Exploring The Links Between Party And Appointment: Canadian Federal Judicial Appointments From 1989 To 2003, Lori Hausegger, Troy Riddell, Matthew Hennigar, Emmanuelle Richez

Studies of federal judicial appointments made before 1988 discovered significant partisan ties between judicial appointees and the governments appointing them. In 1988, in response to criticism of these “patronage appointments,” the Mulroney government introduced screening committees to the process. This article explores the impact of these committees. Using information gained from surveys of legal elites, we trace the minor and major political connections of federal judicial appointees from 1989 to 2003 in order to determine whether patronage has continued despite the reform to the process. This study compares the GDP growth rates of twenty-two Caribbean countries and territories between 1980 and 2007. It shows that a simple model with one economic, two environmental and two political variables provides relatively good predictions of per capita GDP growth for the period. Other historical factors, that some have used to explain differential growth rates in the Caribbean, do not seem to play an important role. This paper presents an empirical study of the effects of urban growth controls on the intercity commuting of workers. Growth controls (land use regulations that attempt to restrict population growth and urban sprawl) have increased housing prices and diverted population growth to uncontrolled cities. It has been suggested that resulting changes in local labour supply might stimulate intercity commuting from uncontrolled to controlled cities. To test this hypothesis, a gravity model of commuting flows between places in California is estimated using alternative econometric methods (OLS, Heckman selection and count-data). The Impact Of Racial Metric Variation In The Os Coxae On The Morphological Assessment Of Sex, Ginesse A. Listi

This study examines whether sex determination based on morphological traits in the os coxae is impacted by racial quantitative variation. Nineteen traits were evaluated independently by two observers in 876 os coxae. Chi-square test was used on a random sample of 400 individuals to assess whether the distribution of correct sex assessment varied for white and black individuals based on each trait individually and all 19 traits collectively, as well as on inter-observer agreement in correct sex assessment. Results indicate that accuracy of sex assessment varied between white and black individuals in certain individual traits; however, accuracy was not impacted …

Most people with intellectual or developmental disabilities aspire to gainful employment. To assist them with this goal, state Vocational Rehabilitation (VR) agencies offer employment-development services that are based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, which is defined as the percentage of individuals who achieve employment out of all individuals whose cases were closed after receiving services. This indicator, however, neglects to consider that for various reasons not all individuals progress to receive services. As a result of Massachusetts’ 2006 health insurance coverage law, there has been a significant decrease in the uninsurance rate for women of color. Access to and use of health care for all women in the Commonwealth has also increased. Despite these coverage and access gains, major racial/ethnic disparities in health conditions and outcomes still exist among women, especially in the use and quality of prenatal care, the occurrence of preterm and low birth weight births, and infant mortality rates. Although Connecticut’s Medicaid programs, Husky A and B, are essential providers of coverage for maternity care, there are still major racial and ethnic disparities in access to, use of, and quality of prenatal care in Connecticut. The cesarean birth rate in the state is almost 9% higher than the US average. African American/black and Hispanic mothers experience comparatively high rates of low birth weight births. Furthermore, Connecticut is home to a substantial rural population which experiences unique challenges to accessing adequate health care. New Hampshire faces significant obstacles to serving the nearly 6% of the population living in medically underserved areas. In addition, many residents of New Hampshire are uninsured, limiting their access to vital medical care. According to 2007-8 data, the racial/ethnic breakdown of New Hampshire residents is: 1% African American/black, 2% Hispanic, 94% non-Hispanic white and 3% Other. In 2005, 5.9% of the total New Hampshire population was foreign born.1 Since 1996, New Hampshire has seen increases in low birth weight births, cesarean births2, and infant mortality with racial/ethnic disparities reflected in most maternal and infant indicators.

In Vermont, racial and ethnic dispariti es in low birth weight and preterm birth rates exist alongside racial and ethnic disparities in health insurance coverage and use of preventative care. As of 2005, the percentage of racial and ethnic minorities in Vermont was approximately 3.3%, compared to 25% for the nation as a whole. In 2005, 3.4% of the Vermont population was foreign born.

Rhode Islanders face unique health disparities based on race, ethnicity and location. Just over six percent (6.3%) of the Rhode Island population is living in Primary Care Health Professional Shortage Areas (HPSAs), according to 2008 data. Native American and African American/black communities face particular health disparities, specifically in the areas of reproductive and infant health. In 2008, 79% of the Rhode Island population was non-Hispanic white, while 5% was African-American/black, 11% was Hispanic and 5% had other racial/ethnic backgrounds. In 2005, 12.4% of the total Rhode Island population was foreign born.

Increasingly, scholars are acknowledging that racial and other forms of animus assume a spatial dimension. Not only does intercultural hostility take different forms depending on location, but so, too, does the concomitant bias-motivated violence imply “places for races.” The very intent and motive of hate crimes are grounded in the perceived need of perpetrators to defend carefully crafted boundaries. While these boundaries are largely cultural, they may also take on a real, physical form, at least from the perpetrator’s perspective. The women's music movement of the early 1970's was created by and for women who came to political consciousness as a result of the women's liberation movement. The music culture that emerged was originally called "lesbian music", but later gained the less controversial descriptor "women's music". Outside of this music movement music produced during this period rarely made explicit links with emerging feminist consciousness.What differentiated "women's music" from other music made by women of the period was its lesbian focus (in both lyrics and performance contexts). This paper considers various estimators using panel data seemingly unrelated regressions (SUR) with spatial error correlation. The true data generating process is assumed to be SUR with spatial error of the autoregressive or moving average type. Moreover, the remainder term of the spatial process is assumed to follow an error component structure. Both maximum likelihood and generalized moments (GM) methods of estimation are used. Using Monte Carlo experiments, we check the performance of these estimators and their forecasts under misspecification of the spatial error process, various spatial weight matrices, and heterogeneous versus homogeneous panel data models.

Although arguable success of today’s keyword based search engines in certain information retrieval tasks, ranking search results in a meaningful way remains an open problem. In this work, the goal is to use of semantic relationships for ranking documents without relying on the existence of any specific structure in a document or links between documents. Instead, real-world entities are identified and the relevance of documents is determined using relationships that are known to exist between the entities in a populated ontology. The maintenance of routines is linked to positive outcomes in children and families. Role theory asserts that resources and constraints found in family and work environments will shape a parent's ability to successfully fulfill both roles. To date, there is scant research examining the maintenance of routines in lowincome families whose work environments are often characterized by temporary work, non-traditional shifts, and irregular hours. This study seeks to understand the relationship between employment characteristics on the maintenance of family routines in a sample of low-wage families. This study looks at the effect of news images and race on the attribution of responsibility for the consequences of Hurricane Katrina. Participants, Black and White, read the same news story about the hurricane and its aftermath, manipulated to include images of White victims, Black victims, or no images at all. Participants were then asked who they felt was responsible for the humanitarian disaster after the storm. White respondents expressed less sense of government responsibility when the story included victims' images. For Black respondents this effect did not occur. Images did not affect attribution of responsibility to New Orleans' residents …
