The intergovernmental relationship between the federal district and the national government has been given little significance in the subject of intergovernmental relations. This purpose of this paper is to compare the intergovernmental relationship between two federal districts in the United States and Brazil. The paper begins with a definition of federalism and its key characteristics along with an explanation of the fundamental changes in the system. Traditional media depictions of African American women have at times been demeaning and derogatory. Slavery produced many of the negative images that continue to influence the contemporary portrayals of African American women. Financing remains one of the greatest challenges facing public parks and recreation managers in the United States. Managers are confronted with the challenge of providing more services for a growing population with dwindling public financial support (Fretwell and Frost, 2006). Adequate funding has been described as the most important factor in the delivery of recreation at the local level (Gladwell, Anderson, and Sellers, 2003). While public recreation funding originally came primarily from general tax revenues at the federal, state and local levels, shrinking appropriations over the last few decades have caused agency managers to experiment with alternative funding sources.

Existing research explains reasons why nonprofit organizations and local governments collaborate in both formal and informal partnerships to increase the volume or speed of service delivery, reduce overhead costs, and maximize the efficient use of taxpayer dollars. In this focus, the author examines two methods utilized by Cobb County government to supply funding to local nonprofit organizations. Based on interviews with department and program directors of partnering agencies, the study found that Cobb County delivers between $15 and $17 million annually to nonprofit agencies via two unique partnerships. Are Consumers Disadvantaged Or Vulnerable? An Examination Of Consumer Complaints To The Better Business Bureau, Dennis Garrett, Peter Toumanoff

Questions have emerged recently about the appropriateness of defining disadvantaged consumers based on their membership in certain demographic categories, such as income, age, education, and race. This study assessed whether these traditional classifications are useful for understanding consumer complaining behavior with the Better Business Bureau. Results of analysis of more than 24,000 consumer complaints filed with a local BBB office during a 13-year period do not provide consistent support for this disadvantaged consumer perspective. Instead, the emerging vulnerable consumer perspective may provide a more promising basis for future research.

This article reports on the classification of library technicians and the role of job descriptions in collective bargaining. The classification of library technicians was revised by the Service Employees International Union (SEIU) organization, affecting salary ranges for employees on university campuses including the Oregon University System (OUS). The article discusses the effects of these changes related to the changing job market, equity in wages, and unionization. Information is also provided on library support staffs and library management.

The Ukrainian banking system exhibits low profitability compared to other transitional countries in the region. This study examines the determinants of bank profitability in Ukraine. It relates bank specific, industry specific and macroeconomic indicators to the overall profitability of Ukrainian banks. The study uses a panel of individual banks’ financial statements from 2005 to 2009. According to the empirical results, Ukrainian banks suffer from low quality of loans and do not manage to extract considerable profits from the growing volume of deposits. Despite low profits from the core banking activities Ukrainian banks manage benefit from exchange rate depreciation. This study …

This paper follows the relationship between the first substantive governor of Fiji, Sir Arthur Hamilton Gordon, and Adolphe de Plevitz, a Frenchman by birth, who held strong beliefs about the supremacy of British justice and equality. The setting is two tiny British colonies, Mauritius and Fiji, in the latter part of the nineteenth century. In Fiji, Gordon encouraged the importation of indentured Indian workers to develop Queen Victoria’s newest colony; yet in Mauritius, his previous posting, he had reluctantly initiated a Royal Commission into the inequitable treatment of Indians who remained on the island after their period of indenture had …

Fiji's 2006 coup was partially carried out as a response by Bainimarama to three pieces of legislation debated by the Qarase government. One was the Qoliqoli Act. Under the act, rights to the seabed, foreshore, and indigenous fisheries of Fiji would be invested in indigenous landowners. This was a long time in the making and would have recognized the rights of customary owners to coasts and other waterways. In the low-income countries of sub-Saharan Africa, the performance of pyramidal reproductive health and family planning services with public outreach initiatives has not met the expectations or the needs of the communities they serve. Insufficient case management, limited management capacity and referral and communication failures are challenges faced on the delivery level, while on the policy level these health clinics face insufficient coordination among organizations and weak links between programs (Schneider, 2006). This fact sheet examines out-of-home placement rates for children removed from their homes because of abuse or neglect. The data finds that children in remote rural areas have overall higher rates of out-of-home placements. It also provides data on placement rates by rural or urban status to help inform policy makers as they discuss the child welfare system.

The World War Ii Patriotic Mother, Ana C. Garner, Karen L. Slattery

The archetypal good mother and the archetypal patriotic mother are important symbols in American culture. Both are rooted in maternal work but are separated by two conflicting assumptions. The good mother nurtures her children and protects them from harm, while the patriotic wartime mother remains silent when the government sends her child directly into harm's way. This study explores how the World War II press positioned mothers of soldiers to sacrifice their children in support of the nation's war effort. The findings point to the importance of understanding the role of archetypes in news narratives.

While consumers’ health cognition and behavior are likely formed through multiple influences, the current study focused on the effects of exposure to specific content elements in direct-to-consumer advertising. The study revealed that consumers’ exposure to the American Psychiatric Association’s (APA) diagnostic guideline has potential to reduce their perceived lifetime risk of depression and intention to consult a health professional to discuss the health issue. The study further revealed when an antidepressant ad mentioned a long list of symptoms, exposure to the diagnostic guideline reduced risk perception and consultation intention significantly, whereas in the presence of a short list of symptoms, …

This article endorses the idea that cyber operations may be conducted in all war-fighting domains: air, space, cyberspace, land, and sea. In addition, despite the immaturity of cyberspace operational doctrines, the doctrines from air and space remain relevant and applicable to the cyberspace domain. In the light of the current economic crisis, which had its roots in high risk dealings in the international financial markets, the question how economically minded students are and what propensity towards risk they have, are essential to improving their financial literacy. In a broad survey including economic and non-economic schools 649 students aged 14 and 18 were questioned. Bangladesh has sent more than 6.7 million workers to over 140 countries during a period of more than three decades since the mid-1970s. Most of these workers temporarily migrated to work in Middle East and Southeast Asia. This mass movement of temporary migrant workers has, to some extent, eased unemployment pressures on the over-burdened labor market in this highly populated country. More importantly, the remittance transfers received from these migrant workers have reached a phenomenal level of over 10 billion US dollars in 2009, approximately 12 percent of GDP in Bangladesh.
