America’S Vital Interests, Ted Mcallister
America’S Vital Interests, Ted Mcallister
School of Public Policy Working Papers
Near mid-century the most influential journalist of the age, Walter Lippmann, appealed for a foreign policy rooted in American "vital interests" rather than a "fundamentalist" idealism. Even as he crafted a more realistic, less moralistic foreign policy, Lippmann was famously developing his controversial public philosophy grounded on a universal Natural Law. At this intersection between a nation oriented around self-evident Truth and an international order ruled by naked power and interests, Walter Lippmann produced a hard-headed via media lamentably rare in an ideological age. We have much to learn from this great American stoic whose life's work was to educate …

UNLV Theses, Dissertations, Professional Papers, and Capstones
In May 2009, six students enrolled in a graduate level policy analysis course at the University of Nevada- Las Vegas engaged in discussion concerning the effects of recent trends in the financing of higher education within the State of Nevada. This discussion was further narrowed down to the effects of tuition revenues. To what extent the University of Nevada-Las Vegas exercises control of their individual tuition revenues (how tuition revenues are expended and/or invested), and the amount of tuition revenues retained (to be expended and/or invested to maintain institutional operations) became the basis of this paper. While comparing the University …
Sexual Behaviors Of Students Studying Abroad, Jenna Smith
Sexual Behaviors Of Students Studying Abroad, Jenna Smith
Theses and Dissertations
The purpose of this study was to explore the risky sexual behaviors of students studying abroad, given that prior research has shown that individuals on vacation and international travelers are engaging in riskier sexual behavior while away from home. Participants included NJ university students, between the ages 18-50, who are currently or have studied abroad within the past 6 years. Student information was obtained from Rowan University and each individual was emailed a link to an anonymous online survey. The survey included questions from the Rosenburg Self-Esteem Questionnaire, Relationship Scale Questionnaire, Relationship Questionnaire and questions based on prior research (Milhausen …

Executive Perks: Compensation And Corporate Performance In China, Ilan Alon, Pattarin Adithipyangkul, Tianyu Zhang
Faculty Publications
Many studies have examined CEO compensation in developed countries, where a long tradition of disclosure renders data readily available. In emerging economies, particularly in China, where market-based compensation is a relatively new phenomenon, there are few studies of CEO compensation. In addition, information on the use of non-cash compensation is almost absent. Building on the general literature on CEO compensation, and Chinese economic and management studies, this article singularly contributes to the extant literature by (1) examining the motivational determinants of CEO perk compensation, on the one hand, and (2) exploring the relative contribution of perks to performance. We anticipate …

Massachusetts Office of Public Collaboration Publications
Over the past several years, the Massachusetts Office of Dispute Resolution and Public Collaboration (MODR) has worked with the Kettering Foundation to establish a Public Policy Institute (PPI) for public deliberation at the University of Massachusetts Boston. In June 2008, the Kettering Foundation invited MODR to join other research partners across the country in a research experiment influenced by Daniel Yankelovich‟s Seven Stages of Public Understanding. The purpose of this experiment is to test how effectively a citizen court process model communicates public opinion on contentious public policy issues to public officials and the media.
MODR agreed to join in …

China Behind The Headlines: Xu Zhiyong, Susan Jakes
China Beat Blog: Archive 2008-2012
Earlier this year, a graduate of his country’s most prestigious law school with an impressive record of public service, a comfortable academic post at a major university, and a political office he’d won in a trailblazing election summarized his life’s mission for a local newspaper. “I strive to be a worthy citizen, a member of a group of people who promote the progress of the nation,” he told the reporter. “I want to make people believe in ideals and in justice and help them see that there is hope for change.”
Like a more well-known community organizer, Xu Zhiyong has …

Filthy Fiction: The Writings Of Zhu Wen, Julia Lovell
Filthy Fiction: The Writings Of Zhu Wen, Julia Lovell
China Beat Blog: Archive 2008-2012
Chinese fiction of the 1990s was not short on shock value. If we think of the decade’s cultural tone being set by Deng Xiaoping’s 1992 command to unleash commercial forces, then the years that followed proved rich in works that would have done the old man proud. Quick off the mark was Jia Pingwa, who triumphantly became one of the earliest, most notorious cases of a serious writer surrendering to lurid populism, with his 1993 novel, The Ruined Capital (Feidu): a best-selling, soft-pornographic tale of a male writer’s travails through the corruption of contemporary China. Things were not looking much …

In Case You Missed It: Cambridge Companion To Modern Chinese Culture, Miri Kim
China Beat Blog: Archive 2008-2012
For scholars of China who are interested in modernity, the looming question seems to be, is ‘modernity’ a valid and useful analytical category for describing, explaining, and understanding China? And if so, how should modernity and its attendant conceptual apparatuses be deployed in investigations of China’s various aspects, historical, political, cultural, and so on? In The Cambridge Companion to Modern Chinese Culture, editor Kam Louie and a distinguished list of contributors seek to explore China within its particular modern contexts and clarify the idea of ‘modernity’ by using historical and contemporary cases.
In his introduction Louie writes, “At first glance, …
Do Medicaid And Chip Measure Errors Correctly?, Leighton C. Ku
Do Medicaid And Chip Measure Errors Correctly?, Leighton C. Ku
Health Policy and Management Issue Briefs
Measuring and reducing errors in Medicaid and CHIP is important, but the current program and the proposed regulatory provisions are flawed and misleading. Reducing errors should involve not only reducing payments that are issued in error, but reducing the rate at which eligible applicants are erroneously denied Medicaid coverage. CMS should give develop a better, more valid approach to error determination when there are cases of missing or insufficient provider or eligibility data and issue a new proposed rule that offers a new approach or approaches.

Rural Community Characteristics, Economic Hardship, And Peer And Parental Influences In Early Adolescent Alcohol Use, Laura De Haan, Tina Boljevac, Kurt Schaefer
University Faculty Publications and Creative Works
The study explores how differences in rural community contexts relate to early adolescent alcohol use. Data were gathered from 1,424 adolescents in the sixth through eighth grades in 22 rural Northern Plains communities, as well as 790 adults, parents, teachers, and community leaders. Multilevel modeling analyses revealed that community supportiveness, as perceived by adolescents, but not adults, was associated with less lifetime and past month alcohol use, and for past month use, this relationship was stronger than perceived peer drinking or parental closeness. Perceived peer drinking and parental closeness were not associated with past month use. Adolescents experiencing family economic …
