While presidential inaugurations routinely attract hundreds of thousands or more visitors to Washington, D.C. for the quadrennial celebration, our examination of employment from the Current Employment Statistics survey from 1939 to the present and both employment and unemployment from the Current Population Survey from 1977 to the present finds no noticeable effect on either variable from the event. The residents of D.C. should not expect the inauguration to make them any richer, and the city should not count on any economic benefits generated by the event to fully pay for the significant costs of hosting it.

In 2007, the Vietnamese government declared an ambitious master plan to extract its bauxite resources, mainly concentrated in the Central Highlands. The impact of bauxite mining on the livelihoods of indigenous people and the macroeconomy have been debated by many scientists, economists, environmentalists, and journalists, both in Vietnam and among the Vietnamese who live overseas. From a holistic perspective to sustainable development, this paper analyzes the potential impacts of the Tan Rai and Nhan Co bauxite mining and alumina refining projects, the major part of the Vietnamese government’s master plan. Dayton Power and Light commissioned this capstone project to test DP&L’s hypothesis that individual forecasting models for each of its different customer classes when combined will generate a better forecast of total load than their current practice of using one model that does not make a distinction between the electrical use of different customer classes. This hypothesis was based on the observable fact that a change in weather does not create a change in electrical consumption equal across all customer classes. Stories represent an important key to how people remember information. Psychology has characterized stories in terms of grammars, which are lists of components typically found in stories (e.g., setting, protagonist, causal sequence etc.). This has a tendency to limit the definition of a story to grammars and negate the importance of ideas such as content. The present research hopes to expand the definition of a story by introducing another set of literature, namely speech act theory. The problem of determining the optimal number of clusters is important but mysterious in cluster analysis. In this paper, we propose a novel method to find a set of candidate optimal number Ks of clusters in transactional datasets. Concretely, we propose Transactional-cluster-modes Dissimilarity based on the concept of coverage density as an intuitive transactional inter-cluster dissimilarity measure. Based on the above measure, an agglomerative hierachical clustering algorithm is developed and the Merge Dissimilarity Indexes, which are generated in hierachical cluster merging processes, are used to find the candidate optimal number Ks of clusters of transactional data. There are many school-age children involved in the transnational movement of peoples between the United States and Mexico. Among those currently in Mexico (typically regarded as a sending country rather than a receiving country), most expect to return to the United States someday, although not necessarily permanently, and they variously identify as Mexican, Mexican American, or American. This suggests that the prospect of enduring geographic mobility affects the complicated work of identity formation and affiliation. Victims of domestic violence present a challenge to law enforcement and emergency room personnel. The authors propose a helping approach to assist these professionals. This paradigm is composed of: active and empathetic listening, acceptance without judgment, identifying victims’ strengths, honoring victims as experts, and the process of leaving an abusive relationship.

This Article proceeds in three principle parts. Part II explains the role of rhetoric and narratives in shaping commonly held societal beliefs and argues that racial exhaustion discourse functions as a social script that seeks to portray the United States as a post-racist society. Part II then summarizes the basic content of racial exhaustion rhetoric and identifies five common arguments that have endured across historical contexts, which depict race-based remedies as redundant, taxing, injurious to whites, special handouts to blacks, and futile because law cannot alter racial inequality. This Article proposes that dissenting Supreme Court Justices provide cues in their written opinions about how future litigants can reframe case facts and legal arguments in similar future cases to garner majority support. Questions of federal-state power cut across most other substantive legal issues, and this can provide a mechanism for splitting existing majorities in future cases. By signaling to future litigants when this potential exists, dissenting judges can transform a dissent into a majority in similar future cases.

In this Article, we examine the effect of judicial ideology on IP case outcomes before the Supreme Court from 1954 to 2006. We find that ideology is a significant determinant of IP cases: the more conservative a justice is, the more likely he or she is to vote in favor of recognizing and enforcing rights to intellectual property. We also find evidence that the relationship is more complex than a purely ideological account would suggest; our results suggest that law matters too. Clearly, religion and freedom do not yet coincide in many countries, however rosy their new constitutional claims are as to religious rights and freedoms for all. Apostasy, Blasphemy, Conversion, Defamation, and Evangelization-these are the new alphabet of religious rights violation in a number of regions around the world. Occurring at the intersection of religion and international human rights, these violations are also challenges to the universality of human rights and the democratic institutions that generate and affirm them.

