This paper presents the analysis of conflict history over freshwater in several drainage basins across the planet. As will be demonstrated in this paper, unilateral water policies have proved to reduce the role and prospect of water treaties and international water sharing regimes, and led to political tensions and conflicts. The main argument of the essay is that unilateral diversions of water flows will instigate wars between riparian states because of the rising demand for freshwater in the future. The Latino Population Of New York City, 1990—2010, Laird W. Bergad

Introduction: This report examines demographic and socioeconomic factors concerning the Latino population of New York City between 1990 and 2010.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The City’s Latino population continued its steady increase from 1.7 million people and 24% of the total population in 1990 to nearly 2.4 million and 29% of all New Yorkers in 2010. Within the Latino population …

The role of communication technologies in the learning process is both a dynamic and complex issue. Yet, we know surprisingly little about how the use of specific communication technologies may influence classroom performance, key learning outcomes, and other measures of course satisfaction. The research reported here attempts to add to our knowledge about the role of communication in the technology enhanced classroom (TEC) education and in technology-enhanced online (TEO) education through a direct comparison of two courses. Our findings indicate additional support for “The No Significant Difference Phenomenon.” Furthermore, we found that prior experiences lead students to gravitate towards their …

Global software development - which is characterized by teams separated by physical distance and/or time-zone differences - has traditionally posed significant communication challenges. Often these have caused delays in completing tasks, or created misalignment across sites leading to re-work. In recent years, however, a new breed of development environments with rich collaboration features have emerged to facilitate cross-site work in distributed projects. In this paper we revisit the question "does distance matter?" in the context of IBM Jazz Platform -- a state-of-the-art collaborative development environment. The purpose of this study was to develop and initially validate the Managerial Success Factors Inventory: Transportation Version (MSFI: TV), a scale generated to more accurately assess managerial competence in transportation than general managerial competence and leadership scales. The literature on managerial competencies, leadership, and the state of transportation management is summarized. Reigning models of general managerial competency were used with focus group and cognitive interview data to develop the scale. Medicaid is the major purchaser of nursing home care in the United States. To ensure that providers behave appropriately, the federal and state governments have established an extensive set of regulations that nursing homes must comply with if they are to be reimbursed for patients insured by Medicaid. Consumers exert considerable influence here by focusing on regulations and enforcement of non-compliance.

States also seek to align providers’ interests with those of other interested parties through controls and incentives built into state reimbursement systems, including with respect to facility cost and quality, access to care, payment equity, service capacity, and budgetary …

Medicaid is the major purchaser of nursing home care in the United States. State governments design their methods of reimbursing nursing homes to achieve desired policy objectives related to facility cost and quality, access to care, payment equity, service capacity, and budgetary control.

Often, participation in the process of developing Medicaid payment policy is limited to state agency officials and providers of care and, occasionally, union representatives and state legislative staff. Research in this brief by the Pedestrian Bicycle Resource Initiative (PBRI) at the University of New Orleans highlights the growing use of active transportation in New Orleans and the potential to solidify these gains through a process of culture change that makes active transportation an integral element in the overall transportation system. New Orleans is currently a regional leader in active transportation with a high national ranking in active transportation commute mode shares. What The Person Brings To The Table: Personality, Coping, And Work–Family Conflict, Jeanine K. Andreassi

Employees (N = 291) of various industries and companies were surveyed to study how individual factors (coping and personality) affect work–family conflict: strain-based work-to-family conflict (S-WFC), time-based work-to-family conflict (T-WFC), strain-based family-to-work conflict (S-FWC), and time-based family-to-work conflict (T-FWC). As expected, passive coping was related to significantly higher levels of S-WFC, S-FWC, and T-FWC. Unexpectedly, active coping was related to higher levels of S-WFC. As hypothesized, social support coping was negatively related to work–family conflict, but only for T-WFC. Venting was positively related to S-WFC. As predicted, neuroticism was positively related to S-WFC, T-WFC, and S-FWC. Passive coping mediated …

Separate cognitive processes govern the inhibitory control of manual and oculomotor movements. Despite this fundamental distinction, little is known about how these inhibitory control processes relate to more complex domains of behavioral functioning. This study sought to determine how these inhibitory control mechanisms relate to broadly defined domains of impulsive behavior. Thirty adults with attention-deficit/ hyperactivity disorder (ADHD) and 28 comparison adults performed behavioral measures of inhibitory control and completed impulsivity inventories. Results suggest that oculomotor inhibitory control, but not manual inhibitory control, is related to specific domains of self-reported impulsivity. This finding was limited to the ADHD group; no …

Yugoslavia’s faithful adherence to the Soviet Bloc ended in 1948 when the famous Stalin-Tito split gradually sent Yugoslavia onto its own separate socialist path and subsequently led to the policy of active non-alignment between the military blocs. This ideological policy change delineates two very distinct stages for the position of the churches. From 1945 to 1948 Yugoslavia was under strong Soviet influence and followed a Stalinist model of suppression of all religions. The Serbian Orthodox Church was able to maintain its traditional affinity to the Russian Orthodox Church but of little benefit to either Church. The Catholics and Protestants were …

While the relationship between play and development is well documented, there is less known about the influence of the physical environment in that process. The purpose of this qualitative study is to describe play interactions of infants under two with the home physical environment. The aim is to explore and identify ways in which infants develop and learn through engaging with objects and spaces of everyday life in the home. In a study conducted at a large public university, the authors assessed, for an upper-division quantitative methods business core course, the impact of delivery method (online versus face-to-face) on the success rate (percentage of enrolled students earning a grade of A, B, or C in the course). The success rate of the 161 online students was 55.3%, significantly lower (p = .000) than that (72.6%) of the 212 face-to-face students. Both students with a strong (A or B) grade in the lower-division statistics prerequisite and students with a weak (C or D) grade in the prerequisite had a significantly lower …

The purpose of this critical qualitative study was to develop a theory of the competencies of a sustainability leader, grounded in research. A sustainability leader is generally described as an individual who creates profit for his/her stakeholders, while protecting the environment and improving the lives of those for whom he/she impacts as a result of his/her leadership. Nearly 60 individuals familiar with sustainability were asked to characterize an effective leader of a sustainability initiative or a sustainability organization.

One out of every three first-year college students will not return for a second year of college (Postsecondary Education Opportunity, 2010). Due to a variety of factors, minority students are at an even higher risk of dropping out of college. Rural youth, comprising approximately 22% of the nation’s total youth, form a significant minority population; yet the rural student experience in college has not yet been widely considered in research. People with a history of low back pain (LBP) exhibit altered responses to postural perturbations, and the central neural control underlying these changes in postural responses remains unclear. To characterize more thoroughly the change in muscle activation patterns of people with LBP in response to a perturbation of standing balance, and to gain insight into the influence of early- vs. late-phase postural responses (differentiated by estimates of voluntary reaction times), this study evaluated the intermuscular patterns of electromyographic (EMG) activations from 24 people with and 21 people without a history of chronic, recurrent LBP in response to 12 directions of …

The ability of a cooperative to redeem the equities of members and former members depends on its particular business and financial characteristics. However, data on the equity redemption practices of other cooperatives can provide useful benchmarks for assessing a cooperative’s equity redemption performance. A recent U.S. Department of Agriculture (USDA) report based on a 2008 survey of 792 farmer, rancher, and fishery cooperatives offers valuable information about the equity redemption practices of cooperatives according to organizational form, major business activity, asset size, and geographic location. In particular, the report contains some information specific to Nebraska cooperatives.
