The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Emerging Leaders Program Team Projects

The forty Fellows in the 2011 Emerging Leaders Program worked in collaboration with the Center for Social Policy at UMass Boston on their “reshaping poverty policy” initiative. The Fellows used their professional skills to analyze data and create awareness campaigns, in turn getting a deeper view of how their civic engagement can make a difference in addressing social issues that affect both businesses and communities. The Fellows examined factors that affect housing and family homelessness, working closely with three organizations: Boston Tenant Coalition, The Fair Housing Center of Greater Boston, and GoKids Boston.

According to the Hutterite chronicles, the Habans arrived from Austrian Tyrol, Switzerland and northernmost Italy and stayed in four regions of Slovakia (Sobotište, Vel'ké, Leváre, Moravský, Svätý, Ján, Trenčín). There are some communities in western Slovakia, which retained their Haban cultural identity and still identify themselves as descendents of the Hutterite population with their own specific customs. Slovak Habans are typical founder population with significant social isolation for which high degree of inbreeding is typical. Several features make Alu insertions a powerful tool used in population genetic studies: the polymorphic nature of many Alu insertions, the stability of an Alu insertion event and, furthermore, the ancestral state of an Alu insertion is known to be the absence of the Alu element at a particular locus and the presence of an Alu insertion at the site that forward mutational change. This study investigated the relationships among four distinct types of social goals, effort, and disruptive behavior in urban physical education. Social responsibility, affiliation, recognition, status goals, along with effort and disruptive behavior in physical education were reported by high school physical education students (N = 314) from three urban schools. Findings from correlation and structural equa- tion modeling analyses revealed that social responsibility goals had a positive relationship with effort and an inverse relationship with disruptive behavior. Social status goals demonstrated a positive relationship with disruptive behavior and no relationship with effort. Social recognition goal results were mixed, as …

The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The weight of the bridge superstructure is taken in to account as dead load in structural analysis for seismic loads; however, the effects of additional mass and damping of live loads on the bridge deck are neglected. This selected, annotated bibliography is organized by year of publication, from 1977 to 2010. (An earlier version was published in 2008.) It is the purpose of this publication to facilitate understanding of the meaning and implications of this major change in the structure of higher education. Institutional repositories are a relatively new activity for higher education. They are defined most often as a set of services that are offered by an institution for the management and dissemination of digital materials created by the members of the institution or scholarly community. This article will describe the challenges institutions are facing in creating repositories, will explore the economics of managing repositories, and will offer a model for creating a successful set of services.

For over a decade library literature has championed the benefits of open access institutional repositories. Many academic librarians and library administrators agree upon the idea of an open access institutional repository and have invested in running a repository. The open access movement has begun to change the landscape of research and scholarly publishing through mandates and shifting publisher policies. Despite these advances, repository content growth has been slow in North America.

In 2011, McGinnis, Kohn, and Kara reported the effects of overall logisties strategy (OLS) on logistics coordination effectiveness, customer service effectiveness, and organizational competitive responsiveness. This manuscript empirically compares the three dimensions of the Bowersox Daugherty typology to logisties strategies among U.S., Turkish, and Guatemalan companies. US, Turkish, and Guatemalan subjects (logistics managers) were chosen to test the underlying factor structure and measurement equivalences of the scales used. Using confirmatory factor analysis (CFA), findings indicate that the three dimensions of the Overall Logistics Strategy (OLS) - Process Strategy, Market Strategy, and Information Strategy - hold in all three country environments …

This paper builds upon a resource based view of competitive advantage under a dynamic capabilities construct. Fuel efficiency measurement in the aviation industry can be incorporated into dynamic capabilities such as strategic decision making and alliancing. These dynamic capabilities can drive operational cost reductions, which in-turn can enhance profitability and establish a competitive advantage. To further this advantage, fuel efficiency can be embedded inside an organizational culture. Numerous LTL carriers struggled during the recent recession as customers demanded lower prices. This study is designed to qualitatively evaluate the data gathered from three industry segments regarding LTL pricing. Researchers used semi-structured interviews to conduct an in-depth investigation with over two dozen industry experts who represented shippers, carriers, and 3PLs. Interview transcripts were analyzed using a grounded theory coding technique. Five major themes emerged from the interview transcripts. These themes are used to describe possible future adjustments to industry pricing structure.

Surnames (family names) show distinctive geographical patterning and remain an underutilised source of information about population origins, migration and identity. In this paper we investigate the geographical structure of surnames in 16 European countries through the use of the Lasker Distance, consensus clustering and multidimensional scaling. Our analysis is both data rich and computationally intensive, entailing as it does the aggregation, clustering and mapping of 8 million surnames collected from 152 million individuals. The resulting regionalisation demonstrates the utility of an innovative inductive approach to summarising and analysing large population datasets across cultural and geographic space, the outcomes of which …

This study uses research literature and results from a qualitative project to discuss how gender-responsive programming would be beneficial to women offenders, both while incarcerated and upon returning to the community. Research proves that women offenders are different from their male counterparts regarding life factors and pathways to crime. The literature identifies how female criminality is heavily influenced by the life circumstances and experiences of women offenders. Recent studies stress the importance of considering the demographics and history of the female offender population, as well as how life factors impact women’s patterns of offending. In this paper I develop an argument to the effect that humanitarian moral interventions, far from being inconsistent with the normative framework of just war, fit in very well with the justifying conditions of this framework. The argument develops by considering three objections against humanitarian military interventions, emanating from just war criteria. The criteria in question are just authority, just cause, and non-combatant immunity. It will be argued that while just authority logically depends on just cause and has no independent argumentative force of its own, the criterion of just cause should be understood to include a defence of human …

Books on Heidegger and books on Levinas are plentiful in English, French and German. Books dealing with a comparison of both authors, especially in terms of the politics of dwelling, are not at all common and certainly should demand our attention. This work appears to be a reworked version of a dissertation with all the standard problems that go with such an undertaking. That said, this is a useful introduction to the question of dwelling in the writings of two extremely important philosophers.

Darker Than Blue: On The Moral Economies Of Black Atlantic Culture - Paul Gilroy, Shiera S. El-Malik

In this work, Paul Gilroy charges academics including scholars of the African and Black Diaspora with inadequately addressing ethical questions of racial hierarchy. He posits that academics apply a uniquely American framework of racial hierarchy to their analyses of places other than the U.S. The result, according to Gilroy, is that American conceptions of blackness (and whiteness) then substitute for social structures regardless of people’s lived experiences. Further, this globalised spectacle of blackness operates in the service of the U.S. imperial war machine.