Viewpoint Diversity And Media Consolidation: An Empirical Study, Daniel E. Ho, Kevin M. Quinn

One of the central predicates of legal regulation of media ownership is that ownership consolidation reduces substantive viewpoint diversity. Appellate courts and, in turn, the Federal Communications Commission have increasingly demanded evidence for this convergence hypothesis, but extant empirical measures of viewpoint diversity sidestep the problem, ignoring diversity, viewpoints, or both. Our Article develops and offers a finely tuned, time-varying statistical measure of editorial viewpoint diversity, based on a new database of over 1600 editorial positions in twenty-five top newspapers from 1988-2004. A centuries-old controversy asks whether judicial elections are inconsistent with impartial justice. The debate is especially important because more than 90 percent of the United States’ judicial business is handled by state courts, and approximately nine in ten of all state court judges face the voters in some type of election. Using a stunning new data set of virtually all state supreme court decisions from 1995 to 1998, this paper provides empirical evidence that elected state supreme court judges routinely adjust their rulings to attract votes and campaign money. The conventional wisdom among many legal scholars is that judicial independence can best be achieved with an appointive judiciary; judicial elections turn judges into politicians, threatening judicial autonomy. Yet the original supporters of judicial elections successfully eliminated the appointive systems of many states by arguing that judges who owed their jobs to politicians could never be truly independent. Because the judiciary could function as a check and balance on the other governmental branches only if it truly were independent of them, the reformers reasoned that only popular elections could ensure a truly independent judiciary. The Article examines the impact of social movement activity upon the advancement of GLBT rights. It analyzes the state and local strategy that GLBT social movements utilized to alter the legal status of sexual orientation and sexuality following the Supreme Court's ruling in Bowers v. Hardwick. Successful advocacy before state and local courts, human rights commissions, and legislatures fundamentally shifted public opinion and laws regarding sexual orientation and sexuality between Bowers and the Supreme Court's ruling in Lawrence v. Texas. This altered landscape created the ''political opportunity" for the Lawrence ruling and made the opinion relatively "safe. "

Forming a coalition on a multi-judge panel involves an inherent trade-off between coalition maximization and ideological outcome optimization. Much scholarship is premised on assumptions about how judges make that trade-off; these assumptions have consequences for how we view and measure judicial decision-making. Specifying these assumptions, formally modeling their effects, and basing measures of judicial behavior on these results offer the potential to improve analysis of judicial decision-making.

This article describes the origins, design, and implications of a new study exploring female-perpetrated statutory rape against ado­lescent boys in the United States. In contrast to both legal frame­works, which typically regard statutory rape as a male-on-female phenomenon, and existing literature from the fields of psychology and psychiatry derived from clinical samples and sex offender reg­istries, this study examines the incidence of female-perpetrated stat­utory rape using data from electronic news reports covering the period 1990-2008. Like its analogue counterpart, digital radio is one of the 'older' forms of new media. The technology of digital radio broadcasting has been under active development for at least 25 years and has produced a number of different technical solutions, the longest established of which is Eureka-147 or Digital Audio Broadcasting (DAB). This article explores DAB's distinctly European vision for the future of broadcasting. DAB is traced to its origins in 1980s European research and development policy and its affinity with traditions of European public service broadcasting. Gaming In Massachusetts: Can Casinos Bring 'Good Jobs' To The Commonwealth?, Marlene Kim, Susan Moir, Anneta Argyres

This study examines the quality of jobs in the United States gaming industry and analyzes enabling legislation in five states that have legalized gaming. The authors find that the gaming industry -- particularly the unionized sector of the casino hotel industry -- provides good jobs with good wages and benefits for workers with less than a high school degree. The authors conlcude that workforce development efforts in Masschusetts must include strategies to address improving the quality of entry-level jobs.

This study examines forms of future expression used by L2 English learners, which can be different from those used by native English speakers. Three types of data were collected for this study--language produced daily by L2 English learners in an ESL classroom, language produced in response to open questions in an interview, and language produced in a Discourse Completion Task (DCT). Twenty-six ESL learners from multiple language backgrounds participated in the interview and DCT portions of the study. Psychopathic traits include a lack of guilt, a lack of remorse, callousness and antisocial behaviors such as impulsivity and aggression. The current study examined the effects of psychopathic traits as measured by the Psychopathic Personality Inventory - Revised: Short Form (PPI-R: SF; Lilienfeld & Widows, 2005) and the Levenson Primary and Secondary Psychopathy Scales (LPSP; Levenson, Kiehl, & Fitzpatrick, 1995), and of Machiavellianism (MACH), as measured by the MACH-IV (Christie & Geis, 1970), on cognitive dissonance in a sample of 164 participants. Smoking is deleterious to one's health and is the leading cause of preventable death in the United States; no level of smoking has been found to be safe. Hispanic and college populations smoke at lower levels but for longer periods of time than non-Hispanic whites and are at risk of escalating their smoking. In this study the effect of a brief tailored intervention on quit status, smoking reduction, Transtheoretical measure change, as well as potential correlates of smoking cessation and reduction, were examined. The structure of U.S. agricultural production changed dramatically during the 20th Century. Major technological innovations transformed the relationship between agricultural inputs and outputs, and contributed to rapid increases in agricultural productivity. However, evidence is mounting that suggests we have entered a new era, with substantially lower rates of productivity growth. In this article, we examine trends and spatial patterns in agricultural input use, production of outputs, and productivity. We focus on productivity growth over the period 1949–2002, and find a statistically significant slowdown in productivity growth after 1990.
