John F. Kennedy's inaugural is a rhetorical masterpiece. Our world has aged forty-nine years and within those years the threats have remained the same with a few minor tweaks.  Kennedy's inaugural is considered not only extremely affective but also immensely profound, because like any other great presidential inaugural is it timeless. Close textual analysis is employed to analyze his speech.

Socio-Environmental Factors Associated With Pubertal Development In Female Adolescents: The Role Of Prepubertal Tobacco And Alcohol Use, Peck, B Mitchell Peck, Valerie J. Skaggs, Miyuki Fukushima, Howard B. Kaplan

This cross-sectional study of 3,106 female adolescents, aged 11–21 years, evaluated the association between prepubertal alcohol and tobacco use and the onset of puberty. Ages at initial breast development, body hair growth, and menarche were self-reported. Prepubertal alcohol and tobacco use were defined as the age at first use before the age of pubertal development and accompanied by regular use. Hazard ratios (HR) and 95% confidence intervals (CI) were calculated using Cox proportional hazard models. Logistic regression was used to estimate the association between substance use and delayed puberty, defined as lack of breast development by the age of 13 …

School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past five years. This study includes forecasts of district-wide enrollment for the 10 years from 2011-12 to 2020-21 and forecasts for individual schools for the five years from 2011-12 to 2015-16. The 10 year horizon of the district-wide forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Policy makers today are faced with trying to create solutions for economic troubles that become increasingly more complex and foreboding. Tax cuts and tax hikes are proposed and considered as possible solutions to various economic problems. However, the question still remains regarding which policies are most effective. The purpose of this research is to asses these competing claims. It seeks to find evidence that will shed light on one of these views. Telecommunications Investment And Economic Development: Evidence From A Panel Of Sub-Saharan Africa (Ssa), Chali Nondo, Mulugeta Kahsai

The objective of this paper is to study the role of government effectiveness, institutional and political factors in aggregate output and telecommunications penetration in SSA countries. The contribution of these factors in aggregate output and telecommunications evolution is examined using a framework that accounts for the endogeneity and interactions between aggregate output and telephone penetration rates. Results from the study indicate that government effectiveness is an important determinant for aggregate output. Another supplemental finding is that the incessant political upheavals in SSA countries have a detrimental effect on aggregate output. From this, we endorse that SSA countries should design and …

Adaptation To Conflicting Visual And Physical Heading Directions During Walking, J. A. Saunders, Frank H. Durgin

We investigated the role of global optic flow for visual–motor adaptation of walking direction. In an immersive virtual environment, observers walked to a circular target lying on either a homogeneous ground plane (target-motion condition) or a textured ground plane (ground-flow condition). During adaptation trials, we changed the mapping from physical to visual space to create a conflict between physical and visual heading directions. On these trials, the visual heading specified by optic flow deviated from an observer's physical heading by ±10°. This conflict was not noticed by observers but caused them to walk along curved paths to the target. Over …

Networked public service delivery requires attention to accountability and implementation in the public interest. Using the case of transitional housing in a western US community, we review the challenges of goal incongruence between network members and the resulting management problems. In addition, this case illustrates the role that local governments may play in promoting the primacy of one network member over others through collaborations, contract arrangements and nonmonetary resources and the resulting political and judicial difficulties. Some of these collections contain three‐dimensional objects like statues, sports memorabilia, art, and cultural objects. This poster session will demonstrate how one library has used 360 degree digital imaging to provide access to such objects, including the equipment and process used to generate animated flash files, and ways to assess user satisfaction. [Excerpt] “In November 2010, the U.S. government prosecuted in a civilian federal court an accused terrorist detainee housed since 2004 at the Guantanamo Bay Detention Center (Guantanamo Bay). The Obama Administration considered this trial a “test case” for prosecuting accused terrorist detainees in civilian federal courts. Of the more than 280 charges against the detainee defendant, a civilian jury convicted him of one count and acquitted him of the remaining charges. Yet, the defendant received a life sentence without parole.

Hodges-Lehmann Optimality For Testing Moment Conditions, Ivan Canay, Taisuke Otsu

This paper studies the Hodges and Lehmann (1956) optimality of tests in a general setup. The tests are compared by the exponential rates of growth to one of the power functions evaluated at a fixed alternative while keeping the asymptotic sizes bounded by some constant. We present two sets of sufficient conditions for a test to be Hodges-Lehmann optimal. These new conditions extend the scope of the Hodges-Lehmann optimality analysis to setups that cannot be covered by other conditions in the literature. The international financial turmoil of the 21 century has provoked much reflection and analysis within the international community on ways to strengthen the international financial architecture. It left behind important lessons, while exposing the limitations of individual country policy frameworks for preventing a systemic crisis. However, the issue of whether a common economic space is feasible within the West African Monetary Zone is still doubtful, given current efforts towards monetary union in Sub-Saharan Africa.
