The recent earthquake in Haiti is, beyond doubt, a truly tragic event. The impact of the quake in terms of the physical destruction of buildings and infrastructure, the massive loss of life, and the inability of the government to respond all demonstrated how fragile the Haitian state is. While Haiti is probably at the extreme end of fragility, it is not alone in terms of states struggling to survive in difficult conditions. Statewide Vacationers To Montana: Are They Geotravelers? , Dylan Boyle, Norma P. Nickerson
Institute for Tourism and Recreation Research Publications
Nonresident vacationers in Montana were surveyed concerning their geotraveler behaviors as well as what was important to them while traveling in Montana. The study found that vacationers do exhibit geotraveler tendencies and can be divided into strong and moderate geotravelers. Strong geotravelers represent 34 percent of vacationers, and they were the youngest, most educated, and most affluent group.

By way of introduction, the study will give an outline of the history of Keston Institute (KI). It will then identify the period of three years (2003-2006) as the period during which KI attempted to integrate in the academic life of the Oxford University under the new director. The period ended with the effective closing down of the institution in its historical shape and with regard to many of its previous activities. On the surface this decision had to do with increasing financial difficulties, but it is the author's contention that on another level it was an outcome of a …

School District Enrollment Forecast Reports
This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district-wide and individual school enrollments for the 2010-11 to 2014-15 school years. The District enrolled 17,578 students in Fall 2009, a decrease of 150 students (0.8 percent) from Fall 2008. This was the first decline following 22 consecutive years of K- 12 enrollment growth. Enrollments continued to grow at schools east of I-205 in the Clackamas High School …

The animation industry, like many information-technology-enabled services sectors, has been of interest to many developing countries interested in developing services outsourcing industries. We analyze the case of the Philippines' animation industry. This paper investigates the outsourcing process in animation and the nature of capabilities within that, with the goal of contributing to a more general understanding of services outsourcing. We examine the industry's history, interview data with industry participants, and secondary data. We find that strong labor force skills have been central to capabilities rather than organizational abilities. Outsourcing of production takes place only so far as the work is …

We propose a new combined semiparametric estimator, which incorporates the parametric and nonparametric estimators of the conditional variance in a multiplicative way. We derive the asymptotic bias, variance, and normality of the combined estimator under general conditions. We show that under correct parametric specification, our estimator can do as well as the parametric estimator in terms of convergence rates; whereas under parametric misspecification our estimator can still be consistent. It also improves over the nonparametric estimator of Ziegelmann (2002) in terms of bias reduction. The superiority of our estimator is verfied by Monte Carlo simulations and empirical data analysis.

Does Television Viewing Affect Children's Behaviour?, Fali Huang, Myoung-Jae Lee

Using three-period panel data drawn from the National Longitudinal Survey of Youth 1979, we investigate whether television (TV) viewing at ages 6–7 and 8–9 years affects children's social and behavioural development at ages 8–9 years. Dynamic panel data models are estimated to handle the unobserved child-specific factor, endogeneity of TV viewing, and the dynamic nature of the causal relation. Special emphasis is placed on this last aspect, focusing on how early TV viewing affects interim child behavioural problems and in turn affects future TV viewing. This article clari.es the roles played by trade policy, in contrast with iceberg transport cost, in the popular setting of Melitz (2003), and characterizes the optimal reciprocal trade policy in such a setting. I show that import tariffs and iceberg transport cost are not equivalent in the strength of their trade-restricting e¤ects and their welfare implications. With all the con.icting effectsof import tari¤s on welfare considered, the optimal degree of reciprocity in multilateral tari¤ reduction turns out to be free trade.

