Those closest to the field of public administration, either through scholarly or practitioner roles, know very well that pay systems within the federal government are in dire need of new ideas. The General Schedule was established 60 years ago with the passage of the Classification Act of 1949. Since that time, the federal pay system has done quite well in establishing internal fairness and equality for workers within its purview. Starting in the 1970s, however, the General Schedule has fallen under increasing criticism for its failure to provide federal workers with an incentive to do better work or take on …

For more than a decade, Clark County, Nevada was the fastest growing county in the nation and its government (and government services) rapidly expanded in an attempt to keep pace with the ever-increasing needs of County residents. In 1996, Clark County Human Resources (CCHR) endeavored to improve its managerial efficiency by reducing its number of position classifications and succeeded in collapsing some 1100 job classes down to 500. As the population boom continued well into the new millennium, the County was operating largely from a reactive position and experienced yet another spike in classifications; this time reaching 765 job classes …

Every year the National Football League has a draft selection process to recruit new talent. Despite the overwhelming amount of analysis performed on players, bad draft picks happen every year. Little research has previously been done to determine whether player performance is predictable at the time of the NFL Draft. The purpose of this paper is to help fill the void of literature on performance prediction by extending the study by Rafferty and Johnson to …

An Analysis Of The Impact Of Team Payroll On Regular Season And Postseason Success In Major League Baseball, Noah L. Schwartz, Jason M. Zarrow
Undergraduate Economic Review
Major League Baseball, like other American professional sports, has become a multibillion dollar industry. The institution of free agency has led to the escalation of payrolls and altered the make-up of rosters by dramatically reducing owners’ monopsony power. The ability of large market clubs such as the New York Yankees to compete continually for the game’s greatest prize illustrates the power of the dollar. This paper examines four distinct periods from 1977 to 2008 in order to assess the influence of pecuniary advantages on regular season and postseason outcomes. Payroll exerts great influence in the regular season, but not in …

Presidential Success In Congress: Factors That Determine The President's Ability To Influcence Congressional Voting, Christine Gibbs
Res Publica - Journal of Undergraduate Research
This study examines the factors that contribute to presidential success in Congress. Results show that, overall, presidential popularity, the president’s party’s control of Congress and the misery index positively and significantly affect presidential success in Congress, whereas party is not a significant factor. The study also demonstrates that the honeymoon period does not increase a president’s success rate. The results indicate that these variables interact differently within foreign policy compared to domestic policy and in the Senate compared to the House.
