Non-response weighting is a commonly used method to adjust for bias due to unit non-response in surveys. Theory and simulations show that, to reduce bias effectively without increasing variance, a covariate that is used for non-response weighting adjustment needs to be highly associated with both the response indicator and the survey outcome variable. In practice, these requirements pose a challenge that is often overlooked, because those covariates are often not observed or may not exist. Surveys have recently begun to collect supplementary data, such as interviewer observations and other proxy measures of key survey outcome variables. To the extent that …

“Putting mercy back in mercenary” became the slogan of Blackwater Worldwide after harsh criticism from the media tarnished their image. Blackwater is just one example of a private firm working for the US government. The War in Iraq that began in 2003 had for the first time, contractors performing security functions for military men in an unstable environment (Elsea). Given the heightened reliance on PSCs from the Department of State and Department of Defense, the US government has taken on the burden of establishing regulations to govern their actions and hold them accountable. An examination of the religion of Islam and its unique characteristics, especially those that may relate to the politics and government of the Republic of Turkey, assist in understanding the relationship between the two. The 99% Muslim population affects the country politically and socially. There are many aspects of Sunni Islam, the majority in Turkey, that conflict with the secular nature of Turkey. Despite its apparent differences with the manner in which Turkey is governed, Islam has been able to exist in the country. Party Policy And Group Affiliation In The European Parliament, Gail Mcelroy, Kenneth Benoit

Systematic empirical research has yet to explain how national parties join political groups in the European Parliament. This article first demonstrates, using original empirical measures from expert surveys of party positions, that EP party groups consist of national parties sharing similar policy positions. Secondly, using Bayesian/MCMC methods, the paper estimates the policy determinants of group affiliation using a (conditional) multinomial logit model to explain that party group choice is largely driven by policy congruence. Finally, predictions from the model identify national parties not in their ideally congruent EP groups. The findings suggest that the organization of and switching between EP …

Matching Versus Mismatching Cultural Norms In Performance Appraisal: Effects Of The Cultural Setting And Bicultural Identity Integration, Aurelia Mok, Chi-Ying Cheng, Michael W. Morris

The present study examined how biculturals (Asian-Americans) adjust to differing cultural settings in performance appraisal. Biculturals vary in the degree to which their two cultural identities are compatible or oppositional — Bicultural Identity Integration (BII). The authors found that individual differences in BII interacted with the manipulation of the cultural setting (American or Asian) in determining whether employee outcomes were evaluated as matching or mismatching cultural norms. Results showed that Asian-Americans with high BII gave less weight to employees’ situational conditions in the American setting (matching American cultural norms) and more weight in the Asian setting (matching Asian cultural norms), …

A systemic paradigm shift of any sort is complex and multifaceted. A systemic paradigm shift of justice is no different. The purpose of this study is to identify the barriers that exist in a systemic paradigm shift from retributive justice to restorative justice. The methodology for this study is an interpretive synthesis of literature on restorative justice and consists of primarily theoretical literature. The literature for this study came from a variety of disciplines (e.g. psychology, criminal justice, sociology, and social work) in order to obtain a holistic perspective. Belief in a "healthy mind, healthy body" is as relevant to twenty-first-century honors students as it was to their ancient counterparts. The ancient Greek athlete and the honors student-athlete both share the dedication and discipline needed to excel, and our culture still finds praiseworthy those who exhibit excellence in both mind and body. At the University of Nevada Las Vegas, the library is sponsoring a poster series promoting literacy by featuring student-athletes reading their favorite books. An honors college student athlete will be featured in the near future, a symbol of distinction somewhat akin to Myron's Discobolos (Discus Thrower).

When the University of Nevada, Las Vegas, opened its Singapore campus, it was critical that library services be provided and integrated into the curriculum. The University Libraries team overcame many challenges to create a libraries services infrastructure to support the students. Work began with then-hospitality liaison librarian Cory Tucker and has been carried on by current hospitality liaison librarian Lateka Grays. Our greatest strengths were the expertise of the liaisons and the support of the university.

Narratives From Non-Profit Workers: The Journey Of Helping Women Leave Prostitution, Rachel D. Collins

Prostitution is connected with several factors–abuse, low self-esteem, drugs, and homelessness. Many negative emotions are experienced while prostituting. The emotional and physical effects of prostitution can remain years after the woman has left prostitution. The process of leaving prostitution can be strenuous, and necessitates a strong support group. The narratives of service providers from organizations reaching out to prostitutes are examined. Through interviews, the journey of helping prostitutes were studied to find themes associated with supporting the prostitute’s exit from her previous life to the acclamation of a new lifestyle.

