Partisan Webs: Information Exchange And Party Networks, Gregory Koger, Seth Masket, Hans C. Noel

Working Papers

What is a party? We argue that the formal party apparatus is only one part of an extended network of interest groups, media, 527s, and candidates. We systematically measure a portion of this network by tracking transfers of names between political organizations. Our analysis reveals two distinct and polarized networks corresponding to a more liberal Democratic group and a more conservative Republican group. Formal party organizations, like the Democratic National Committee and the Republican National Committee, tend to receive information within their respective networks, which suggests that other groups serve to funnel information toward the formal party.

Formalisation Of Information Systems In Sub-Saharan African Small And Medium Enterprises: Case Of Botswana, Richard Duncombe, Alemayehu Molla

The African Journal of Information Systems

This article provides an exploratory model that assesses the factors that influence formalisation of information systems (IS) for small- and medium-sized enterprises (SMEs) in sub-Saharan Africa drawing on data gathered in Botswana. The paper defines four levels of formalisation of IS for SMEs and identifies the internal and external factors that influence the process of IS formalisation. Key findings demonstrate a strong reliance on informal information practices amongst SMEs, alongside widespread unmet demand for formal information. It is also observed that successful enterprise development requires optimum use of both formal and informal IS. Evidence suggests this is achieved through developing …

The Global Text Project is intended to create global free textbooks for students in the developing countries. We argue that two key technological and social developments offer an opportunity to create a new model for textbook publishing. First, the Internet is a low cost channel for distributing information products in digital form. Second, global digital communities have created the platform for collaborative creation of content. Due to the popularity of cognitive behavioral interventions, programs that follow this model are often assumed to be effective. Yet evaluations of specific programs have been slow in coming. The current investigation seeks to bridge this gap by evaluating the effectiveness of Thinking for a Change (TFAC), a widely used cognitive behavioral curriculum for offenders. Furthermore, this evaluation provides a “real-world” test of TFAC, because it was implemented by line staff in a community corrections agency as opposed to being a pilot project implemented by program developers. Research suggests that many public school teachers are not prepared to deal with the growing number of diverse students in the schools. Questions are raised by researchers about the ability of the current teaching force to adequately meet the needs of the growing number of students of Color in the schools. Small-scale qualitative studies find that many White teachers feel unsure of their ability to teach students of Color, tend to hold stereotypical beliefs about urban students and/ or students of Color, and tend to use cultural deficiency models for explaining their academic performance. Fighting Piracy: Experiences In Southeast Asia And Off The Horn Of Africa, Dr. Robert M. Farley, Ph.D., Yoav Gortzak

The recent surge in acts of maritime piracy in the waters off the Horn of Africa stands in sharp contrast to a steep decline of such acts in Southeast Asia. In this study, we compare the development of the problem of piracy in both Southeast Asia and the Horn of Africa. We find that four main elements contributed to the recent decline in piracy in Southeast Asia: U.S. hegemonic interests, existing and emergent international institutions, bilateral relations among regional actors, and the density of naval forces in the region. "Coercion or negative sanctions are found to have little effect [on terrorism] and, in important instances, are even counterproductive." In other words: fighting terrorism by war is no use, it does not even have a deterrent effect. On the contrary, the employment of massive military power makes it easier for terrorists to justify their attacks, to find broad support, and to recruit new followers. The aim of this paper is to show how counterterrorism measures and policy are shaped by the national frame of reference of a country, here in particular the United States. This insight is important not only in the interpretation of political developments but also in the formulation of policy responding to these developments. The supply chains through which foods are produced, processed, and transported can have a significant impact on the environment in terms of the carbon dioxide (CO2) that is emitted during each of these phases; however, little research has incorporated information about environmental impact into supply chain scenarios. Moreover, many consumers are unaware of how their food choices may impact the environment in this way. To fill these gaps, a tool called CarbonScope was developed to show consumers the CO2 emissions associated with different food types and food transportation scenarios. The Effects Of Cuento Therapy On Reading Achievement And Psychological Outcomes Of Mexican-American Students, Sylvia Z. Ramirez, Jain Sachin, Leila L. Flores-Torres, Roxanna Perez, Ralph Carlson

This investigation evaluated the effects of cuento therapy (an intervention using Spanish-language tales) on children’s self-esteem, affect, and reading test performance. The sample was composed of 58 third-grade Mexican-American students who were randomly assigned to the treatment and control groups. The results showed a mean self-esteem gain score difference between groups in favor of the treatment group for Global, Academic, and General self-esteem scores. Following intervention, the treatment group reported less physiological anxiety than did the control group. The results also showed mean increases in the pre- and post-standardized high-stakes reading test scores for both groups. Other significant findings regarding …

Until the early twentieth century, Park Row was synonymous with New York newspapers. Of the newspapers that left Park Row, The New York Times was notable for having established a geographic landmark that was identified with the newspaper. In fact, by 1906, Times Square had replaced Park Row as a place for New Yorkers to get election night news or to celebrate New Year's Eve. Nevertheless, Times Square did not remain associated with its newspaper namesake, and today a successor to the "zipper" is the last physical reminder of the paper's presence in this area of New York City.
