The Latino population is the largest minority group in the United States, making up 16.3% of the total population. As the Latino population of the US grows, the Latino student population within schools across the nation is also growing, accounting for 10.5% of the student population. While the Latino student population continues to grow, there is evidence that this group is not achieving academically at the same rate as other groups. Latino statistics in Utah showed a similar situation within public schools. Fifty-one percent of Latino fourth graders were reading below the expected levels, compared to 22% for Caucasian students. …

This research tests the value of push and pull communication on Facebook in the first effort to test the validity of the Pub Principle and Social Intrusion Theory. This theory explains how audiences engage in a tug-of-war with commercial forces during mass communication and that commercial messaging is ultimately dependent upon the acceptance or rejection of its intended audience. The pub principle explains that social media is unlike traditional mass media and that the rules commercial forces must play by are different than for other mass media. The Green Loop SWPDX project was conducted by five students in partnership with the Portland Bureau of Planning & Sustainability Urban Design Studio and Portland State University's Campus Planning Office. It explores potential alignments and design treatments for Portland's Green Loop, specifically with the southwest downtown quardrant of the Central City. The southwest quadrant of the Green Loop links the South Park Blocks to the non-automobile Tilikum Crossing bridge. Recognizing the traumatic experience of being forced to move and losing community, this plan reflects the hopes of community members who seek to rebuild their lives in a new place. The East Portland Pilot Plan applies the urban planning practice of placemaking as a transformative intervention for addressing challenges and stabilizing the Black community in East Portland. This plan also emerges at a critical time, as existing city plans for East Portland indicate significant future public investment and development.

This dissertation is comprised of three essays which examine innovation, both technological and institutional, as a response aimed to adapting to climate change and natural disasters. Specifically, the first two papers seek to understand the drivers and implications of adaptation-related technological innovations. The third paper draws on the policy innovation theory to examine factors that shape the decision of state governments to engage in comprehensive climate adaptation planning.

African American landowners have been reluctant to take advantage of intergenerational succession laws which provide for an orderly transfer of property from one generation to the next. This reluctance has led to a prevalence of heir property. Heir property is created when a person dies intestate. Heir property has created an impediment to wealth accumulation and has contributed to African American land loss in America. Partition actions are a byproduct of heir property which has operated to accelerate the loss of real property in the African American community. Abstract
The purpose of this study is to examine factors associated with belief in conspiracies about HIV/AIDS among HIV-Positive African American patients. Survey data were collected from 256 African American patients living with HIV/AIDS attending two HIV clinics in Montgomery and Dothan, Alabama. The study used multiple regression analysis to examine how sociodemographic factors contribute to belief in conspiracies about HIV/AIDS. Education and age were significantly related to belief in conspiracies about HIV/AIDS among men and women. Beliefs in conspiracies about HIV/AIDS may be a barrier to HIV prevention among African Americans. Public health officials should work toward obtaining the …

Abstract
Local and regional food production has gained increased interest of consumers in recent years. The study, therefore, focused on assessing consumer attitudes and beliefs on local or regional livestock products. Data were obtained from a convenience sample of 432 participants from South Central Alabama, and were analyzed using descriptive statistics, including chi-square tests. A majority of respondents thought using chemicals and additives in locally or regionally produced beef or goat meat was a serious hazard. Therefore, many were willing to pay more for meat certified as locally or regionally produced. Also, most agreed or strongly agreed with statements on …

Prepartying is often associated with increased alcohol consumption and negative alcohol-related consequences among college students. General drinking motives are often only weakly related to preparty alcohol use, and few studies have examined the associations between preparty-specific drinking motives and alcohol-related consequences that occur during or after a preparty event. Limited research has explored the influence of perceived injunctive norms for distal (e.g., typical student) and proximal (e.g., close friend and parents) referents on hooking up. The current study examined the longitudinal relationships among perceived injunctive norms, personal approval and hooking up behavior, and the moderating effects of gender in a sample of heavy drinking college students. At Time 1, participants completed web-based assessments of personal approval of hooking up and perceptions of close friend, parent, and typical student approval. This study investigates the relation between parental verbal punishment and externalizing and internalizing behavior problems in Filipino children, and the moderating role of parental warmth in this relation, for same-sex (mothers-girls; fathers-boys) and cross-sex parent-child groups (mothers-boys; fathers-girls). Measures used were the Rohner Parental Acceptance-Rejection and Control Scale (PARQ/Control), the Achenbach Child Behavior Checklist (CBC), and a discipline measure (DI) constructed for the study. Participants were 117 mothers and 98 fathers of 61 boys and 59 girls who responded to a discipline interview, the Parental Acceptance-Rejection and Control scale (PARQ/Control) and the Achenbach Child Behavior Checklist via oral interviews. In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. The author investigated shared cultural models among nine Latino immigrant parents of children with specific learning disabilities aged 6-12 years old. Interview questions addressed what participants thought it meant to be educated, their descriptions of specific learning disabilities, and their reports of effective teaching methods for their children. Although many varying themes emerged from the interview data, three distinct cultural models surfaced from the data on education and disability. Implications include cultural beliefs informing IEP content, knowledge of cultural models enabling increasingly open communication between school and home, and culturally sensitive classroom instruction.

