The preface paradox strikes us as puzzling because we feel that if a person holds a set of inconsistent beliefs, i.e. beliefs such that at least one of them must be correct, then he should give at least one of them up. Equally, if a person's belief is rational, then he has a right to hold it. The background to this paper is the question of how rational belief is possible in the light of the commonly presented infinite regress in reasons. The paper investigates the neglected question of whether this regress is vicious. I argue that given the genuine requirements of rational belief, the regress would require the rational believer to hold an infinity of beliefs, which is impossible. The regress would not entail the rational believer holding an infinitely complex belief, which, admittedly, would be logically impossible.

Clearly, if a man holds a self-contradictory belief, then his belief cannot be rational, for there can be no set of evidence sufficient to justify it. This is most apparent when the self contradictory belief is a belief in a conjunction, (e.g., a belief that p & ~p), rather than when it is a non-conjunctive self-contradictory belief, e.g. a belief that red is not a color.

Port Multipliers For Singapore: Impact On Income, Output, And Employment, Rex S. Toh, Sock-Yong Phang, Habibullah Khan

This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

Laporan Kesehatan Dunia (LKD) tahun 2000, yang memfokuskan pada program peningkatan kinerja sistem kesehatan, mengundang banyak pro dan kontra. Artikel ini menilai secara kritis laporan tersebut terhadap sistem kesehatan nasional Indonesia. Artikel ini membahas unsur-unsur model evaluasi WHO, pembobotan indikator yang digunakan, ukuran variabel, dan sumber data. Sebanyak 191 negara di dunia, Indonesia telah mencapai total peringkat 106, dengan tingkat kesehatan dan distribusi kesehatan masing-masing pada posisi 103 dan 156. Lebih lanjut, ketanggapan dan keadilan pembiayaan kesehatan masing-masing berada pada peringkat 63-64 dan 73. Namun, menurut indikator Indeks Pembangunan Manusia, Indonesia masih menempati posisi ke-110 dari 117 negara di dunia. Penelitian ini telah dilaksanakan untuk memahami politik dan kebijakan pembiayaan pengelolaan rumah sakit pemerintah DKI Jakarta. Dua rumah sakit milik Pemerintah DKI Jakarta, yaitu Rumah Sakit Pasar Rebo dan Rumah Sakit Duren Sawit dipilih sebagai sampel. The Size And Development Of The Shadow Economy: An Empirical Investigation From States Of India, Kausik Chaudhuri, Friedrich Schneider, Sumana Chattopadhyay

Using the state level data from India, this paper investigates the size of the hidden economy in Indian states over the period 1974/75 to 1995/96. Our analysis has shown that after liberalization of the Indian economy in 1991/92, the growth in the size of the hidden economy has decreased on an average. Our results show that the growth in the size of the hidden economy is approximately 4% less in scheduled election years than in all other years. We also demonstrate that the growth is significantly lower in those states where the coalition government is in power. An increased growth …

This paper gives tabulations of the upper a percentage points of the maximum absolute value of the k-variate normal distribution with common correlation p for values of k as high as 500. The tables are useful for performing multiple comparison procedures in experiments with large numbers of treatments.

The UNCTAD Code of conduct for Liner Conferences entered into force in 1983. The Code's cargo allocation scheme or '40-40-20 rule' aims to provide shipping lines of developing countries with a fair change to compete for the carriage of their seabourne trade. However, the Code has not been effective in meeting its stated objectives for a variety of reasons. Amongst the administrative difficulties are (i) the complications introduced by the EEC's Brussels Package, (ii) the definition of national lines, (iii) the unit of measurement for cargo allocation purposes, and (iv) the monitoring of cargo movements.
