A Cultural Symbol Passes From The Scene: Ji Xianlin, Not Michael Jackson, Timothy B. Weston Jul 2009

A Cultural Symbol Passes From The Scene: Ji Xianlin, Not Michael Jackson, Timothy B. Weston

China Beat Blog: Archive 2008-2012

It’s been moving to watch the response in China to the July 11 death of renowned scholar, Ji Xianlin (1911-2009). While Ji’s unsurprising departure at the ripe old age of 98 has not brought quite the same flood tide of emotion and cultural stock taking in China as Michael Jackson’s completely unexpected death a few weeks earlier at age 50 has in the United States and around the world, the way the venerable scholar is being remembered in Beijing is nevertheless remarkable. Long lines of people wishing to pay their last respects waited for hours to gain entrance to a …

Estimating The Effects Of Health Reform On Health Centers' Capacity To Expand To New Medically Underserved Communities And Populations, Leighton C. Ku, Peter Shin, Sara J. Rosenbaum Jul 2009

Estimating The Effects Of Health Reform On Health Centers' Capacity To Expand To New Medically Underserved Communities And Populations, Leighton C. Ku, Peter Shin, Sara J. Rosenbaum

Geiger Gibson/RCHN Community Health Foundation Research Collaborative

Nearly 100 million persons reside in urban and rural communities that can be considered medically underserved as a result of inadequate supply of primary care physicians and elevated health risks. A report by the National Association of Community Health Centers and the Robert Graham Center estimated that 60 million people are "medically disenfranchised" and lack access to adequate primary health care because of where they live, even though many have health insurance. This brief assesses the potential effects of national health reform on health centers and on the number of patients they can serve. Because improving primary care access is …

Antitrust Aspects Of Health Information Sharing By Public And Private Health Insurers, Taylor Burke, Lara Cartwright-Smith, Erica Pereira, Sara J. Rosenbaum

Health Policy and Management Faculty Publications

This policy brief is the first of two to address antitrust considerations that arise in health system transformation aimed at producing greater clinical integration and greater levels of information about the quality and cost of care. The second policy brief will discuss the implications of several recent Federal Trade Commission rulings on physician joint contracting to achieve clinical integration and greater health information accountability. These rulings have significant implications for growing efforts, as part of health reform, to create entities known as accountable care organizations.

Confucianism In Chinese Academia, Daniel A. Bell Jul 2009

Confucianism In Chinese Academia, Daniel A. Bell

China Beat Blog: Archive 2008-2012

Over the last decade or so, there has been a revival of Confucianism. Popular books on Confucianism are best sellers, and official discourse from the government often expresses traditional Confucian values like harmony. What is less well known, however, is the resurgence in interest among academics in China.

Rigorous experiments by psychologists such as Peng Kaiping and Wu Shali show that there are striking cognitive differences between Chinese and Americans, with Chinese more likely to use contextual and dialectical approaches to solving problems. Psychologists Huang Guangguo and Yang Zhongfang from Taiwan and Hongkong advocate the use of traditional Chinese ideas …

García V. The City Of Taft - The Struggle For Representation, Joseph J. Garcia Jul 2009

García V. The City Of Taft - The Struggle For Representation, Joseph J. Garcia

Chicano, Hispano, Latino Library Program

The case for this paper is based on García v. Taft, which was heard in the United States District Court for the Southern District of Texas, Corpus Christi Division, Civil Action NO. C-84-230, in 1985. The final decision was made in 1989. The case addresses a gerrymandered, at-large election system in the City of Taft, which was used to keep African-American and Mexican-American residents from taking part in city elections. The gerrymandered city boundaries did not include a large portion of the city inhabited by the Mexican-American voting block. To this day, a large part of this voting block is …

Youth Saving Preferences In Sub-Saharan Africa And The Potential For Asset Accumulation, David Ansong, Gina Chowa Jul 2009

Youth Saving Preferences In Sub-Saharan Africa And The Potential For Asset Accumulation, David Ansong, Gina Chowa

Center for Social Development Research

As youth transition to adulthood, their ability to save and accumulate assets becomes very important as they begin to accept financial responsibilities and plan for the future. This paper uses data from Masindi, a rural area in Uganda, to (a) investigate the savings preferences of youth in Sub-Saharan Africa (SSA), (b) examine the relationship between an asset-building intervention for youth and higher savings, and (c) determine whether gender and marital status interact in their effect on young people’s savings in SSA. Univariate statistics, independent sample t-test and factorial analysis of variance (ANOVA) are used to address the study’s three goals. …