Passions flare up around the use and “misuse” of prescriptive rules. Where there is variation in language use, language judgment usually follows—attaching value judgment to linguistic variants forms the foundation of prescriptive ideology in English. Prescriptive attitudes prevail among speakers and writers of English, who feel some pressure to use these forms to avoid a negative judgment. This study surveyed American English speakers using Mechanical Turk to determine which types of rules—spelling, syntactic, morphological, and lexical—bother people the most and inspire the harshest judgments when violated. This study examines how variation of within-day cognitive function affects human capital accumulation. Cognitive function, which neurobiologists have found varies widely across the day, has thus far been an important omission in the economics literature. We quantify its role on human capital accumulation using data from five cohorts of college freshman at the United States Air Force Academy, where students face randomized scheduling and a common set of classes and exams. We find clear evidence that daily fluctuations in cognitive function affects academic achievement-a student does 0.25 standard deviations better at her highest observed ability than at her worst. Availability Of Higher Education And Educational Outcomes: Quantifying The Impacts Of College Openings And Cohort Size, Teny Maghakian Shapiro

Research has established the benefits of higher education and the importance of affordability, however less is known about how the availability of higher education affects educational attainment. By constructing a comprehensive dataset on college openings in the U.S. from 1969 to 1991, I show that exogenous variation in two-year and four-year college availability, caused by changed birth cohort sizes and local college openings, substantially affects educational attainment. New four-year colleges increase the likelihood of obtaining a Bachelor's degree, while new two-year colleges only affect Associate's degree attainment. Additionally, results show that students from larger cohorts are crowded out of four-year …

Economic theory often suggests that social institutions are strongly influenced by specific geographic features of regions. The history of gold mining in West Africa, however, suggests that the relationship between mineral resources and social organization is complex and fluid. First, over the centuries gold mining revenues may have encouraged state formation, but at the same time opportunities for conflict and corruption may have undermined state functioning. Second, while gold extraction and trade required social organization, the interpersonal relationships engendered by gold mining also led to new identities and social institutions. Social welfare programs and policies can have a variety of anticipated and unexpected effects on the human capital investments of young adults at-risk of living in poverty in the United States. My dissertation investigates how three large-scale public programs – means-tested, cash welfare (e.g., Aid to Families with Dependent Children and Temporary Aid to Needy Families), Medicaid health insurance for children, and the Social Security Student Benefit Program – affected the educational attainment and work experience of vulnerable young adults.

Hundreds of thousands of people are affected by natural disasters every year. Many of these people face mental and emotional consequences from the traumatic experience. Research indicates that the aftereffects of such experiences can result in social, familial, and educational impairments in children. The current study tested the efficacy of a brief cognitive behavioral intervention on elementary school aged children intended to alleviate the mental and emotional consequences following a natural disaster. In order to create more efficient, useful alcohol treatment and intervention methods tailored specifically for the older population, it is important to understand the reasons that older adults perceive that they consume alcohol. For this reason, this study explored older adults’ perceptions regarding why they use alcohol. This study explores the attitudes of social workers in relation to lesbian, gay, bisexual and transgender (LGBT) adoptions. Race, gender, generation, position and prior LGBT training are factors that can positively or negatively impact social workers’ biases towards LGBT adoptions. Researchers contacted adoption agencies whom agreed to partake in the 26-question survey, including eight demographic questions and an 18 item scale. The current study used an adapted version of the Attitude Toward Gay Men and Lesbians as Adoptive Parent Scale (APS) (α = .95). Early stages of the co-occurring, mental health and substance use disorder (MH-SUD) recovery process present various social and physical challenges to the recovering person, including habitual cigarette smoking. The purpose of this study was to examine community attitudes towards ex-offenders released in San Bernardino under AB 109 on subjects that would likely impact the ex-offender reintegration process. Past research has shown that a community’s willingness to employ and offer social support to ex-offenders has a substantial impact on their probability of re-offense. This study focused on individuals whose roles in the community give them greater influence over ex-offenders. A total of 11 community members participated in this qualitative study. There has been extensive, mostly negative research on the outcomes of foster care youth. Due to the abundance of this research, Extended Foster Care (EFC) was created to help to provide additional resources and support to young adults in foster care until age 21. This is a fairly new program, therefore little research has been completed. One of the negative outcomes of foster youth is the high pregnancy and parenting rates. The primary aim of this investigation was to explore caregivers’ emotional experiences regarding their adolescent with substance abuse problems. These researchers systematically examined the literature on caregiver stress and found a large body of studies on caregivers of persons with mental illness, severe medical problems including cancer, HIV/AIDS, and developmental disabilities. Yet, an absence of research was found on caregivers including parents of adolescents with drug and/or alcohol problems. Based on the findings on investigations with other types of caregivers, these researchers expected caregivers of adolescent substance abusers to report high levels of emotional and psychological distress. This study was a qualitative assessment of the effectiveness of therapeutic interventions used in the treatment of co-occurring disorders, Posttraumatic Stress Disorder (PTSD) and substance abuse. The qualitative assessment was an interview with a number of open ended questions and scales for the respondents to report preference. Interviews were conducted through the Wounded Warriors Project. Participants were males between the ages of 18 and 40, and were of multiple ethnicities. The interview questions primarily addressed whether or not the respondents received services and which services they felt were most beneficial.
