Identifying The Effect Of A Welfare-To-Work Program Using Capacity Constraint: A New York City Quasi-Experinmet, John Ifcher

In 1999 general assistance recipients in New York City were required to participate in a job training and outplacement assistance program. Initially, recipients were enrolled in ‘waves’ due to capacity constraints. The program’s impact is identified using a quasiexperiment in which selectees are compared to concomitantly eligible non-selectees. Selectees are 15 percentage points more likely to start a job and 10 percentage points more likely to exit welfare than are non-selectees. This methodology is important since random-assignment experiments can be costly and difficult to implement. Further, experiments are not impervious to criticism; this procedure addresses three of five known shortcomings.

Acute exercise and exercise training may influence putative endothelial progenitor cell (EPC) number and colony forming units (CFU-ECs), although the mechanisms remain unclear. This study examined the effects of in vitro thrombin supplementation and acute exercise on CFU-EC gene expression, associated with cellular proliferation and differentiation. The effect of habitual physical activity was evaluated through analysis of EPCs from chronically high- and low-active men. Participants were healthy high- and low-active men (n = 23), aged 55-80 yr. Circulating CD34+/VEGFR2+ number, CFU-ECs, plasma prothrombin fragment (F1+2), and thrombin-antithrombin III were measured at rest and after 30 min of exercise. Gene expression …

Numerous models and indices exist that attempt to characterize the effect of environmental factors on the comfort of animals and humans. Heat and cold indices have been utilized to adjust ambient temperature (Ta) for the effects of relative humidity (RH) or wind speed (WS) or both for the purposes of obtaining a “feels-like” or apparent temperature. However, no model has been found that incorporates adjustments for RH, WS, and radiation (RAD) over conditions that encompass hot and cold environmental conditions. To date, limited numbers of dental calculus samples have been analyzed by researchers in diverse parts of the world. The combined analyses of these have provided some general guidelines for the analysis of calculus that is non-destructive to archaeological teeth. There is still a need for a quantitative study of large numbers of calculus samples to establish protocols, assess the level of contamination, evaluate the quantity of microfossils in dental calculus, and to compare analysis results with the literature concerning the biology of calculus formation. Although homeless youth with and without foster care histories both face adverse life circumstances, little is known about how these two groups compare in terms of their early histories and whether they face similar outcomes. As such, we compared those with and without a history of foster care placement to determine if the associations between a history of poor parenting and negative outcomes including depression, delinquency, physical and sexual victimization, and substance use, are similar for these two groups. Economic models have demonstrated the efficiency of curbside collection taxes. This paper demonstrates that such efficiencies disappear in economies with centralized recycling options - where recyclable materials can be removed from the waste stream either by households or at a centralized recycling facility. In such economies a curbside garbage tax not only fails to encourage the centralized recycler to internalize the external costs of waste disposal, but introduces inefficiencies to the cost-minimizing mix of household and centralized recycling efforts. The optimal waste policy is a tax assessed further downstream at the landfill rather than at the curb.

Increases in population, urbanization, and per-capita incomes in the Caribbean over the past century have magnified the traditional challenge of managing household refuse. This paper will discuss the historical evolution of solid waste management practices, summarize the current state of waste management in the Caribbean, consider the future growth of waste production, highlight options for future waste management, and finally consider policies available to change current household waste disposal practices. Solid waste planners might find this information useful to prepare long-term strategies for waste management in the Caribbean.

School Choice Demonstration Project

The District of Columbia School Choice Incentive Act of 2003, passed by Congress in January 2004, established the first federally funded, private school voucher program in the United States. As part of this legislation, Congress mandated a rigorous evaluation of the impacts of the Program, now called the DC Opportunity Scholarship Program (OSP). This final evaluation report presents the longer term effects of the Program on families who applied and were given the option to move from a public school to a participating private school of their choice.