Juvenile Sex Offenders: A Consideration Of Attachment Deficits In The Etiology Of Offending, Lee Anna Knox Jul 2009

Juvenile Sex Offenders: A Consideration Of Attachment Deficits In The Etiology Of Offending, Lee Anna Knox

Dissertations and Theses

Child sexual abuse is a serious and widespread problem that has been associated with a variety of short and long term consequences to victims, offenders, families, communities and society at large. In recent years, it has been recognized that up to 40% of sexual offenses occur at the hands of adolescent offenders (between 12-18 years of age). The literature suggests that early childhood familial experiences, specifically attachment deficits and experiencing abuse in childhood may be associated with offending behavior in adolescents. Important developments in attachment theory are reviewed and discussed as they relate to the etiology of offending behavior and …

High Plains Ag Lab Rotations Show Fallow Still Works In Western Nebraska, Paul Burgener Jul 2009

High Plains Ag Lab Rotations Show Fallow Still Works In Western Nebraska, Paul Burgener

Cornhusker Economics

The High Plains Ag Laboratory (HPAL) in Sidney, Nebraska is the dryland research site for the University of Nebraska located in the Panhandle. In addition to the typical small plot agriculture experiment areas, there is a significant dryland production area. There are a total of 718.5 acres in production, divided into 27 individual fields, ranging from the smallest unit at 19.7 acres to the largest at 36.7 acres. Within these fields there are presently seven different crop rotations, each with winter wheat as the base crop, including everything from the traditional wheat-fallow system to a continuous cropping system.

China Beat Blog: Archive 2008-2012

After a few weeks of vacation, China Beat is back to posting (though we considered making an 8 percent reduction in our future posts in honor of the UC furlough, we’ll just be back to business as usual). Even so, it is still summer and a few contributors have been using the time to publish in other venues.

Last Saturday, Ken Pomeranz mentioned a few of his recent publications, includingthis one at the New Left Review.

Jeff Wasserstrom recently reviewed Lisa See’s new book, Shanghai Girls for Time Asia. (We ran an interview with See this spring, which you can …

Chinese Regional Agricultural Productivity: 1994-2005, Haizhi Tong, Lilyan E. Fulginiti, Juan P. Sesmero

Lilyan E. Fulginiti Publications

Agricultural productivity growth in Chinese provinces during the 1994-2005 period is examined using two alternative approaches: a parametric stochastic frontier and a non-parametric Malmquist index. These models are suitable to the Chinese situation due to the existence of procurement prices, quotas, and other interventions that have distorted prices. Results show that there is high but declining productivity growth rates in the mid 1990’s with productivity growth decreasing in the late 1990’s but with a reversal of the trend around 1998 when growth rates start accelerating. A stochastic frontier translog production function is estimated to obtain an alternative measure of total …

On 21 July 2009 while deminer [the Victim] was working in his clearance lane, investigating a detected signal with his hand trowel, he hit a mine on its top and caused it to go off. The weather was hot and the ground surface was hard and dry, so it seems that the deminer had used his excavation tool by force and carelessly and directly on pinpointed spot so touched the top of mine and caused the accident. As the deminer was dressed with PPE (vest, helmet and visor according to [Demining group] SOPs), so his face, neck and chest remained …

An Amazing Open, And An Obscenity In Arlington, Richard C. Crepeau Jul 2009

An Amazing Open, And An Obscenity In Arlington, Richard C. Crepeau

On Sport and Society

If you watched The Open from Turnberry this weekend there were two surprises: Tiger Woods didn’t make the cut and Tom Watson nearly won the tournament. It became obvious that Tiger wasn’t playing his A-game when in the middle of his second round he played himself out of the tournament. Woods was one under par after seven holes and then went bogey, bogey, double bogey, par, bogey, double bogey. He was hitting shots that any weekend duffer could relate to as he topped the ball, mishit the ball several times, and explored all of the varieties of the rough. It …

Communication Rights, Digital Literacy And Ethical Individualism In The New Media Environment, Brian O'Neill Jul 2009

Communication Rights, Digital Literacy And Ethical Individualism In The New Media Environment, Brian O'Neill

Conference Papers

Recent developments in European media policy have given priority to the notion that all citizens need to be digitally literate to fully participate in the emerging Information Society. Media literacy or digital literacy, it is argued, will be required to able to exercise informed choices, understand the nature of content and services and take advantage of the full range of opportunities offered by new communications technologies. Further, being media literate, citizens will be better able to protect themselves and their families from harmful or offensive material. The inclusion of media literacy within the Audiovisual Media Services Directive (Commission of the …
