Looking Back: Letters Of Persuasion: Posturing For A Carnegie Library In Middlesboro, Jonathan Jeffrey

When making application for a Carnegie Library grant, proponents added letters of support. These letters often described their communities in great detail, providing information about the city's population, the area' cultural and educational institutions, and the dynamics of local government. Writers took this work quite seriously, and some eloquently requested that the "King of Steel" provide funding for a library in their community. This article presents information about the letter writing campaign from Middlesboro, Kentucky, a small town in the southeastern portion of the Commonwealth. It also includes five letters sent to Carnegie from Middlesboro citizens along with biographies of …

Treatment Policies & Programs For Mentally Ill Offenders: A Comparison Of Kentucky And The Nation, Irina Soderstrom, Shenna Smith

Kentucky Justice and Safety Research Bulletin

Approximately 10-15% of the nearly 6 million offenders in U.S. jails, prisons or on probation or parole, suffer from mental illness. Correctional systems are legally mandated to provide treatment, yet they are overwhelmed with the high costs associated with specialized staff training, the hiring of professional mental health providers, psychotropic medications and specialized housing.
This article discusses the prevalence of the problem of the continually increasing numbers of offenders in need of mental health services. The article also presents the results of a national survey of the chief mental health administrators for the state correctional systems across the United States. …

Anatomy Of Public Health Research: Tobacco Control As A Case Study, Michael L. Marlow

Economics

Tobacco is unhealthy, and apparently it is not hard to convince people that government programs are somehow not only effective but necessary to reduce smoking. Early efforts were successful because they focused on raising prices through tax hikes. Then smoking bans became the focus. Bans have so far been imposed on restaurants and bars in 27 states and Washington, D.C., and it is argued that they will change social norms in ways that lower smoking. Spending programs represent a more recent strategy, and these are the focus of this commentary. State governments fund antismoking advertisements that run in newspapers and …

The 1990’s were an extremely dark time in modern Serbian history, mired by wars, sanctions, dictatorship, and struggle. Those who came of age in that time find their entire lives to be defined by their country’s transition process. Because of this experience, these individuals are in a unique position to make connections between past conflicts and present challenges in Serbia. Diamond mining in the southeastern Cameroon is on the cusp of a boom of development. Artisanal diamond miners served as the “beacon” for an industrial mining company, C&K, to explore and attempt to gain permission to commence exploitation. There are massive social, economic and environmental implications depending on the execution of exploitation. It is the role of the government bodies and the corporation to identify sustainable methods to develop this untapped natural resource and the surrounding infrastructure. Past years have proven Kenyans dominant in the sport of athletics. Today, runners from the Rift Valley win more major middle- and long-distance running events than those from any other nation in the world. Although athletics is not the most lucrative of sports, modern marketing has resulted in creating a sport with various financial incentives. These include prize money, sponsorships, and the opportunity for a new life. However, runners from rural agricultural backgrounds find it very difficult to translate their athletic talent into dollars at the finish line. Political Capital And The Project Planning Process: An Action Research Exercise Of The Shirazi Community Health Clinic Project, Lindsay Beebe

This paper assess the political capital of the rural Kenyan coast village of Shirazi in the context of the project planning process, using the subjective well-being paradigm of development to guide the research parameters. Household surveys were conducted to provide a baseline of information about village demographics, political efficacy, and measure subjective well-being. The surveys found that Shirazi village, although disadvantaged by limited access to economic markets and financial capital, has a wealth of political capital. The results of the survey, supported by an observation of and participation in the village’s political processes, indicate that Shirazi village will be a …

A Preliminary Linguistic Analysis Of Plant Names In Ikpaná (Logba), An Endangered Ghana Togo Mountain Language, Lydia Jewl Green

Methodology: I spent 12 days living in three of the towns in the Logba traditional area (Alakpeti, Klikpo, and Tota) during which time I elicited approximately three hours of footage spread over four miniDV tapes of native speakers of Ikpaná describing the names and uses of the plants in the surrounding area in the Ikpaná language.

Findings: I analyzed some of the linguistic properties of the plant names as they relate to the endangered language status of the language.

Conclusion: Ikpaná is being pressured by Ewe and by globalization. This can be demonstrated through an analysis of the plant names, …

Partnerships for Children and Families Project

Earlier research by the Partnerships for Children and Families Project on the daily living realities of youth and children involved with mental health services, particularly residential treatment, revealed the ongoing and pervasive nature of difficulties youth and children experienced in their academic functioning (Cameron, de Boer, Frensch, & Adams, 2003). As the education experience is such a large part of youth and children’s lives, we sought to better document how children and youth were performing in school in the current study.
