It is important to consider the effects of past conflicts on the current perceptions of the people of Cyprus and of the future generations. This thesis contends that the ongoing division of Cyprus along with the many unresolved issues regarding past conflicts have had a profound effect on how the people of Cyprus perceive new information in regard to their future. The inquiry will explore the historical background of Cyprus and the affects of nationalism. The need for enemies, large group identity, divided societies and the need for dialogue will also be examined in relation to perception and new information. …

School District Enrollment Forecast Reports
This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,366 students in Fall 2011, a decrease of 27 students (0.2 percent) from Fall 2010. This is the third consecutive year of K‐12 enrollment loss, but the change was small compared with the loss …

Oregon Population Estimates and Reports
The Tri-City Service District (TCSD) and Clackamas County Service District #1 (CCSD #1), both of Clackamas County, requested that the Population Research Center (PRC) at Portland State University produce long-term population forecasts for each of the two sewer service districts. In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. The forecast horizon extends 30 years from 2010 to 2040, and projections are produced in 5-year intervals. For the 2010-2015 interval, forecast numbers for …

This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).
The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. Specifically, in the TAP, Lane Transit District subcontracts with human services agencies to conduct personalized in-home assessments with individuals with special transportation needs and who are requesting paratransit rides. The Impact Of Public Credit Programs On Brazilian Firms, Joao Alberto Denegri, Alessandro Maffioli, Cesar M. Rodriguez

This paper analyzes the effectiveness of public credit lines in promoting the performances of Brazilian firms. We focus on the impact of the credit lines managed by BNDES and FINEP in fostering growth measured in terms of employment, labor productivity and export. For this purpose, we use a unique panel data set developed by the Instituto de Pesquisa Econômica Aplicada (IPEA), which includes information on both firm-level performances and access to public credit lines. This particular data setting allows us to use quasi-experimental techniques to control for selection bias when estimating the impact of the public credit lines. The core …

Gendered Arrests Or Gendered Sentencing: Explaining The Narrowing Of The Gender Gap In Imprisonment Over Time: 1970–2008, Mark G. Harmon, Robert M. O'Brien

Since 1970 the percentage of women incarcerated in U.S. prisons has risen from nearly 3 percent to almost 7 percent—more than doubling in less than 40 years. This article examines explanations for this phenomenon—concentrating on two: Changes in the relative rates of arrest for females and males and sentencing reforms that were instituted during this period. The authors examine trends in female to male imprisonment rates from 1970 to 2008 across all fifty states using panel analysis. The only robust relationship they find is between the ratio of female to male incarceration rates and the ratio of female to male …

At the end of the 1930s, Americans interested in the fates and futures of their cities had the opportunity to consider two new efforts to summarize urban problems and propose solutions. The first was Our Cities: Their Role in the National Economy, published in 1937 under the auspices of the National Resources Board. The second was The City, a film sponsored by the American Institute of Planners for showing at the New York world's fair in 1939. Librarians and teaching faculty privilege peer review articles out of ideals rooted in academic culture more then for pedagogical reasons. Undergraduates would find greater benefit in the opportunity to search and critique sources related to their personal and creative interests as well as relevant to academic research projects. Librarians can adopt the role of change-agents by engaging relevant teaching faculty in discussions about the goal of research assignments relative to peer review literature. Framing this discussion is Paulo Freire's theory of banking information discussed in Pedagogy of the Oppressed (2000).

An Assessment Of Peer Coaching To Drive Professional Development And Reflective Teaching, Caroline Sinkinson

Given the competing demands on librarian's time, teaching and instruction are often a professional responsibility experienced in isolation with minimal colleague feedback beyond summative assessment. This article will describe a peer coaching pilot designed to increase teacher reflection, teacher collaboration, and to indentify future training and professional development needs. The article will report on the program's assessment facilitated by participant surveys. The peer coaching program described offers a model for fostering a community of teachers who are intent on improving and invigorating teaching practice.

This inquiry subjectively examines selected basic communication textbooks for information literacy concepts from the communication discipline point of view. Librarians can build on these concepts in library skills instruction sessions for first-year communication students. This analysis reveals that communication textbook authors are addressing information literacy concepts and standards with content, exercises, examples, and most importantly, context, and they are often utilizing their own discipline-specific terminology to do so. Since finding, using, and evaluating information is a cornerstone of communication education, and because the most successful information literacy efforts result from learning its tenets in a variety of contexts, librarians supporting …

Within disciplines are a set of shared values and thought processes that students must master in order to become participants of that discipline. Information literacy as defined by the ACRL is a set of standards and principles that can apply to all disciplines. In order to produce information literate undergraduates in a given discipline, information literacy standards must be integrated with the values and processes of the discipline. In this study, librarians partnered with faculty in gender studies and molecular biology to integrate information literacy with courses in those areas. Professor Steve Thorne is well-known for his work on second and foreign language development and Internet-mediated communicative activity. He is identified with the study of language use, communication dynamics and technology-mediated foreign, second and plurilingual language learning, occurring within and outside of formal educational settings. Information has some unique characteristics. Unlike most other goods and services, it is neither rival (use by one prevents use by others) nor non-rival (use by one does not affect use by others), but is enhanced with increased use, or ‘additive’. Therefore a unique allocation system for both the production and consumption of information is needed. Under the current market-based allocation system, production of information is often limited through the exclusive rights produced by patents and copyrights. This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the District in recent years, low, middle, and high range forecasts of district‐wide enrollment by grade level for the 2011‐12 to 2020‐21 school years and middle range forecasts of individual school enrollments for the 2011‐12 to 2015‐16 school years. School District Enrollment Forecast Reports
In Fall 2011, Portland Public Schools (PPS) enrolled 46,206 students in grades K-12, an increase of 465 students from Fall 2010. This is the third consecutive year of enrollment growth, following 12 consecutive years of enrollment losses that occurred between 1996- 97 and 2008-09. For the three year period since 2008-09, PPS K-12 enrollment has grown by 1,182 students, or 2.6 percent. This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. The phenomenon of altruism extends from the biological realm to the human sociocultural realm. This paper sketches a coherent outline of multiple types of altruism of progressively increasing scope that span these two realms and are grounded in an ever-expanding sense of "self." Discussion of this framework notes difficulties associated with altruisms at different levels. It links scientific ideas about the evolution of cooperation and about hierarchical order to perennial philosophical and religious concerns. It offers a conceptual background for inquiry into societal challenges that call for altruistic behavior, especially the challenge of environmental and social sustainability.

This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.
Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

Participatory Action Research (PAR) is a general collaborative approach to inquiry that includes research "subjects" as members of the research team. Useful in any setting involving groups of people, PAR has revolutionized research with minority communities. Some "flavors" of PAR, such as Community-Based Participatory Research (CBPR) have been developed to address issues of power and privilege, to change dynamics between science, society, and minorities, and to enable and encourage systems change. This report presents results from surveys of residents at several transit-oriented developments (TODs) in Portland, Gresham, Hillsboro, and Happy Valley. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.
