Mcminnville School District Enrollment Forecasts, 2011-12 To 2015-16, Portland State University. Population Research Center, Charles Rynerson, Vivian Siu, David West, Megan Robertson
School District Enrollment Forecast Reports
The McMinnville School District (MSD) enrolled 6,411 students in Fall 2010, a decrease of 156 students (2.4 percent) from Fall 2009. The decrease occurred at all levels, including losses of 98 students (3.2 percent) in elementary grades K-5, seven students (0.5 percent) in middle school grades 6-8, and 51 students (2.5 percent) in high school grades 9-12. In spite of this year’s enrollment decline, district-wide K-12 enrollment in Fall 2010 was 381 students (6.3 percent) larger than in Fall 2005. During the five year period, all levels shared the growth, with increases of 5.7 percent at the elementary and middle …

Why Libraries Are Relevant In The Digital Age, Henry Rible
Why Libraries Are Relevant In The Digital Age, Henry Rible
Continuing Education (CAPSTONE)
The libraries of the United States are integral and valued parts of the communities and institutions they serve. There are a number of kinds of libraries commonplace in the United States, including public, school, college and university, legal, and research libraries, each of which has a constituency they serve. The libraries with which people have the greatest familiarity and the two types they utilize on the most frequent basis are the public libraries, those which primarily serve municipalities, and school libraries, those which serve kindergarten through twelfth grade schools. It is upon these two that this paper places its greatest …

Promoting A Benefit Concert With Digital Media, Aubrea Felch
Graphic Communication
The introduction of digital media in mass communication and advertising had a powerful impact on the event planning industry, specifically in the promotion of benefit concerts. Not only can digital media promote an event, but it can also help event coordinators establish an image for themselves, be used as a means of benefiting those who have donated to the cause, and enhance the event itself. All digital media can be put into several different classifications: digital audio, digital video, digital photography, Internet technology, and interactive Internet applications. This study asks the question: In what ways can an event planner use …
Impact Of The Cyprus Problem On Cfsp And Regional Power Transition In Europe, Birol A. Yeşilada
Impact Of The Cyprus Problem On Cfsp And Regional Power Transition In Europe, Birol A. Yeşilada
Political Science Faculty Publications and Presentations
Mathematicians posited that a “butterfly effect”might be present in complex interactions. Relationships between Power Transition in Europe, the future of European Union’s (EU) Common Foreign and Security Policy (CFSP), and protracted Cyprus conflict are examples of this phenomenon. On the one hand, findings from Power Transition analysis indicate significant shift in global and regional hierarchies where the EU is expected to fall behind its global competitions –namely China, the United States, and India (Tammen et al, 2000; Yesilada, Efird, and Noordijk 2006). On the other hand, closer this “rising threat of China” can be postponed by a deeper degree of …

Former Soviet Bloc Locales In Africa's Illicit Arms Trade Network, David Todd Kinsella
Political Science Faculty Publications and Presentations
Small arms and light weapons are the primary cause of death in the violent conflicts raging today, but the small arms trade is difficult to track, and the illicit trade in small arms is doubly so. Nevertheless, information is available and research institutes like the Small Arms Survey and the Norwegian Initiative on Small Arms Transfers are at the forefront of efforts to collect and distribute this information. This paper focuses on the illicit arms trade and draws on a database I am developing, the Illicit Arms Transfer Database, which systematizes information contained in journalistic reports on illicit small arms …

Imaginary Subjects: School Science, Indigenous Students, And Knowledge–Power Relations, Joanna Kidman, Eleanor Abrams, Hiria Mcrae
Aboriginal Policy Research Consortium International (APRCi)
The perspectives of indigenous science learners in developed nations offer an important but frequently overlooked dimension to debates about the nature of science, the science curriculum, and calls from educators to make school science more culturally responsive or ‘relevant’ to students from indigenous or minority groups. In this paper the findings of a study conducted with indigenous Maori children between the ages of 10 and 12 years are discussed. The purpose of the study was to examine the ways that indigenous children in an urban school environment in New Zealand position themselves in relation to school science. Drawing on the …

