Effective citizenship practice in the United States has several important characteristics, which can provide the foundation for young people to access opportunity in employment and education. A continuum of policies, programs, and strategies meant to alleviate poverty have central themes of providing education and vocational opportunities, and yet large numbers of young minority people remain disenfranchised with no chance to succeed. There is even greater loss in the population of African American males who otherwise could achieve stable and strong economic life styles. This panel discussion explored the successes and struggles of running a WEA course through collaboration. The panel shared their stories and provided suggestions for ways to create a WEA experience for their clients/students by working with another affiliate. Six individuals who had collaborated in various ways sat on this panel. Collaboration included working together to run a course, using resources from another school, or even going to locations that were used by another school/affiliate.

The Elasticity Of Taxable Income During The 1990s: A Sensitivity Analysis, Seth H. Giertz

This paper examines alternative methodologies for measuring responses to the 1990 and 1993 federal tax increases. The methodologies build on those employed by Gruber and Saez (2002), Carroll (1998), and Auten and Carroll (1999). Internal Revenue Service tax return data for the project are from the Statistics of Income, which heavily oversamples high-income filers. Special attention is paid to the importance of sample income restrictions and methodology. Estimates are broken down by income group to measure how responses to tax changes vary by income. Today sustainable development is a very pertinent issue. Communities do not want companies, specifically mining companies, to deplete a natural resource and leave. The goal is to minimize the negative impacts of mining and the boom/bust cycles of natural resource extraction.

In this study a three part framework was developed to analyze the sustainability of the Flambeau Mine in Ladysmith, Wisconsin. The first and second part dealt with an in-depth local and regional analysis and whether the community was developing within its own vision. Beliefs and practices concerning death have changed throughout human history. In pre-modern times, death at a young age was common due to living conditions and medical practices. As medical science has advanced and helped humans live longer, attitudes and responses to death also have changed. In modern Western societies, death is often ignored or feared. Changes in lifestyles and improved medical science have depersonalized death and made it an encroachment on life instead of part of life. The existence of angels has been discussed for centuries in legendary, philosophical, and religious writings. Many people have reported encounters with angels at different times in their life. Near-death research has recorded angelic encounters, during near-death experiences, by describing encounters with beings of light or angelic forms recognizable to the experiencer. This essay will discuss some legendary, theological, and philosophical beliefs that support the belief in the reality of angels as messengers, guides, and guardians to human beings and their function as spiritual guides during near-death experiences.

E-government is entering its second decade as a widely-embraced agenda for public sector reform. There are often distinctions made between e-government as administrative reform and e-governance as democratic reform, although there is invariable overlap between both spheres. In this context, the purpose of this paper is to undertake an examination of the impacts of e-government on both administration and democracy in a multi-level governance environment. In doing so, we will provide a comparative assessment of two sub-national jurisdictions known for investing aggressively in e-government in recent years: Catalonia, Spain, and Ontario, Canada. Over the past 25 years, welfare and other public policies for families living below the poverty line have developed a primary objective of promoting parents’ self-sufficiency. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), passed in 1996, was a milestone in this effort, limiting the number of years that families can receive federal cash welfare assistance and requiring most of them to participate in work-related activities to be eligible for such assistance. This new emphasis on work was one of the main reasons for the dramatic decline in welfare dependency during the late 1990s. The new legislation, however, also …

Gay and lesbian topics have received much media attention in recent years. Debates have revolved around issues such as gay marriage, adoption rights, and the legal relationship of children born to a homosexual couple with their nonbiological second parent. Corporations have started to provide partner benefits to gay and lesbian employees. Many companies today have added the words “sexual orientation” to their equal rights hiring policies. Nevertheless, discrimination against homosexual people in the workplace is still widely perceived to exist.

Interlibrary loan departments are frequently looking for ways to reduce turnaround time. The advent of electronic delivery in the past decade has greatly reduced turnaround time for articles, but recent developments in this arena have the potential to decrease that time even further. The ILLiad ILL management system has an electronic delivery component, Odyssey, with a Trusted Sender setting that allows articles to be sent to patrons without borrowing staff intervention, provided the lending library is designated as a Trusted Sender, or this feature is enabled for all lenders. Meeting The Standards: An Analysis Of Eight Grade Educational Assesment Test Scores In Maine, Michael Donihue, Joseph Mattos, Caroline Theoharides, Charlotte Tiffany

This paper examines the impact of socioeconomic factors on eighth grade achievement test scores in the face of federal and state initiatives for educational reform in Maine. We use student-level data over a five year period to provide a framework for understanding the policy implications of these initiatives. We model performance on standardized tests using a seemingly unrelated regressions approach and then determine the likelihood of meeting the standards defined by the adequate yearly progress requirements of the No Child Left Behind Act and Maine Learning Results initiatives. Our results indicate that the key factors influencing a student’s test scores …