News media have considerable ability to influence the public agenda. This thesis explores media agenda setting and framing in Hurricane Ike in order to infer whether the way disasters are covered in the news is a contributing factor in the lack of public attention on hurricane loss mitigation. The frequency and intensity of Atlantic hurricanes is increasing, placing residents along the U.S. Gulf Coast at greater risk, yet little has been done to try to reduce the impact from hurricanes. Despite a strong interest in entrepreneurship, economists have devoted little attention to the role of health insurance availability. I investigate the impact of a unique policy experiment—New Jersey’s Individual Health Coverage Plan—on self-employment. Implemented in August 1993, the IHCP included an extensive set of reforms that loosened the historical connection between traditional employment and health insurance by facilitating access to coverage that was not employer-linked. I find evidence that the IHCP increased self-employment among New Jersey residents, relative to various sets of comparison states. Consistent with key policy features, including pure community rating of premiums, I find larger behavioral responses …

Education in Haiti has changed dramatically since 1988 as a result of political and social instability. Haiti has also experienced the exodus of families and children to other countries due to the country's instability. Many administrators, teachers, and policy makers who do not understand the changing elements in Haiti and its educational structure are not able to meet the needs of students in Haiti or Haitian students who relocate in other countries.

How can librarians engage with graduate student education and research? Often, graduate student orientations of academic departments include only introductory information about the library and are discipline-focused. To address a need for better library support for graduate students increasingly pursuing interdisciplinary research and study, the University of Wisconsin-Madison Libraries initiated a series of workshops designed to integrate into the workflow of graduate students. The Employment And Fiscal Effects Of Michigan's Mega Tax Credit Program, Timothy J. Bartik, George A. Erickcek

This paper estimates that Michigan's MEGA tax credit program to attract and retain businesses has large employment and fiscal benefits. MEGA provides discretionary tax credits to businesses, with the tax credit tied to the personal income taxes paid by employees on the new or retained jobs. We estimate the economic effects of MEGA using the Upjohn Institute's REMI model, and the research literature on how business location decisions respond to taxes. We estimate the fiscal effects of MEGA based on the research literature on how government spending and revenue respond to state personal income and population. The estimates suggest a …

Objective: To compare the results of two different modes of using multiple groups (instead of one large group) in order to identify problems and develop solutions.
Background: Many of the complex problems facing organizations today require the use of very large groups or collaborations of groups from multiple organizations. There are many logistical problems associated with the use of such large groups including the ability to bring everyone together at the same time and location.

We examined ethnicity and cultural orientation as predictors of parents' views of and involvement in children's education, using data gathered from the Latino (n = 74) and non-Latino (17 White and 13 ethnic minority) parents of children in an elementary school's dual-language program. Parents completed a questionnaire that assessed Latino and White American cultural orientations, importance of children's academic and social success, and self- and significant other involvement in children's education. Results indicated that Latino (and other ethnic minority) parents valued academic and social success equally and more strongly than did Whites and that Whites valued social success more …

Organizational display rules (e.g., “service with a smile”) have had mixed relationships with employee emotional labor—either in the form of “bad faith” surface acting (suppressing or faking expressions) or “good faith” deep acting (modifying inner feelings). We draw on the motivational perspective of emotional labor to argue that individual differences in customer orientation will directly and indirectly relate to these acting strategies in response to display rules.With a survey of more than 500 working adults in customer contact positions, and controlling for affective disposition, we find that customer orientation directly increases “good faith” acting while it moderates the relationship of …

In any society, the level of political activism and participation is an important factor in the way the government and society functions. In Argentina, specifically, the issue of political activism is especially significant because of the form it took during the 1960s and 1970s and the consequences that followed. Modeled after Che Guevara’s conception of the “Hombre Nuevo” (New Man), the political activism of this period in Argentina formed as “militancia,” in which political actors took up the “lucha armada” (armed fight) in order to confront government repression. This paper studies the effects of the SARS outbreak on air travel between the US and three destinations; China, Hong Kong and Taiwan. ARIMA models with interventions are used to estimate the timing, depth and shape of SARS impact on international air travel. Links between empirical findings and a conceptual framework for analyzing the life cycle of a crisis are established. The conceptual framework uses situational choice and governmental public relations differences by location to explain the response patterns to the crises.
