs is vital in the current climate of budgetary constraints. However, there is an overall lack of research in the realm of O&S which hinders cost estimator’s abilities to provide accurate sustainment estimates. This research determines when Air Force Aircraft O&S costs stabilize and to what degree. Stability is examined in three areas: total O&S costs, the six O&S cost element structures, and aircraft type. The Joint Distribution Processing Analysis Center (JDPAC) of the United States Transportation Command (USTRANSCOM) regularly forecasts the demand of USTRANSCOM assets required by geographic and combatant commanders. The Caught Being Good Game (CBGG) is a classroom management intervention used in schools. The purpose of this study was to evaluate the effects of point visibility on appropriate behavior, to examine the degree to which points earned by the opposing team affected the other team’s behavior, to examine both teacher and student preference for the intervention, the effect of student and teacher choice on appropriate behavior, and to systematically replicate previous research showing the effectiveness of the CBGG relative to business as usual. Goal Setting In The Principal-Agent Model: Weak Incentives For Strong Performance, Brice Corgnet, Joaquín Gómez-Miñambres, Roberto Hernán-González

We study a principal–agent framework in which principals can assign wage-irrelevant goals to agents. We find evidence that, when given the possibility to set wage-irrelevant goals, principals select incentive contracts for which pay is less responsive to agents' performance. Agents' performance is higher in the presence of goal setting despite weaker incentives. We develop a principal–agent model with reference-dependent utility that illustrates how labor contracts combining weak monetary incentives and wage-irrelevant goals can be optimal. The pervasive use of non-monetary incentives in the workplace may help account for previous empirical findings suggesting that firms rely on unexpectedly weak monetary incentives.

There is yet to be an assessment of the potential influence of support from patron states on the degree to which democratization in de facto states is possible. This research study examines how the image of Kazakhstan was covered by the New York Times during 11 years and analyzed the most common perception of the Central Asian country, using framing as a theoretical framework. Textual-analysis approach was used as a method, exploration produced seven frames. The textual analysis approach demonstrated that negative coverage prevailed in the coverage of Kazakhstan, “in spite of friendly relationships with the USA”. Kazakhstan was framed as “authoritarian” “petro-state”, which got independence, but still followed “soviet-style” politics and was largely influenced by its “hegemon Russia”. Prior studies on the monitoring role of outside directors tend to be based on the assumption of interest differences between agents and principals and adhere to arbitrary definitions of board independence or quality. Using a unique dataset of individual outside directors’ voting activities on items proposed by managers of Korean public firms between FY2010 and FY2014, we investigate whether outside directors play an effective role in mitigating agency problems, without such assumption and arbitrary definitions. The research conducted in this thesis is an initial attempt to identify the costs associated with occupational exposure assessments within the Air Force. Using cost estimation methodologies, a cost model was created to predict the total costs of occupational hazard assessments focused on air sampling. Data was gathered from bioenvironmental engineering databases and subject matter experts for analysis. The data required extensive curation before running a mixed step-wise regression. The major cost drivers for occupational exposure assessments were identified as the sample time and pre-calibration time for conducting an air sample. Researchers tested nine variables to determine their separation implications. This study examines the function of humor as a discourse in discussion of sexual battery. In this study, I examine the ways sexual battery, consent, and victimization are social constructed. Humor is a form of discourse where individuals are allowed to speak more freely about taboo topics, including that of sexual battery. I examine humor within presentations given from a Victim Help Center. Using field notes, slides, videos, and audio-recordings, I analyze instances of humor within the presentations. The goal of this research is to analyze the stigmatization of opioid addiction within the framework of emergency care from an ethnographic perspective. Interviews with those who have been swept up in the current opioid epidemic indicate that stigma, or a shame or dishonor, and socioeconomic insecurity emerge often as common themes in their emergency care experiences. In many cases, socioeconomic insecurity most intensely translates into a lack of access to healthcare and emergency rooms across the country often function as primary care for uninsured populations. Public transit, an important mobility service for many, has incurred ridership decline in the U.S. for the past three years. In 2014, U.S. transit ridership was 10.74 billion unlinked passenger trips. In 2015, total ridership was 1.0 percent fewer, and the 2016 decrease was 2.2 percent from 2015. The consistent abandonment of transit in the U.S. does not seem to be ending. In 2017, ridership predicted from year-to-date data is 2.4 percent less than 2016. Furthermore, per capita ridership has decreased 17 percent since 1980. Both the short-term ridership trend and long-term per capita ridership trend is concerning given the …

This study focuses on the portrayal of women images in Russia, particularly the transformation from Soviet woman to modern woman based on the analysis of one of the oldest Russian women’s magazine- “Rabotnitsa”. The sample for this study covers two periods: three decades of Russia during the era of the Soviet Union period (1970-1990) and two decades of the Post-Soviet period (1991-2017). The present study extends this line of research by directly testing whether alcohol expectancies measured in the moment using free association are useful as predictors of alcohol consumption in the next few hours. The majority of behavioral analytic interventions reflect European-American values. One useful intervention is discriminated functional communication training (DFCT), which may be implemented to increase the generalizability of functional communication training (FCT). However, the discriminative stimuli used during DFCT may not adequately reflect what is commonly used in various cultures. Thus, the purpose of the current study was to evaluate the effectiveness, feasibility (in the form of training parents to implement), and treatment acceptability of a culturally adapted version of DFCT with Afro-Caribbean families.
