Rethinking Reconciliation: The Lessons From The Balkans And South Africa, Mitja Žagar

Peace and Conflict Studies

Reconciliation, described as coming to terms with the past, is considered an important component of normalization and development in post-conflict societies. The international community and some political elites promote it as a desired approach to (re)establishing trust and cooperation, ideally leading to clean slate situation, which might be possible only if all sides are fully committed to the process and unconditionally accept its outcomes. Reality, however, is often different. Exploring concepts, practices and experiences in the Balkans and South Africa the contribution studies successes, problems and failures of reconciliation. It attempts to rethink and re-conceptualize reconciliation and develop alternative approaches.

The United Kingdom and Ireland joined the European Economic Community in 1973 at a time when bitter communal conflict engulfed Northern Ireland. It appeared to be a deviant case in a modernising Europe anxious to unleash the shackles of the first half of the twentieth century. In fact the unusual conjunction of conflict within a disputed region of the British/Irish archipelago and joint membership of the European Community offered an opportunity to move beyond the excessive intimacy of an ancient quarrel through different temporal and spatial lenses. Tax Increment Financing In Missouri: An Analysis Of Determinants, Competitive Dynamics, Equity, And Path Dependency, Susan Mason, Kenneth P. Thomas

Tax increment financing (TIF) has been a popular and controversial economic development tool for several decades. This research considers the determinants of competitive dynamics, equity, and path dependency on TIF use. We use logistic and ordinary least squares regressions on the approval, number, and value of TIFs in Missouri to flesh out the way the determinants contribute to TIF approval, value, and frequency of use. This study finds that there are competitive dynamics that affect TIF use: being adjacent to another city that uses TIFs increases the likelihood that a city will approve a TIF. Study Of Convergence In Nebraska Newspapers, Kathryn L. Schindler

This thesis studies Nebraska newspapers and their efforts to converge with Web, multimedia, radio, or television entities. It also studies the efforts by Nebraska newspapers to converge reporter roles and organizational roles. Paper surveys were sent and in-person interviews were conducted in Nebraska during the 2009-2010 academic year. The results showed more examples of multimedia convergence than role or organizational convergence. Nebraska publishers and editors say they do not want to attempt convergence or multimedia products just to be trendy. They say convergence has to make sense, be useful, and be profitable for their individual businesses, staff, and communities.

The National Environmental Policy Act of 1960 (NEPA) initiated the study and practice of environmental impact analysis. Upon passage, NEPA transformed the process in which the federal government plans, seeks input on, and documents major projects of environmental significance. While NEPA has surely affected project-level incremental actions, its rational comprehensive mandate as expressed in Title II of the statute has remained largely unfulfilled. Neglect of Title II has occurred as a result of broad language in NEPA that is difficult for federal judges to interpret and administrators to implement. The role of eye witness testimony has drastically changed over the years and courts now rely more heavily on DNA evidence for conviction. Before the emergence of DNA evidence, convictions relied heavily on eye witness testimony however, there have been many individuals exonerated by DNA who were convicted mainly due to an eye witness testimony against them. Currently, in the United States, there have been 235 people exonerated by DNA evidence and more than three quarters of those exonerated were convicted because of an eye witness account against them. The Ithaka Report 2006 investigated trends in the valuation of library functions by faculty. Faculty placed high values on library functions as purchaser and archive even as the valuation of information gateway declined. This poster demonstrates an effort toward expanding the archive function of a hospital library. We will describe our pilot program to digitize historical documents and photographs.

This study examines elementary science content standards curriculum coherence between the People's Republic of China and the United States of America. Three aspects of curriculum coherence are examined in this study: topic inclusion, topic duration, and curriculum structure. The goal of this paper is to explore using Kaplan and Norton's balanced scorecard methodology as a systemic model for outcomes assessment. The expectations of academic accrediting agencies have shifted from measurement of inputs and outputs to that of the library's impact on learning and demonstrating accountability. Recent literature has presented methods for performing specific aspects of outcomes assessment. However, the scorecard methodology may provide a systemic advantage beneficial to library administrators and managers. Jimmy Carter demonstrated prudential leadership during his presidency. Although Carter did not achieve all he hoped to in his quest for Middle East peace, he did meet great success with his negotiations of the Camp David Accords. Carter’s success in establishing peace between Israel and Egypt is an excellent example of prudential leadership in practice. This is important because prudential leadership is very rare and it is often difficult to identify.

Trade liberalization policies in Guatemala have impacted agricultural production. This thesis focuses on how trade liberalization has happened, what have been the impacts at a national level and describes how a community has adapted to the implementation of these policies. The implementation of trade was influenced by several, international and national institutions. Among the international institutions are the World Bank, the World Trade Organization and the United States Agency for International Development.
