Technology, Unilateral Commitments And Cumulative Emissions Reduction, Shurojit Chatterji, Sayantan Ghosal

In this article, we argue that weak property rights over transnational pollution and the limited threat of retaliatory punishments blunts the effectiveness of a broad-based multilateral agreement to deliver the emission reductions required to mitigate climate change. Instead, we propose a policy framework that builds on unilateral commitments, endogenous innovation and technology transfer that could lead to cumulative emissions reduction by altering the participation constraints of nations over time.

In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan …

The transportation industry faces a growing shortage of professional engineers and planners. One key strategy in solving this problem will be to encourage more civil engineering and urban planning students to specialize in transportation while completing their degrees, so that employers have a larger pool of likely recruits. However, very little is known about how these students choose a specialization. To help fill that gap, this report examines the factors that lead civil engineering undergraduates and urban planning masters students to specialize in transportation, as opposed to other sub-disciplines within the two fields. The development of successful TODs often encounters several barriers. These barriers include: a lack of inter-jurisdictional cooperation, auto-oriented design that favors park and ride lot over ridership generating uses, and community opposition. The community opposition may be more vocal in suburban areas where residents of predominately single-family neighborhoods may feel that the proposed high-density, mixed-use TOD will bring noise, air pollution, increased congestion and crime into their area. Community opposition has been instrumental in stopping many TOD projects in the San Francisco Bay Area. Whether to aid welfare recipients in overcoming transportation barriers with increased car ownership or better transit became an issue after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was signed into law. Empirical studies pointed out that welfare recipients owning a car had a high probability of moving from welfare to work. In this study, the authors examined the impacts of car ownership promotion versus transit improvements on job accessibility, work trips, and traveler´s economic welfare by running a travel demand model adopted by the Sacramento Area Council of Governments (SACOG). The Influence Of Service Planning Decisions On Rail Transit Success Or Failure, Mti Report 08-04, Jeffrey R. Brown, Gregory L. Thompson

Some United States metropolitan areas with rail transit systems enjoy ridership and productivity success while others do not. This study examines the experiences of 11 U.S. metropolitan areas with between one million and five million persons to better understand why some areas are successful and others are not. A particular focus is the role of service planning decisions in facilitating transit success. We find that successful transit systems are those that: 1) articulate a clear, multidestination vision for regional transit; 2) rely on rail transit as the system´s backbone; 3) recognize the importance of the non-CBD travel market; 4) encourage …

“Green” Transportation Taxes And Fees: A Survey Of Californians, Mti Report 08-05, Asha Weinstein Agrawal, Jennifer Dill, Hilary Nixon

This report explores public opinion on a new and promising concept—green transportation taxes and fees. These are taxes and fees set at variable rates, with higher rates for more polluting vehicles and lower rates for those that pollute less. This approach to transportation taxes and fees adapts the traditional transportation finance system to achieve two critical public benefits at once: encouraging drivers to choose more environmentally-friendly transportation options and raising revenue for needed transportation programs. As the concept of human security spreads in the pose-Cold War period it is often presumed chat non-democracies have worse human security than democracies. But the national human security (NHS) siruation in weak or failed democracies can be even worse than in some non-democracies. So how exactly do the NHS records of stares with different regime types like non-democratic China and democratic India compare? A Re-Examination Of China's Share Issue Privatization, Guohua Jiang, Heng Yue, Longkai Zhao

Previous studies show that in contrast to evidence that share issue privatization (SIP) in most other countries have improved firm profitability, China's SIP of the 1990s had no such effect. We argue that the main reason for the failure of China's SIP is likely to have been the weak institutional environment in place at that time. We examine China's SIP in a more recent period in which the institutional environment was greatly improved. Using a matching sample method, we find that SIP firms continued to experience negative post-SIP profitability changes in our sample period. However, their performance decline was significantly …

According to Affect Valuation Theory (Tsai et al. Journal of Personality and Social Psychology, 54, 1031-1039), culture influences how people want to feel (ideal affect). Integrating Affect Valuation Theory with the Time-sequential Framework of Subjective Well-being (KIM-Prieto et al. Journal of Happiness Studies, 6, 261-300), we proposed that cultural norms influence the memory, but not the experience, of emotion. The present study examined the role of ideal affect in relation to experience sampling and retrospective reports of emotion. Ideal affect correlated with retrospective reports but not experience sampling reports. Extraversion and neuroticism were more strongly related to experience sampling reports …

One of the most prevalent forms of violence in contemporary society is the victimization of intimate partners. Although it has been established that homeless young people experience high levels of victimization on the street, little is known about partner violence (PV) experiences among this group, especially bidirectional violence. As such, the purpose of this study is to examine the prevalence of PV and bidirectional violence and to investigate risk factors and outcomes of this form of violence using a sample of homeless young adults. The Continuing Relevance Of Family Income For Religious Participation: U.S. White Catholic Church Attendance In The Late 20th Century, Philip Schwadel, John D. Mccarthy, Hart M. Nelsen

The relevance of family income for religious participation in the United States has been largely ignored in recent decades. Addressing this neglect, we focus our attention primarily upon white Catholics, the poorer of whom we reason have fewer options to participate in the context of an increasingly middle-class Church. Analyzing the 1972-2006 cumulative General Social Survey data, we show that net of all other factors low-income white Catholics attend church less often than other white Catholics, although social integration mechanisms significantly moderate the effects of income. Hetero-Romantic Love And Heterosexiness In Children’S G-Rated Films, Karin A. Martin, Emily Kazyak

This article examines accounts of heterosexuality in media for children. The authors analyze all the G-rated films grossing $100 million dollars or more between 1990 and 2005 and find two main accounts of heterosexuality. First, heterosexuality is constructed through hetero-romantic love relationships as exceptional, powerful, magical, and transformative. Second, heterosexuality outside of relationships is constructed through portrayals of men gazing desirously at women’s bodies. Both of these findings have implications for our understanding of heteronormativity. The first is seemingly at odds with theories that claim that heterosexuality’s mundane, assumed, everyday ordinariness lends heteronormativity its power. In fact, the authors suggest …
