The Unanimous Decisions Of The Supreme Court Of Canada As A Test Of The Attitudinal Model, Donald R. Songer, Julia Siripurapu

Most of the empirical work on the decision making of justices on the Supreme Court of Canada has taken as its exclusive focus the divided decisions of the Court. In contrast to this extensive body of research on divided decision, the much more limited knowledge of unanimous decisions is troubling because such decisions constitute nearly three-quarters of all of the formal decisions of the Court. The analysis reported below provides a first step towards understanding the neglected nature of unanimous decisions. Adam Smith is often associated with the idea that the desire to better one's condition makes an individual better off and also, unintentionally, makes society better off. This paper asks whether for Smith there are circumstances under which the same desire to better one's condition ultimately betters neither one's condition nor society's condition. The answer proposed here is that in Smith's works, the presence of significant wealth may generate perverse incentives misaligning the betterment of the individual and of society, either because the individual may be worse off while society is better off, or because the individual is better off …

Given the prevalence of mental health issues in the United States, increased screening measures are necessary to identify and treat individuals affected by mental health disorders. Literature indicates comorbidity between chronic pain, making those who experience chronic pain good candidates for focused screening efforts. Physical therapists are potential screeners since they frequently treat individuals with chronic pain. A survey sent to physical therapists to assess their previous training and attitudes towards mental health issues in the physical therapy environment indicated that the mental health of a patient played a role in the success of physical therapy. People’s decisions are often susceptible to various demands exerted by the environment, leading to stressful conditions. Although a goal for researchers is to elucidate stress-coping mechanisms to facilitate decision-making processes, it is important to first understand the interaction between the state created by a stressful environment and how decisions are performed in such environments. The objective of this experiment was to probe the impact of exposure to acute stress on financial decision making and examine the particular influence of stress on decisions with a positive or negative valence. In this paper, we present ROAD, a general framework to evaluate Location-Dependent Spatial Queries (LDSQ)s that searches for spatial objects on road networks. By exploiting search space pruning technique and providing a dynamic object mapping mechanism, ROAD is very efficient and flexible for various types of queries, namely, range search and nearest neighbor search, on objects over large-scale networks. ROAD is named after its two components, namely, Route Overlay and Association Directory, designed to address the network traversal and object access aspects of the framework. School Choice Demonstration Project

he District of Columbia School Choice Incentive Act of 2003, passed by Congress in January 2004, established the first federally funded, private school voucher program in the United States. As part of this legislation, Congress mandated a rigorous evaluation of the impacts of the Program, now called the DC Opportunity Scholarship Program (OSP). This report presents findings from the evaluation of the impacts 3 years after families who applied were given the option to move from a public school to a participating private school of their choice.

The research has demonstrated that cognitive-behavioral treatment programs for offenders work to reduce recidivism. One reason these programs have been found to be effective is that they target one of the “number one” predictors of crime, antisocial attitudes and values. Unfortunately, these programs may not “work” for all offenders. The literature suggests that personal characteristics of offenders, although not directly related to recidivism, may in fact interfere or hinder the ability for the program to “work.” This is referred to in the literature as the “responsivity principle.” This study seeks to understand the role that personal or responsivity characteristics of …

This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. School Choice Demonstration Project

This is the second year report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This program, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2007-08 was $6,607, and approximately 20,000 children use a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban educational voucher program in the United States. This evaluation was authorized by Wisconsin Act 125 enacted in 2005.

The paper aims at identifying the dominant channels of monetary policy transmission in Nigeria. The standard vector autoregressive methodology was adopted. The inferences from the study shows that the lending rate provides the strongest nexus for the propagation of monetary policy impulses in Nigeria.

This article was inspired by a previous article written by Vincent DeCaen in an earlier issue of CLLR. It explores classification, the different approaches taken by KF Modified and LC Class KE, and the role KF Modified has had in organizing collections in Canadian law libraries. It argues that there is no right or wrong way to classify legal resources and suggests that KF Modified can benefit cataloguing workflow and is well suited to both the Canadian and common law library environments.

Investigating health care disparities in ethnic minority populations is an increasingly urgent issue as these disparities lead to higher morbidity and mortality in minorities (National Center of Health Statistics, 2000). There is clear evidence that Latino Americans, the fastest growing minority group in the United States, are more likely to be diagnosed with and experience more severe complications from type 2 diabetes than Anglo Americans. This study surveyed 38 White and 33 Latino diabetes patients from outpatient clinics in an academic medical center. With the passage of the 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) are now required to administer a nationally normed standardized test annually in reading, mathematics, and science to their MPCP (a.k.a. “Choice”) students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project for processing and reporting to the Legislative Audit Bureau.
