This paper assesses knowledge management processes and practices of the Cataloguing department of the University of Zambia Library; investigates factors that lead to poor working systems among Cataloguers; cause inconsistencies and data redundancy in the library’s database. A case study approach was adopted, with the aim of getting detailed information and insights into the experienced problem of inconsistencies and duplication of the data. Structured questionnaires and interview guides were used to collect data. Working an inflexible nine-to-five schedule is often not conducive to the demands of ordinary life. Parents find themselves missing events at their children’s schools that occur during the day. Cautious workers manage their sick days conservatively, not knowing what health challenges the year might bring. Taking a day to care for personal psychological health strikes many as an impractical luxury.

Local Measures: The Need For Neighborhood-Level Data In Youth Violence Prevention Initiatives, Jeffrey A. Butts, Alana M. Henniger

In an attempt to assist local jurisdictions with violence prevention, the U.S. Department of Justice and other federal agencies launched the National Forum on Youth Violence Prevention in 2010. More than a dozen cities participated in the National Forum, collaborating to increase the effectiveness of their local strategies for reducing youth violence. The Department of Justice asked John Jay College of Criminal Justice to monitor and assess the outcomes of the National Forum beginning in 2011. The study investigated the accomplishments and perceptions of the leadership networks in each city.

In this Carsey Perspectives brief, author Tom Haines details the ongoing review of federal coal leasing and reflects on its implications for the country’s effort to meet carbon emissions targets in the face of climate change. Haines walked 50 miles across Wyoming’s Powder River Basin, the site of most federal coal production, and uses that on-the-ground research, as well as additional reporting, to form an analysis of the scope of the program and the role of federal coal going forward.

Approximately $10 trillion is benchmarked to Morgan Stanley Capital International’s Developed, Emerging, Frontier, and standalone market indexes. Reclassifications from one index to another require thousands of investors to decide how to react. We study a comprehensive sample of past reclassifications to guide this decision. Reclassified markets’ prices substantially overshoot between the announcement and effective dates—prices fall when a market moves from an index with more benchmarked ownership to one with less, such from Emerging to Frontier, and vice-versa—but revert within a year. We identify alpha-maximizing responses to reclassifications for both tightly benchmarked and more flexible investors.

Whip use in horseracing is increasingly being questioned on ethical, animal welfare, social sustainability, and legal grounds. Despite this, there is weak evidence for whip use and its regulation by Stewards in Australia. To help address this, we characterised whip rule breaches recorded by Stewards using Stewards Reports and Race Diaries from 2013 and 2016 in New SouthWales (NSW) and the Australian Capital Territory (ACT).