Risk, Learning, And The Technology Content Of Fdi: A Dynamic Model, Pao Li Chang, Chia-Hui Lu

This paper builds a dynamic model of catching up to examine the policy stance of developing countries in attracting inward FDI. We show that the observably evident risk of FDI failure sets a minimum threshold on the South's technology capacity and furthermore creates a limit on the technology content of inward FDI. We provide economic foundations for the determinants of the FDI risk and formalize how the risk factor evolves over time as the South moves up its technology ladder. The model offers an insightful and tractable framework for empirical studies with a dynamic content, and reconciles many relevant empirical …

One important element of a patent regime is the non-obviousness requirement, which captures the minimum improvement to the best patented technology a new invention is required to make in order for it to be patentable. We call it the required inventive step. We explore the implications of a patenting regime based on required inventive step, by incorporating such intellectual property protection considerations in the quality-improvement model of technology, trade and growth developed by Eaton and Kortum (European Economic Review 2001). Conscientiousness And Forgivingness: A Meta-Analysis, Daniel Balliet
Research Collection School of Social Sciences
Research examining the relationship between the Big Five traits and forgivingness has focused primarily on the traits agreeableness and neuroticism. To date, there are mixed findings on the relationship between conscientiousness and forgivingness. This paper presents research and theory that predicts a positive relationship between conscientiousness and forgivingness, and in order to examine this hypothesis, conducts a quantitative review of 15 studies (n = 2285) reporting this relationship. This analysis results in a small positive effect size (r = .17). Implications and directions for future research are discussed.

The Department of Homeland Security has mandated specific systems and techniques for the management of emergencies in the United States, including the Incident Command System, the National Incident Management System, Emergency Operations Plans, Emergency Operations Centers, Continuity of Government Plans and Continuity of Operations Plans. These plans and systems may be applied to the state-level transportation agency�s disaster response systems to enhance efficiency and effectiveness. Specific guidance and management techniques are provided to aid emergency planning staff to create DHS-compliant systems.

How can market failure interact with choice of institutional reform made by an electorate? We study this question in the framework of occupational choice where agents are endowed heterogeneously with wealth and talent. In our model, market failure due to unobservability of talent endogenously creates a class structure that affects vote on institutional reform. We find that the preferences of these classes may be highly nonmonotonic in wealth and are often aligned in ways that creates a tension between institutional reforms that are growth maximising and those that are politically feasible. Helping Child Welfare Workers Improve Cultural Competence By Utilizing Spiritual Genograms With Native American Families And Children, Gordon E. Limb, David R. Hodge

This study represents an initial step at giving child welfare workers an important assessment tool as they seek to provide culturally and spiritually competent services to Native American families and children. In order to determine the relevancy and consistency of utilizing a modified spiritual genogram assessment tool with Native Americans, 50 Native American experts reviewed, rated, and gave feedback on its use. Results showed that while there were limitations in utilizing spiritual genograms, this assessment tool could help child welfare workers become more culturally competent as they develop interventions with Native American families and children.

Michael Power, a financial economist, asserts that amid the current global financial crisis what we required is a sociologist of finance. In history, the most important contributions of sociology of finance is to provide views of how people create and gave meaning to money and, vice versa, how people being made and constituted by money. This study explores the advent of microfinance institution that has been an important development in recent years. Through case study on one microfinance institution namely lumbung pitih nagari located in Padang, West Sumatra, Indonesia, this study found that the existence of the micro credit institute has been influenced by several factors such as state regulations. Organizational performance has always been viewed based on physical capital, such as money or assets. This is certainly not adequate because it ignores other aspects, such as intelligence, cooperation, trust, and so forth. POPIS (physical capital, organizational capital, political capital, intellectual capital, sociocultural capital) conception offers a more comprehensive perspective on the various capital that affect organizational performance. But, in fact, among the various capital, there are some capital that is more dominant than the other capital-capital. SBW and KGJ cooperative performance clearly demonstrate the dominant role of socio-cultural capital in influencing the success of those two institutions.

The results of this research prove there is a statistically positive relationship between social capitals with increasing revenue. Social capital had a positive role for physical capital and education, as well as its contribution in creating greater business profits.
