The Urumchi Unrest Revisited, James Millward Jul 2009

The Urumchi Unrest Revisited, James Millward

China Beat Blog: Archive 2008-2012

The violence in Xinjiang took place almost a month ago, but it continues to generate interesting commentary (see, for example, this thoughtful essay by Pallavi Aiyar). The early July events have also recently had two reverberations in Australia, as Jia Zhangke and two other Chinese filmmakers pulled out of a Melbourne film festival where a documentary expected to present a sympathetic view of one of the people Beijing blames for the unrest was to be shown, and then hackers attacked the festival’s website to protest that film’s inclusion in the line-up. In light of this, we asked James Millward, a …

Community Health Centers In Indiana: State Investments And Returns, Avi Dor, Patrick Richard, Ellen Tan, Sara J. Rosenbaum, Peter Shin, Lee Repasch

Geiger Gibson/RCHN Community Health Foundation Research Collaborative

Indiana Community Health Centers (I-CHC), including Federally Qualified Health Centers (FQHCs) and State Funded Health Centers (SFHCs), play a vital role in caring for the state's most vulnerable populations. Although their patient base tends to be poorer and experience greater health challenges than the general population, these health centers have generated substantial health care savings while providing high quality, low cost care. In this brief, key findings are presented from a recent study, conducted for the Indiana State Department of Health by GWU faculty and staff that was designed to estimate the cost savings and benefits generated by the state's …

Hd Radio: Lost In Transition, Michael Huntsberger, Alan G. Stavitsky

Faculty Presentations

While many nations in the developed world have successfully implemented a variety of digital radio broadcasting technologies, U.S. Broadcasters have opted to implement a technology that is unique to North America: In-Band On-Channel broadcasting, marketed under the trade name HD Radio. While HD Radio offers improved audio quality and substantial convenience, broadcasters continue to struggle with issues of consumer awareness and use. This presentation examines some of the issues that have deferred the successful implementation of digital radio in the U.S.

But as the current August 14 deadline approaches, producers know more and more about the potential safety net provided under the ACRE program, and have a better opportunity to analyze the economics of choosing ACRE versus the DCP program before visiting their USDA Farm Service Agency (FSA) office.

Us Foreign Trade Zones As The Secret Lover: Is Uncle Sam Faithful To Tariff Elimination?, Richard J. Smith

Social Work Faculty Publications

For centuries the nations and principalities of the world have engaged in trading schemes to boost exports. Conquest, protection of domestic supply through tariffs and eroding domestic currency are all part of the historic policy harem. The United States has a foreign trade zone program. Who knew? FTZs evoke images of women locked inside a dark sweatshop in a jungle making hoodies for football fans. While these "developing" countries have unambiguously embraced FTZs as an export strategy, Uncle Sam has played the unwilling suitor to the concept, making the FTZ a common law revealed preference while engaged with but not …

Race And Espionage, Sam Goffman Jul 2009

Race And Espionage, Sam Goffman

China Beat Blog: Archive 2008-2012

The fact that China and the US spy on each other should come as no surprise to anybody. Each country is nervous about the other, and espionage, though it is surely not conducted with the same vigor as during the Cold War, is still an important part of interactions between states.

What’s interesting about Chinese espionage operations in the US, however, is that they appear to involve strong racial and nationalist overtones. The Soviet Union tended to appeal to ideology, or simply offer money or other types of benefits to its agents; China, it seems, is mainly going after overseas …

Patterns Of Differential Involvement In Terrorist Activities: Evidence From Dhkp/C And Turkish Hezbollah, Ismail Yilmaz Jul 2009

Patterns Of Differential Involvement In Terrorist Activities: Evidence From Dhkp/C And Turkish Hezbollah, Ismail Yilmaz

Theses and Dissertations

This study examines the patterns of involvement in terrorist activities for the Revolutionary People’s Liberation Party/Front (DHKP/C) and Turkish Hezbollah members. The study is based on the assumption that terrorists differ in terms of their involvement in terrorist activities. In this sense, there are full-time and part-time terrorists. Full-time terrorists act professionally and do the assignments given by their commanders. Part-time terrorists, on the other hand, act on a non-professional basis and have their own motivations to participate in terrorist activities. For part-timers, there are various factors that may have an effect on their degree of involvement in terrorist activities. …

Building Community In Mixed Income Developments: Assumptions, Approaches And Early Experiences, Mark L. Joseph Jul 2009

Building Community In Mixed Income Developments: Assumptions, Approaches And Early Experiences, Mark L. Joseph

Faculty Scholarship

As an urban-redevelopment strategy, the goals of mixed-income development are often talked about in terms of building “community”—the shaping of environments, opportunities, and social arrangements that promote healthy neighborhood life, particularly for the low-income people who live there. This article explores the strategies engaged, expectations for, and early responses to efforts to build “community” in three mixed-income developments being built on the footprint of former public housing developments in Chicago. In doing so, it investigates the expectations among residents and stakeholders, distills and explores three major strategic orientations being engaged by developers and their partners, and examines how these strategies …

Fair Process In Physician Performance Rating Systems: Overview And Analysis Of Colorado's Physician Designation Disclosure Act, Lara Cartwright-Smith, Sara J. Rosenbaum

Health Policy and Management Faculty Publications

Programs to rate, grade, rank, or tier physicians based on quality or other measures are becoming more commonplace as the demand for greater transparency and accountability in the nation’s health care system intensifies. For many years, the preferred provider organization (PPO) reflected the most basic form of tiering—physicians were either included or excluded from the PPO network. However, this approach has become more refined as the tools for evaluating physician performance have evolved.
