The Cost Of Going For The Gavel: Individual Candidate Spending In Intermediate Appellate Court Elections, Brian Frederick, Matthew J. Streb

Substantial research in recent years has studied judicial campaign spending. Most of this research has concentrated on state supreme court elections. Less is known about candidate spending in lower-level judicial elections. Moreover, research has focused on the costs of campaigns with the race as the unit of analysis. This study probes patterns of spending by 470 candidates in all contested races for state immediate appellate court seats from 2000 to 2009. It makes the first comprehensive evaluation of the systematic factors that drive spending in lower-level judicial elections with the individual candidate as the unit of analysis. Local Technological And Demographic Effects On Electricity Transmission: A Spatially Lagged Local Estimation Of New England Marginal Losses, Jacob P. Hochard

Electricity transmission is subject to distribution losses and congestion costs. Economists have prior theorized that these transmission imperfections could create divided markets with electricity generating spatial oligopolists. This concern has been largely dismissed because of recent technological advances in electricity transmission. The effects of local technological and demographic indicators on electricity transmission costs remains both commonly accepted as negligible and spatially untested. This analysis employs a spatially lagged local estimation of New England’s marginal electricity losses with respect to both technological and demographic indicators. At the close of the nineteenth and the commencement of the twentieth century, socialism began to gain momentum as a large-scale movement in Europe and the United States. This popularity was supported by an increased influence of the working class in society, which put pressure for representation upon European parliaments and began to secure concrete improvements in labor protection laws. Moreover, socialist proponents looked hopefully towards the living example of the Soviet Union, which began its socialist experiment in 1917 following the success of the Bolshevik Revolution. As aspiring Christians, this African American Baptist community faces intense societal pressures. These pressures work in conjunction with the following things to help shape their continued struggle to live righteous lives - their convictions in the Baptist faith, their church and work environments and their personal and familial experiences. This ethnographic study examines how they socially construct rituals of Christian media use that help them do the following things; negotiate feelings of guilt and moral conflict, prepare for life’s difficult challenges, and form meaningful social bonds with others. When Do Fat Taxes Increase Consumer Welfare?, Jayson L. Lusk, Christiane Schroeter

Previous analyses of fat taxes have generally worked within an empirical framework in which it is difficult to determine whether consumers benefit from the policy. This note outlines on simple means to determine whether consumers benefit from a fat tax by comparing the ratio of expenditures on the taxed good to the weight effect of the tax against the individual’s willingness to pay for a one-pound weight reduction. Our empirical calculations suggest that an individual would have to be willing to pay about $1500 to reduce weight by one pound for a tax on sugary beverages to be welfare enhancing. …

This Joint Fire Science funded project seeks to understand individual and organizational learning from prescribed fire operations, particularly how existing review processes do or might promote capture and transfer of lessons from prescribed fire escapes. We seek to understand what aspects of current reviews (processes, venues/formats, timing, and distribution techniques) are most effective in promoting organizational learning.

John Hughes May Be Onto Something: Anti-Authoritarianism In Education, Film And Policy, James M. Iddins

In this article, I use two popular anti-authoritarian films to explore often-overlooked options for the education reform debate and general issues related to educational public policy. Bringing in sources from many disciplines, including anthropology, sociology, and economics, I argue for a second look at the issues revealed in the films and action on our part toward creating a more sustainable educational and economic reality. I contend that if we take into account our historical context, we come to a much different conclusion regarding these issues than we might have otherwise.

How can we understand the transformation of Colombian paramilitary groups during the past two decades? Intimately connected to drug trafficking, paramilitary groups have infiltrated political institutions and enjoyed significant political support even as they have used extreme brutality. Since the early 1990s, paramilitaries have grown exponentially in strength, creating a national coordinating body and carrying out military offensives. These developments brought territorial expansion throughout Colombia and a peak in political violence, typified by massacres from 1997 to 2003. The survey was based upon the Behavioral Risk Factor Surveillance System (BRFSS) conducted by the Centers for Disease Control and Prevention (CDC), as well as health assessments conducted by neighboring counties and priority health needs within the county. Intellectual Disability is a condition that affects one's ability to learn and function independently. The condition is characterized by subaverage intellectual functioning and significant impairments in adaptive functioning, with onset occurring prior to age 18. The Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition, Text Revision (DSM-IVTR) uses the term Mental Retardations to describe these individual differences in cognitive and adaptive abilities. However, the term Mental Retardation has received significant criticism in recent years, and the term Intellectual Disability (ID) is being used with greater acceptance. Despite the struggling economy and the challenges that have plagued the commercial aviation market, the national Aerospace and Aviation industry has experienced growth from 2005 to 2009. U.S. Aerospace sales increased by 21 percent and profits increased by 29 percent. However, at the same time, aircraft production lines have contracted as a result of decreased defense spending over the past 15 years. This contraction has limited production surge capacity, an event that is looming as a result of aging aircraft in both the commercial and defense fleets.

This paper examines the conditions under which Congress passes jurisdiction-granting legislation, legislation that expands the discretion of the federal district courts by designating them as venues in which policy questions are to be heard. This project extends existing research that has demonstrated that Congress manipulates the parameters of jurisdiction by examining the manner in which Congress routinely engages in this activity. I construct and evaluate a comprehensive dataset of laws in which Congress grants jurisdiction to the district courts for the period between 1949 and 2000 with the goal of explaining conditions under which Congress grants jurisdiction Two explanations are …

We present here a final analysis of voters’ usage of the ranked choice ballot in the 2011 San Francisco Municipal Election. Unlike our previous report, which concentrated primarily on political outcomes, this paper focuses on voters’ usage of the ballot and tendencies to overvote, undervote, and rank candidates for three citywide offices: Sheriff, District Attorney, and Mayor. This study combines individual ballot records with county voter file data to allow for a systematic analysis of the relationship between various demographic factors and variations in observed voting behaviors. SURVEY OVERVIEW The Leo T McCarthy Center for Public Service and the Common Good launched its inaugural Bay Area Regional Survey in June 2011. The Center interviewed nearly 1,200 respondents over the age of 18 in eight Bay Area counties to get the current pulse of San Francisco and the Bay Area on a range of important issues.

Over the past decade San Benito County has emerged as California’s textbook bellwether county, narrowly mirroring statewide election results on ballot measures and statewide candidate races. San Benito’s uncanny predictive power suggests the importance of California emerging political geography as it straddles the major political fault lines of the state. Neither northern nor southern, neither coastal nor inland, and neither urban nor rural, San Benito illustrates the broad geographic forces shaping contemporary California politics.

We present here an initial RCV analysis of the 2011 San Francisco Sheriff, District Attorney, and Mayor race. For each race, we examine the first choice by second choice voting patterns, the frequency of slates, and the number of times a candidate is on a ballot, which is useful measure of candidate performance. We also show maps for each race's winner, with a few ethnic and Progressive Voter Index (PVI) correlations when noteworthy.
For the first time, we are also able to present cross-contest analyses at the individual voter level. The city’s ballot images maintain consistent voter identification numbers. This …

Three of the most celebrated football leagues in the world include the English Premier League (EPL), Italy’s Serie A, and Spain’s La Liga. To date, little football research has been conducted that attempts to determine why these leagues are so successful. What is it that the EPL, La Liga, and Serie A do that fosters such a high caliber of play, and what pitch factors, if any, either (1) contrast or (2) connect these prestigious leagues?
