As the Kentucky representative in the National Digital Newspaper Program (NDNP), the University of Kentucky Libraries Preservation and Digital Programs (UKPDP) team has worked extensively with historic newspaper digitization from microfilm over the last four years, using both an in-house production methodology and vendor resources. With more than 50 years experience with microfilming newspapers added to that, UKPDP is well versed with issues related to historic newspapers on microfilm. Quantifying The Effectiveness Of Interactive Tutorials In Medical Library Instruction, Rozalynd P. Anderson, Steven P. Wilson

The goal of this study was to determine whether a passive or an interactive tutorial design improves understanding of key concepts, as measured by pre- and post-test data. The authors also collected data regarding the participants’ preference for taking an interactive versus a passive tutorial. The interactive tutorial group improved statistically significantly from pre-test to post-test for all three learning questions. While the passive tutorial group improved from pre-test to post-test on all three questions, the improvement was statistically significant for just two of the three questions. The majority of the participants preferred interactive tutorials (78%) to passive tutorials (22%).

Defining Family: Naming, Orientation, And Redemption In The Case Of Terri Schiavo, M. Chad Mcbride, Karen L. Taas, Paige W. Toller

This paper undertakes a detailed analysis of the Terri Schiavo case as it was covered in popular media. Drawing on Burkean theory, we argue a critical issue in the case was a struggle between Terri's parents and husband to be seen as the more legitimate family in order to determine the duration and extent of Terri 's medical care. We discuss how the private debate over Terri's health and the decision to remove her feeding tube entered into the public scenes of legal and political action. This shift to the public scene represented problems for the parties directly involved in …

Asset Mapping: Community Geography Project

Multnomah County requested that the Summer 2009 Asset Mapping Capstone Group gather data relating to the proximity of tobacco advertising to Portland Public Schools. The group’s underlying objective was to create an accurate data set that may be used by Multnomah County public health officials to assess the possible effects of tobacco advertising on school-aged children with an eye to influencing policy. The data set was created using a number of tools in conjunction with primary data retrieved from field observation; great care was taken to ensure accuracy and objectivity. Suppose that there exists a positive (exogenous) probability that at each date of a possibly infinite future, the human species will disappear. We postulate an Ethical Observer (EO) who must solve an intertemporal welfare maximization problem under this kind of uncertainty, with preferences that satisfy the expected utility hypothesis. Various social welfare criteria are expressed as alternative von Neumann-Morgenstern utility functions for the EO: utilitarianism, Rawlsianism, and an extension of the latter that corrects for the size of population. Our analysis covers, first, a simple cake-eating economy, where the utilitarian and Rawlsian recommend the same intergenerational allocation. Second, we consider …

The Ethics Of Distribution In A Warming Planet, John E. Roemer

The discounted-utilitarian social welfare function (DU) is used by the great majority of researchers studying intergenerational resource allocation in the presence of climate change (e.g., W. Nordhaus, M. Weitzman, N. Stern, and P. Dasgupta). I present three justifications for using DU: (1) the view that the first generation’s preferences should be hegemonic, (2) the viewpoint of a utilitarian Ethical Observer who maximizes expected utility when the existence of future generations is uncertain, and (3) axiomatic justifications (as in classical social-choice theory). I argue that only justification (2) provides an ethically convincing justification, and that, only if one endorses utilitarianism as …

This paper examines moral hazard in teams over time. Agents are collectively engaged in an uncertain project, and their individual efforts are unobserved. Free-riding leads not only to a reduction in effort, but also to procrastination. The collaboration dwindles over time, but never ceases as long as the project has not succeeded. In fact, the delay until the project succeeds, if it ever does, increases with the number of agents. We show why deadlines, but not necessarily better monitoring, help to mitigate moral hazard.

Child Safety And Children In The Education System: Prioritizing The Need For Statewide Anti-Bullying Policies, Angelique Day

This study was conducted to explore the responses of 380 students enrolled at Michigan State University who had experienced bullying in high school as victims, perpetrators, and witnesses. Findings included significant predictors of bullying behavior. For example, male students were more likely to bully than their female counterparts; and bystanders who witnessed bullying incidents were more likely to become both victims and/or perpetrators of bullying. The MSU students offered recommendations for policymakers to create anti-bullying legislation with enforcement guidelines and other methods of improving school culture to reduce future bullying incidents.

Recent federal court decisions appear to limit the ability of cities to mitigate the ambient crime risks associated with adult entertainment businesses. In one instance, a court has assumed that criminological theories do not apply to “off-site” adult businesses. After developing the legal doctrine of secondary effects, we demonstrate that the prevailing criminological theory applies to all adult business models. To corroborate the theory, we report the results of a before/after quasi-experiment for an off-site adult business. When an off-site adult business opens, ambient crime risk doubles compared to a control area. As theory predicts, moreover, ambient victimization risk is …

The article presents information on the American Recovery and Reinvestment Act (ARRA) and discusses its significance to libraries in Georgia.