Recidivism Risk Assessment For Aboriginal Males: A Brief Review Of The Scientific Literature, Andrew J.R. Harris, Collette Cousineau, Caroline A. Pagé, Paul Sonnichsen, Steven Varrette
Aboriginal Policy Research Consortium International (APRCi)
No level of violent recidivism is acceptable to Correctional Service of Canada staff or the Canadian public. Among other tools, CSC staff use counselling, supervision, education, and treatment programs to ensure the safe community reintegration of eligible offenders. The core method of determining risk for recidivism is an actuarially-based risk assessment instrument. The general process of contemporary risk assessment is outlined in this paper revealing a number of efficient and effective measures suitable for all male offender populations. Theory and research are reviewed showing that established risk prediction factors such as age, criminal history, anti-social peers, anti-social attitudes, and substance …

Analysis Of The Essential Programs And Services Systemwide Cost Components: System Administration Operations And Maintenance, David L. Silvernail Phd, James E. Sloan, Amanda Bailey
Analysis Of The Essential Programs And Services Systemwide Cost Components: System Administration Operations And Maintenance, David L. Silvernail Phd, James E. Sloan, Amanda Bailey
School Funding - Essential Programs and Services (EPS)
In the original work of the EPS task force, the members concluded that the actual expenditures for these two systemwide EPS components were adequate. Thus, they set the cost of the two components to be actual expenditures. Accordingly, expenditures for these two components have been inflated each year using a CPI, and these cost figures have been used in establishing yearly EPS allocations.
As required by the statute, the System Administration and Operations and Maintenance EPS components were reviewed and updated in 2007-08. But these cost figures were revised as part of the school district reorganization law. The system administration …

Break On Through To The Other Side: The Library And Linked Data, F. Tim Knight
Librarian Publications & Presentations
This article discusses the barriers that exist between library bibliographic data and other data available on the World Wide Web. The isolation of this bibliographic data is a problem that impacts on the successful integration of the library catalogue into the potential semantic Web of the future. It will look at two available data models for bibliographic data and introduces the Resource Description Framework (RDF) which has emerged as the preferred data model for enabling linked data on the Web. The article concludes with a brief look at some current activities related to linked data that are occurring as part …

The Essential Health Benefits Provisions Of The Affordable Care Act: Implications For People With Disabilities, Sara J. Rosenbaum, Joel B. Teitelbaum, Katherine J. Hayes
Health Policy and Management Faculty Publications
In establishing minimum coverage standards for health insurance plans, the Affordable Care Act includes an "essential health benefits" statute that directs the U.S. Secretary of Health and Human Services not to make coverage decisions, determine reimbursement rates, establish incentive programs, or design benefits in ways that discriminate against individuals because of their age, disability, or expected length of life. This issue brief examines how this statute will help Americans with disabilities, who currently are subject to discrimination by insurers based on health status and health care need. The authors also discuss the complex issues involved in implementing the essential benefits …

Library Faculty and Staff Publications and Presentations
In this article the author addresses various aspects regarding the feasibility of library lending services for electronic books (e-books). She suggests that several conditions make e-books difficult to incorporate into library collections, particularly at academic libraries. Topics include lack of interoperability among e-book reader formats, compliance with the Americans With Disabilities Act (ADA), and digital rights management of e-books by publishers and vendors.
Motivating With Efficiency Wages And Delayed Payments, Kevin F. Hallock
Motivating With Efficiency Wages And Delayed Payments, Kevin F. Hallock
Economics Faculty Publications
In the delayed payment system, companies motivate workers to work hard year after year by paying them less than the value they create for the company early in the workers' tenure and more than the value they create for the company later in the workers' tenure. With efficiency wages, workers are essentially paid a wage that is higher than the next-best offer they could get. A paper by Alan Krueger found that at company-owned fast food restaurants, employee compensation is higher and the delayed payment profile is steeper than at franchised outlets. In a recent paper, Matthew Freedman and Renata …

Cash Leasing With Integrity, Bruce B. Johnson
Cash Leasing With Integrity, Bruce B. Johnson
Cornhusker Economics
The widow lady was calling from her retirement care facility. Her tenant of over 20 years wanted to finalize the cash rent agreement for 2011, and she was wondering, “What should I do?” With a lease rate that hadn’t seen an increase for several years, her per-acre rent payments in 2010 were not even half the average for the area. Even when her tenant said he could “raise it a few dollars per acre for this year,” the 2011 payments would fall even further behind the area average.
The out-of state land owner was following national media coverage of the …
