The Employment Service-Unemployment Insurance Partnership: Origin, Evolution, And Revitalization, David E. Balducchi, Christopher J. O'Leary

Upjohn Institute Working Papers

This study traces the origin and evolution of the partnership between the employment service and unemployment insurance programs in the United States. We examine objectives of the framers of the Wagner-Peyser and Social Security Acts that established these programs. Using primary sources, we then analyze early actions of the architects of social insurance to facilitate cooperation between the two programs to meet economic exigencies, grapple with political cronyism, and surmount legal barriers. We also discuss factors that caused changes in the employment service–unemployment insurance partnership over time. We identify reasons for the erosion in cooperation starting in the 1980s, and …

Nafta And The Gender Wage Gap, Shushanik Hakobyan, John Mclaren

Upjohn Institute Working Papers

Using U.S. Census data for 1990–2000, we estimate effects of NAFTA on U.S. wages, focusing on differences by gender. We find that NAFTA tariff reductions are associated with substantially reduced wage growth for married blue-collar women, much larger than the effect for other demographic groups. We investigate several possible explanations for this finding. It is not explained by differential sensitivity of female-dominated occupations to trade shocks, or by household bargaining that makes married female workers less able to change their industry of employment than other workers. In the Assessing Preschool Professionals’ Learning Experiences (APPLE) project, we partnered with ecQ-net and the Ohio Department of Education to conduct an independent evaluation of Ohio’s statesponsored language and literacy professional development for early childhood educators. Participating educators were randomly assigned to experience the state’s 30-hour language and literacy professional development course, the course plus ongoing in-class coaching, or professional development on an alternative topic. Largely, the language and literacy professional development did not improve educators’ knowledge, dispositions, or classroom practices, nor did it improve children’s language and literacy outcomes. The regulation of Internet activities presents special challenges to the World Trade Organization (WTO), as its rules were mostly formulated in the pre-Internet era. The first difficulty lies in determining whether Internet activities should be classified as goods or services, as they are subject to different regulatory frameworks. Traditionally, the General Agreement on Tariffs and Trade (GATT) only applies to goods. It was not until the establishment of the WTO in 1995 that services trade was finally brought within the scope of the multilateral trading system. This thesis provides the beginnings of further research on the correlation between Nabataean mortuary practices and specific biological age ranges. It seeks to answer the question of whether Nabataean infants were absent from, or under-represented, in Nabataean cemeteries. Several quantitative analyses and descriptive statistics were performed, comparing Nabataean adult and subadult burials from fourteen sites. Nabataean cemetery populations were also compared with Walter Scheidel's model life table. These analyses demonstrate that Nabataean burials typically consisted of either a single adult or multiple individuals of various age ranges. Subadults, individuals under the age of 20 years, were rarely found buried by …

Over the past four decades pediatric obesity rates have more than tripled and child eating disorders are on the rise, suggesting a significant health concern in children’s eating habits (US Department of Health and Human Services, 2013; Rosen, 2010). The purpose of this research project was to examine whether ethnic and religious identity have a relationship with attitudes towards sexualized aspects of clothing. The sexualization of women in American culture, particularly in the media, has been noted by several institutions and researchers, including the American Psychological Association. However, there has been very little research examining the attitudes of individual women towards the kind of dress that is overtly hypersexualized. Transmitting Revolution: Radio, Rumor, And The 1953 East German Uprising, Michael Palmer Pulido

This project examines public opinion in the Dresden Region of the German Democratic Republic from the end of World War II through the summer of 1953. I argue that the Socialist Unity Party (SED) projected its legitimacy through an official public sphere by representing publicness to its citizenry. Through banners, the press, and choreographed public demonstrations, it aimed to create the appearance of popular support. Even more significantly, the SED used radio to ground its legitimacy in a burgeoning post-war internationalism that bound residents of the GDR in an imagined community of socialist nations under Stalin’s leadership. While acute stress exposure has been associated with modulation of risk-taking in decision making, the influence of stress on social decision making and trust has not been well-researched. The current study aims to advance scientific understanding of how stress influences trust behavior. Ninety-six participants (49 male and 47 female) engaged in an adapted Trust Game task, randomly assigned between-subjects to either an acute stress (cold pressor test or socially evaluative cold pressor test) or control group. Confrontation of prejudice is one method that has been demonstrated to reduce future discrimination on behalf of perpetrators and non-target witnesses in the future. This dissertation examines the connection between poverty and health inequalities from a liberation theological ethics perspective. One of the most robust findings in psycho linguistics is that object-extracted relative clauses (ORCs) are more difficult to process than subject-extracted relative clauses (SRCs) (Traxler, Morris, & Seely, 2002; King & Just, 1991; Ford, 1983). However, the reasons for this are still controversial. One view attributes this difficulty to experience: ORCs are harder to process because they are more rarely encountered than SRCs (Wells, Christiansen, Race, Acheson, & MacDonald, 2008; Gennari & MacDonald, 2008; MacDonald & Christiansen, 2002). Presented at Midwest Archives Conference, spring 2017 Annual Meeting. This talk briefly outlines two collaborative projects (Documenting Ferguson, and Mapping LGBTQ St. Louis) going on at Washington University Libraries. These projects aim to both preserve and provide access to primary source (archival materials) of under-represented people in our (collective) historic record. These collaborative projects include archive staff working actively with members of the community, leveraging technology, and being open to new ways of approaching traditional archive tasks such as outreach, collection acquisition, and reference.

Since the earliest pressures to develop open access (OA) options for journal literature were in the fields of science and medicine, the predominant models reflect those origins and fit those disciplines. These models are less applicable to humanities publishing models, which have been slower to embrace open access. Current literature on OA in the humanities focuses on theoretical frameworks and end-user perceptions. This study complements those perspectives by examining current practices in the humanities, specifically, the OA options offered by journals serving the discipline of the classics.

Gamified interventions exploit the motivational characteristics of a game in order to provide prevention information and promote behavior change. Despite the modest effect sizes observed in increasingly popular web-based personalized normative feedback (PNF) alcohol interventions for college students, previous research has yet to consider how gamification might be used to enhance efficacy. This study examines whether a novel, gamified PNF intervention format, which includes a point-based reward system, the element of chance, and personal icons to visually represent users, is more effective in reducing short-term alcohol use than the standard web-based style of PNF currently used on college campuses.
