Childhood asthma is a serious and costly chronic disease that burdens children and families as well as the health care systems that serve them. A key element to improving asthma outcomes is access to timely and useful data that can improve the quality of care and inform programs and policies to best serve those communities most burdened by asthma. This Policy Brief examines the nation’s data collection framework for childhood asthma and considers steps that might be taken to strengthen it, including the development, collection and refinement of community-level data to inform local health care systems. Safety And/Or Hazard Near Miss Reporting In An International Energy Company, Luke Clancy, Maria Chiara Leva, Victor Hrymak, Michael Sherlock

This paper presents the preliminary progress of an industry driven programme to improve the data monitoring of safety/hazard near miss reporting from front line staff of a branch of a multinational energy supply company in Ireland. The paper discusses the main factors that emerged as possible causes for underreporting and the course of action selected for addressing them. The initiative, which is only in operation for 4 months has already led to an increase in reporting of “near misses” by a factor of nine. Furthermore, the level and detail of the reports is far greater than had previously being received.

It is challenging to define precisely what role the legislator plays in Rousseau’s Social Contract; however, when viewed in light of the ancient guardians, the role of the legislator becomes less obscure. This paper pursues the similarities between Rousseau’s concept of the legislator and Plato’s concept of the guardian while also exploring the poignant differences between the two. One cannot help but notice their fundamental similarities such as the superior character and intelligence of the legislator and how each communicates with the people. In this paper, I examine a Culture Bound Syndrome called pibloktoq that occurs in the circumpolar region. I discuss the history, symptoms, and native and non-native explanations for the disease. Using this information I propose reasons for the continued lack of knowlegde on pibloktoq and future research that may increase our body of knowledge.

Queering Art Before, After And During The Sexual Revolution (1960-1980): A Study Of Aesthetics And Subversion, Gary C. Kilian Mr.

Works produced by the queer artists in 1970s America is oftentimes not considered to be an integral part of the sexual revolution’s narrative. Not only is this problematic in that it demonstrates the heteronormative discourse that permeated liberatory pro-sex rhetoric of the time, but this exclusion also makes the LGBTQ struggle for visibility ahistorical. In this paper, I argue that notable artists who self-identified as lesbian, gay, bisexual, transgender or queer created art that fostered gradual acceptance of the queer community before, during and after the sexual revolution, explaining that resistance to dominant paradigms were rendered unseen due to the …

Navigating the Future of the Colorado River (Martz Summer Conference, June 8-10)

Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Buckeye Battleground is the result of a decade's worth of research at the Bliss Institute on elections in Ohio, with special emphasis on the 2004 and 2008 presidential campaigns, and the 2006 gubernatorial campaign. This book seeks to explain why Ohio is, and has been, at the center of American elections. Using historical analysis, demographic data, and public opinion surveys, the authors demonstrate Ohio's role as the quintessential "battleground" state in American elections. This title is unique in its approach and coverage.

The cognitive control of action requires both the suppression of automatic responses to sudden stimuli and the generation of behavior specified by abstract instructions. Though patient, functional imaging and neurophysiological studies have implicated the dorsolateral prefrontal cortex (dlPFC) in these abilities, the mechanism by which the dlPFC exerts this control remains unknown. Here we examined the functional interaction of the dlPFC with the saccade circuitry by deactivating area 46 of the dlPFC and measuring its effects on the activity of single superior colliculus neurons in monkeys performing a cognitive saccade task. Information Literacy Follow-Through: Enhancing Pre-Service Teachers' Information Evaluation Skills Through Formative Assessment, Sara Seely, Sara Fry, Margie Ruppel

An investigation into pre-service teachers' information evaluation skills at a large university suggests that formative assessment can improve student performance. Pre-service teachers were asked to apply information evaluation skills in the areas of currency, relevancy, authority, accuracy and purpose. The authors compared the pre-service teachers’ and researchers’ evaluations and used Perreault and Leigh’s Index of Reliability to analyze final projects from two semesters. When asked to evaluate the sources cited in a final project for an Education methods course, pre-service teachers who received formative feedback from librarians improved in most information evaluation areas. Graphene is, in many ways, a simple substance. Made of a single atomic layer of graphite, graphene has emerged as a material providing many surprises and having immense scientific and industrial potential. In 2010, scientists Andre K. Geim and Konstantin S. Novoselov received the Nobel Prize in Physics for their isolation of graphene and for their research pertaining to the ultrathin material. Striking A Balance: Effective Use Of Facebook In An Academic Library, Dianna Sachs, Edward J. Eckel, Kathleen Langan

As one of the fastest growing social networking sites, Facebook presents librarians with a prime opportunity to engage academic library patrons. A survey of 136 users at Western Michigan University measured the effectiveness of Facebook as a marketing, reference, and instruction tool. It also measured user comfort and satisfaction with a library’s presence on Facebook. The majority of respondents found Facebook to be a useful and engaging medium to learn about library resources and services. The study shows that an effective library Facebook page must maintain a balance between providing pertinent and useful information, and preserving patron privacy.

In this article I argue that elimination of exploitation at the firm level is necessary to eliminate exploitation, but is not sufficient, in and of itself, to support class justice. I distinguish exploitation as one of several aspects in the more inclusive category of class justice developed by George DeMartino. I then demonstrate that when the formation and distribution of value at the more complex level of Marx’s analysis in volume 3 of Capital is considered, workers may collectively appropriate surplus value but nonetheless be subject to an unfair redistribution of labor time. This paper seeks to make some connections between legal theorist Janet Halley and contemporary artist Kara Walker. It compares their recent oeuvre to show how both reject understandings of the interplay of sex, power, and subordination proffered by conventional "justice projects" - specifically civil rights’ and feminism’s articulations of bodily violence and violation as key modes of racial and gender injury and subordination. Oust The Louse: Does Political Pressure Discipline Regulators?, James Prieger, Janice A. Hauge, Mark A. Jamison

We consider a possible determinant of regulatory decisions by public utility commissioners: the desire to remain in office. We examine regulatory exit, where a regulator leaves a commission during a term or is not re-appointed/re-elected. With data from US states, we empirically investigate several hypotheses motivated by a political agency model of regulatory decision-making. Our empirical results generally support the hypotheses, including that higher electricity prices lead to ousting, that ousting is less common where it is more costly for the principal to whom the regulator reports, and that ousting is more likely where regulators are more accountable or are …

Residents in rural areas that are rich in amenities report a positive outlook about their community strength and civic engagement, with nine out of ten saying they would work together to solve a community problem. However, residents in chronically poor rural communities are less likely to trust, get along with, and help their neighbors.

Comparative Assessment Of Water Markets: Insights From The Murray-Darling Basin Of Australia And The Western Usa, R. Quentin Grafton, Gary D. Libecap, Eric Edwards, R. J. O'Brien, Clay Landry

Water markets in Australia's Murray–Darling Basin (MDB) and the western USA are compared in terms of their ability to allocate scarce water resources. The study finds that the gains from trade in the MDB are worth hundreds of millions of dollars per year (note that all monetary units of dollars in this article are treated as US$ because Australian$ are converted at par). Total market turnover in water rights exceeds US$2 billion per year while the volume of trade exceeds over 20% of surface water extractions.
