Nafta And The U.S.-Mexican Trucking Dispute, Robert J. Carbaugh

Although the charter of the North American Free Trade Agreement established a schedule that would have opened the border states of the United States to competition from Mexican trucking companies in 1995, and all of the United States to this competition in 2000, the full implementation of these provisions has been delayed due to concerns about the safety of Mexican trucks and drivers. This delay has resulted in much frustration for Mexico, which, in 2009 implemented retaliatory tariffs on products imported from the United States. In March, 2011 the two countries unveiled a deal to resolve this dispute which could …

Earnings Volatility In America: Evidence From Matched Cps, James P. Ziliak, Bradley Hardy, Christopher Bollinger
University of Kentucky Center for Poverty Research Discussion Paper Series
We offer new evidence on earnings volatility of men and women in the United States over the past four decades by using matched data from the March Current Population Survey. We construct a measure of total volatility that encompasses both permanent and transitory instability, and that admits employment transitions and losses from self employment. We also present a detailed decomposition of earnings volatility to account for changing shares in employment probabilities, conditional variances of continuous workers, and conditional mean variances from labor-force entry and exit. Our results show that earnings volatility among men increased by 15 percent from the early …

Community program evaluations, visioning and assessments must always endeavor to attain useful information in the most sensitive way. Most community-based organizations form, grow and continue on their own without the help of outside experts. Participatory approaches should respect the historical evolution of these groups and understand the positive factors that underlie their organizational beliefs. A group’s mission, values and identity should inform any community program evaluation, consulting project, and the design of any research study. Narrative methods have been used with mutual-help groups and many other organizations to good effect (Harré, Bullen, & Olson, 2006; Rappaport, 2000). Such methods have …

This thesis examines the issue of legal capacity in the context of existing and proposed mental health legislation in Ireland from a human rights perspective. Its primary focus is to access whether certain recent proposed reforms to Ireland’s existing mental health legislation will meet the relevant prevailing international human rights standards, namely the United Nations Convention on the Rights of Persons with Disabilities (the “CRPD”).

The Li Ka Shing Library at Singapore Management University (SMU) has designed a hands-on training programme to kick-start research and critical thinking skills in students taking the Academic Writing course. Academic Writing is a course that introduces students to the conventions of good essay and term paper writing, and includes a compulsory one hour library training session. For the academic year 2010-2011, over 1,000 students attended the AW library training programme. In addition to the focus on critical thinking, basic searching skills for both subscribed databases and free web resources are shared. Finally, a hands-on exercise highlighting the importance of …

Do Arbitrageurs Amplify Economic Shocks?, Harrison Hong, Jeffrey D. Kubik, Tal Fishman

We test the hypothesis that arbitrageurs amplify economic shocks in equity markets. The ability of speculators to hold short positions depends on asset values: shorts are often reduced following good news about a stock. Therefore, the prices of highly shorted stocks are excessively sensitive to shocks compared to stocks with little short interest. We confirm this hypothesis using several empirical strategies including two quasi-experiments. In particular, we establish that the price of highly shorted stocks overshoots after good earnings news due to short covering compared to other stocks.

A Multilevel Model Of Multimarket Contact: Competence Depletion And Punctuated Forbearance Hypotheses, Thomas E. Will

Multimarket contact (MMC) research establishes a positive relationship between MMC and firm-in-market level prices and margins, supporting the mutual forbearance hypothesis that firms confronting one another in multiple markets tacitly collude. This article proposes that the MMC dynamics generating short-term firm-in-market level advantages paradoxically undermine firm-level performance over the long term. Examining recursive relationships traversing levels of analysis, I integrate a distinctive competencies perspective with the prevailing positional advantage perspective on MMC. At the firm level, I contend that MMC undermines competence development. At the population level, I propose that MMC attenuates the concentration stability upon which forbearance rests, such …

This paper describes a minimally guided approach to automatic domain model creation. The first step is to carve an area of interest out of the Wikipedia hierarchy based on a simple query or other starting point. The second step is to connect the concepts in this domain hierarchy with named relationships. A starting point is provided by Linked Open Data, such as DBPedia. Based on these community-generated facts we train a pattern-based fact-extraction algorithm to augment a domain hierarchy with previously unknown relationship occurrences. Pattern vectors are learned that represent occurrences of relationships between concepts. The process described can be …

There is considerable interest in the provision and access to tertiary education within the Victoria by the State Government. In 2010, a Tertiary Education Plan was released by the Government, detailing various targets and policy objectives in this sector. Despite a change of Government, the broad objectives in the plan continue to be pursued. As such, a number of more specific plans, based on geographic locations within Victoria are being constructed. Does managed care produce lower health care utilization and costs through better aligned financial incentives and alternative delivery methods (the “pure” HMO effect) or by attracting more healthy enrollees (enrollee selection)? The purpose of this paper is to shed new light on this fundamental question using a quasi-experimental approach that exploits the timing and county specific implementation of Medicaid managed care plans in two distinct sub-sets of Kentucky counties in the late 1990s. We find large differences in the relative success of each region in reducing utilization that are likely driven by important differences in plan design. Asthmatic children enrolled …

Health care fraud is a large problem in this country. Experts in the field estimate that 3-10% of all health care expenditures in the United States are fraudulent (National Health Care Anti-Fraud Association, n.d., Federal Bureau of Investigation, 2009). "Financial losses due to health care fraud are estimated to range from $70 billion to a staggering $234 billion a year" (The National Health Care Anti-Fraud Association, 2010). Due to the ambiguity of constitutional amendments, multiple state legislations, and municipal ordinances, medical marijuana has become quite a contentious subject. Despite the fact that many Americans approve the use of medical marijuana, they are opposed to medical marijuana centers opening in their own neighborhoods.