Groups often have members who hold opposing opinions on specific issues. The presence of undecided people within a group may promote cooperation among group members who hold opposing views on an issue under consideration. The study examined the joint effects of group attitude diversity (i.e. mixed attitude diversity vs. polarized attitude diversity) and one’s strength of attitude on the cooperation. In groups considering a controversial issue with no undecided group members (i.e. polarized attitude diversity), people with strong attitudes were less likely than those with weak attitudes to cooperate with group members who held opposing views. In the past, philosophers discussed cosmopolitanism as a normative ideal of allegiance to humanity as a whole. A debate among social theorists, however, has examined cosmopolitanism as an incipient empirical phenomenon: an orientation of openness to foreign others and cultures. This paper introduces actor-network theory to elaborate the social-theoretical conception of cosmopolitanism. This research aims to understand the psychological motives behind microblogging. We conducted two studies to investigate if social exclusion and existential anxiety would lead to a high tendency to microblog. Our results show that participants did not use microblogging to satisfy their needs for social connection and affiliation, but highly extraverted participants did use it to relieve their existential anxiety.

The Political Mobilization Of Corporate Directors: Socio-Economic Correlates Of Affiliation To European Pressure Groups, Matthew Bond, Siana Glouharova, Nicholas Harrigan

Business has played a central role in the debate over Britain's place in the European Union. This paper examines the socio-economic characteristics of directors of Britain's largest corporations who affiliated either to Business for Sterling or Britain in Europe. It reports associations between directors' social backgrounds and their probabilities of affiliation. Elite university education, club membership, wealth and multiple directorships were all associated with higher propensities to affiliate. The associations are consistent with the idea that directors' social resources allow them to overcome collective action problems as well as supplying them with the motivations to affiliate. If the Dark Triad are costly traits for individuals to have and individuals are predisposed to avoid interacting with selfish individuals, how do those who have those traits extract resources from their environment? We contend that a specific set of personality traits will enable individuals to do so. We showed that those who are disagreeable, extraverted, open, and have high self-esteem along with low levels of neuroticism and conscientiousness score high on the Dark Triad (Study 1: N = 216). Measures of well-being were created to assess psychological flourishing and feelings—positive feelings, negative feelings, and the difference between the two. The scales were evaluated in a sample of 689 college students from six locations. The Flourishing Scale is a brief 8-item summary measure of the respondent’s self-perceived success in important areas such as relationships, self-esteem, purpose, and optimism. The scale provides a single psychological well-being score. The measure has good psychometric properties, and is strongly associated with other psychological well-being scales. Las Vegas is well known for its urban sprawl. While the casino industry has played an obvious role in the development of Las Vegas, no systematic study has evaluated the exact nature of urban growth and the rise of neighborhood casinos. This paper argues that neighborhood casinos, contrary to tourist‐oriented casinos, are not urban forces that drive the growth of an urban area but reinforce the status quo of residential developments. Neighborhood casinos have nevertheless become a major asset in the economic and social building of residential developments and community life.

Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. This report examines the balance between the demand and supply of new renewable electricity in the United States on a regional basis through 2015. It expands on a 2007 NREL study (Swezey et al. 2007) that assessed the supply and demand balance on a national basis. As with the earlier study, this analysis relies on estimates of renewable energy supplies compared to demand for renewable energy generation needed to meet existing state renewable portfolio standard (RPS) policies in 28 states, as well as demand by consumers who voluntarily purchase renewable energy. This project analyzed the effects of maltreatment on children’s moral development, a domain that helps shape the interactions between children and those around them. In order to understand the effects of maltreatment on children's moral development, typical moral development in nonmaltreated children was first investigated. Maltreated children’s moral development was found to be greatly affected by abusive parenting. Some effects identified were that maltreated children tend to have less empathy and are more aggressive towards their peers. An examination of bilingual parent understandings of a Preschool Early Education Program for speech delays at C.L. Smith Elementary indicated the need for a resource to educate caregivers. In this service project, an informational DVD was created to provide caregivers with knowledge about speech development, speech delays, the P.E.E.P. program, and common ways they can integrate speech development practices into their home lives. One hundred copies of the DVD were given to the P.E.E.P. program at C.L. Smith Elementary for distribution to bilingual caregivers entering the program in years to come.
