The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Analyzing The Association Of Certificate Of Need Regulationson Volume And Quality Indicators For Heart And Kidney Transplantation, Courtney Cosby

States have historically used Certificate of Need (CON) regulations to regulate cost, quality, and access to healthcare services. Federally mandated in 1974, the regulation required the states to review requests for new healthcare construction and services. In theory, community-level planning backed by the state-level CON review and health planning process would prevent unnecessary duplication of services and the accompanying costs (Smith-Mellot, 2004). However, none of the published studies have examined the association of CON regulation on volume and outcomes of solid organ transplants. Radical Change In Faculty And Student Evaluation: A Justifiable Heresy?, Jeffery Gentry

Administrative Issues Journal

This article addresses the connection between two continuing trends in higher education: semester evaluation of faculty by students (SE’s) and grade inflation. The two phenomena are explored historically; then a two-part plan is proposed to enhance the evaluation of both students and faculty. This solution does not replace current evaluation practices; it merely adds information on each student’s relative performance. Although subject to criticism as radical reform, the plan is offered as a feasible check on grade inflation and diminished student responsibility—one that is consistent with long held higher education values, as well as recent calls for increased educational accountability. …

This report presents initial findings for Ireland from the pan-European EU Kids Online survey – a large 25 country survey conducted by EU Kids Online and funded by the EC’s Safer Internet Programme. The questionnaire was designed by the EU Kids Online network, coordinated by the London School of Economics and Political Science. Fieldwork was conducted by Ipsos MORI.

Risks And Safety On The Internet: Eu Kids Online Findings From Ireland, Brian O'Neill

Children and young people in Ireland, as shown throughout the EU Kids Online survey, in many respects are among the leaders in most aspects on internet use compared to their counterparts from across Europe. Use of the internet at home among Irish children is well above the European average (87% vs. 62%). Access via school or college is much the same (66% vs. 63%). Using the internet ‘when out and about’ is also higher for children in Ireland than in Europe generally (20% vs. 9%) reflecting the growing popularity of mobile internet access through smartphones, laptops and other handheld devices.

How Far Would You Drive For Fresh Food? How Some Rural New Hampshire Residents Navigate A Dismal Food Landscape, Jennifer J. Esala

Lack of access to food stores with healthy and affordable food is one of the central obstacles to eradicating hunger in America. Approximately 23.5 million Americans live more than a mile from a supermarket, which makes accessing healthy food more challenging. Among low income populations, especially those with young children and limited transportation, this distance can severely limit access to affordable and healthy foods. This brief reports the challenges that eighteen rural New Hampshire mothers face to secure healthy, affordable, and quality foods and suggests ways to help address these challenges.

Innovation In Competency-Based Program Development: Leveraging The Advisory Board Faculty Alliance, Esmeralda De Los Santos, Daniel G. Dominguez, Kevin Lafrance

Administrative Issues Journal

This paper describes the use of advisory boards in the development of two competency-based business programs: one graduate and the other undergraduate. Though the programs varied significantly in structure and content, both used focus group methodology to collect comprehensive and relevant input from advisory board members comprised of local subject matter experts. Analysis of each program’s developmental efforts demonstrates that, while the programs varied significantly in many aspects, both achieved the intended outcome. In both cases, advisory board input contributed to the development of a competency model and associated program curriculum that closely aligned with the program’s specific disciplines.

The State of Michigan is facing a $925 million budget deficit in Fiscal Year 2004 which began in October 2003. This research brief summarizes the findings of an analysis of the potential economic impacts to the state's economy of the following three budgetary policy options: 1. Eliminate the deficit by cutting state spending by $925 million. 2. Raise sufficient revenues to balance the state's budget by increasing the state's personal income tax rate to an estimated 4.7 percent. 3. Delay for one year the scheduled roll back of the state's personal income tax rate from 4.0 percent to 3.9 percent. …
