There is considerable interest in the provision and access to tertiary education within the Victoria by the State Government. In 2010, a Tertiary Education Plan was released by the Government, detailing various targets and policy objectives in this sector. Despite a change of Government, the broad objectives in the plan continue to be pursued. As such, a number of more specific plans, based on geographic locations within Victoria are being constructed. This paper attempts to assess the Operations of the Presidential Initiatives on Agriculture in Nigeria: 2001-2007 necessitated due to a decline in the performance of the agricultural sector during the oil boom. Particular attention is given to four major programmes i.e. vegetable oils, rice, cassava and tropical fruits which appraise the milestones that have been covered, vis-a-vis the objectives and targets set for each initiative. Adopting the survey method, the primary and secondary data sources were used. This work addresses how traditions associated with canon law of late medieval international society granted authority to myriad polities in fifteenth and sixteenth century questions of societal governance. In international relations, the late medieval period has rarely been given much attention; scholars have argued that the late medieval period is too "local" of an event to be considered within broader historical discussions of international societies and systems. This, however, is highly ironic considering that late medieval international society saw itself in universalist terms. During the summer of 2010, formative field research was collected in Kibera, Africa’s largest urban informal settlement, located in Nairobi, Kenya. Research explored how a Western-developed behavior-change theoretical model could be applied in a developing country. Data was collected through focus groups, a case study and direct observations. Recommendations were made for an intervention to reduce the incidence of childhood diarrhea. A campaign was proposed that promoted consistent and sustainable use of the Safe Water System, that is, point-of-use drinking water treatment and safe drinking water storage. Based on current evidence and historical data, the Russian state will be unable to recruit, arm, train, equip, reform, and fund their conventional forces well enough to match up with capabilities of what it views to be its potential adversaries. Russia‘s historic experience with invasion and vulnerable geographic position reinforce the need for a powerful weapon with which to maintain the current regime and ensure its territorial integrity. Despite the progress that has been made in revolutionary theorising over the past few years, most theorists of social change continue to neglect the influence of opposition leaders upon the revolutionary process. One of the few exceptions in this regard is Max Weber. In his analysis of legitimate authority, Weber asserts that the charismatic form of authority rests on popular devotion to the normative order ordained by a specific person at a time of crisis.

After nearly a decade of war in Afghanistan, military and government officials have described the propaganda efforts of the Taliban insurgency as increasingly sophisticated and effective. These statements fail to distinguish between insurgent propaganda efforts at the local level and those carried out online and targeted at Western populations. This research investigates the effectiveness of the Taliban's use of English-language media to reach Western populations and shape their own image in a way that furthers their strategic objectives. Mere days before the Copenhagen Climate Summit, the main server of the Climate Research Unit of the University of East Anglia was illegally hacked and over 3,000 documents were downloaded and released onto climate change blogs with excerpts of emails exchanged between climate change scientists that discussed manipulation of data, faulty observation techniques, and their frustration over their inability to provide solid proof that global warming was occurring. The release of these emails set off a firestorm of debate and the incident was quickly coined ―Climate-gate.

This is a framing analysis that compares the coverage of climate change in the New York Times and the Guardian from January 1, 2007 to December 31, 2009. This research supports the theory that the coverage in media outlets is affected by the media systems in which they exists, with both similarities and differences in the coverage of the two media outlets. It also supports the argument that climate change coverage in the United States is cyclical and event-driven, while the British media reflects both the cyclical, event-driven liberal media model and the more issues-focused European model. Surveys are used extensively by researchers and practitioners in organizations to measure employee attitudes and assess organizational health. Survey items can reflect a wide range of topics including employee attitudes, perceptions of management, and organizational culture. Surprisingly, the issue of whether employee focused items produce more positive employee responses (vis-a`-vis manager or organization focused items) has received little attention. Specifically, there may be self-serving biases in organizational survey responses that may lead to inaccurate diagnosing of organizational problems. We assess the impact of self-serving biases on the pattern of employee responses to organizational surveys. Results from two studies suggest that …

Adopting a social constructionist approach to the teaching of leadership, we asked students in a required course in management to find or create and submit a digital image that captures leadership as they see it. Our intention was to help students understand their own perceptions of leadership and to see how their perceptions compare to those of others. We have run this exercise for the last 10 years (2000–2009), and to date we have collected 5037 digital images. Where Does The Buck Stop? Applying Attribution Theory To Examine Public Appraisals Of The President, Cigdem Sirin, José Villalobos

This study applies attribution theory to examine public appraisals of the president. To date, most political science research on attribution theory has focused on domestic policy and no work has considered both domestic and foreign policy domains in tandem. To fill this gap, we formulate and experimentally test a series of hypotheses regarding the level of responsibility and credit/blame that individuals attribute to the president in both policy domains across varying policy conditions. We also consider how party compatibility affects people’s attribution judgments. Small ruminants are important assets in several regions of the world. They account for more than half of the domesticated ruminants. Despite the growth in goat production in the world (more than 2% per year), research related to goat production is less than desired. One underused but potentially valuable approach for research on small ruminants is simulation modelling. Models of the components of small ruminant systems can enhance the financial returns and reduce negative environmental impacts. The literature on the New African Diaspora is growing. One of the latest is the volume co-edited by Isidore Okpewho and Nkiru Nzegwu, published by Indiana University Press in 2009. A common thread in the literature is the identification of the "brain drain" as a major consequence of the establishment of the New African Diaspora. Another common postulation is that the "brain drain" can be turned into "brain gain" through the concerted efforts of African governments, international organizations, and members of the diaspora themselves. Personality traits are becoming increasingly important in explaining adaptive individual differences in animal behaviour and probably represent a leading edge of the evolutionary process. Despite the newfound interest in animal personality among behavioural ecologists, fewstudies have investigated the link between personality traits and fitness measures. We examined this link using male rainbowfish, Melanotaenia duboulayi, as a model species and found that a range of personality traits (aggression, activity and boldness) covaried with a male’s position in a hierarchy, which is directly related to reproductive success in this and many other species. Latin American Indigenous Peoples (LAIP) are a marginalized segment in Latin America. They inhabit a sub-America and are forced to migrate due to socio-political struggle and cultural coercion. LAIP experience a transnational and transborder migration that reflects the quality of cultural hybridity and of regional, ethnic, and cultural crossings. The purpose of this study is to research LAIP ways of reclaiming and reproducing cultural practices that elicit Indigenous awareness, knowledge, and ethnic identification in a transnational setting. The study examines through interviews and photographs transborder experiences and the lives of the participants. As a result, the project reveals that LAIP …
