The Colby Green is a campus expansion project which began in October of 2003. The construction would result in three new buildings, additional parking, and an elliptical 75,000-squarefoot green southeast of Mayflower Hill Drive. There were also plans for the construction of three run-off management and sediment ponds below the green, to manage flooding of the green. Three drains in the green transport water to the three retaining ponds which slowly disperse water into the surrounding environment. The ponds were created by constructing earthen dams around the drain outlets. The dams are composed of soil, cobbles, and boulders procured from …

Objectives: To assess the prevalence and predictors of unprotected sex among HIV+ individuals in clinical care in urban KwaZulu-Natal, South Africa.

Design: Cross-sectional survey of 152 HIV+ individuals attending a hospital-based HIV-clinic.

Methods: Structured interviews were conducted by bilingual interviewers. Sexual risk behaviour in the preceding 3 months was assessed via event counts.

Results: In one of the first studies of its kind in South Africa we found that nearly half of the sample reported vaginal or anal sex during the preceding 3 months, and 30% of these patients reported unprotected vaginal or anal sex. Among sexually active patients, a …

A Risk Factor Model For Anterior Cruciate Ligament Injury, Gerwyn Hughes, J. Watkins

Kinesiology (Formerly Exercise and Sport Science)

The stability of the tibiofemoral joint is maintained by passive (non-contractile) and dynamic (contractile) mechanisms. The passive mechanisms include the shape of the articular surfaces, the menisci, the ligaments and the joint capsule. The dynamic mechanisms consist of the muscle-tendon units that cross the joint, in particular, the quadriceps and hamstrings. The incidence of non-contact anterior cruciate ligament (ACL) injury is reported to be 6 to 8 times greater in females than males competing in the same activities. A number of intrinsic and extrinsic risk factors have been proposed to account for this gender difference in the incidence of ACL …

This research, developed as part of the Development Research Centre on Migration, Poverty and Globalization, was funded by the Department for International Development (DfID) of the UK government. It was carried out by the Forced Migration and Refugee Studies program (FMRS) at the American University in Cairo between February and June 2005. It is part of a wider research program examining the policies affecting forced migrants in the Arab world. The project addressed the interplay of politics, policies, and populations in the production of current perceptions of refugees and other forced migrants. Taxation is critical for satisfying basic needs and generating an inclusive development process that benefits the poor as well as the rich in Latin America. The World Bank offers tax advice to developing countries, and it pressures countries to follow that advice by making it a condition for receiving development loans at preferential interest rates. This paper argues that in response to a short-term financial crisis. the World Bank recommended a regressive tax system that raises revenue quickly, but, in the long-run slows the satisfaction of basic needs and obstructs the implementation of an inclusive development process. The lack of consistent, reliable data on interregional trade and interindustry transactions hampers complete analysis of regional models. This study implements and tests interindustry transaction flows in a national system of economic regions derived from an interregional accounting framework and initial information on interregional shipments. The method used to construct an interregional Commodity by Industry Flow matrix for the United States involves the construction of single-state SAMs. The interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportation Statistics, which adjusts the estimated interregional SAM to insure the …

Recent corporate scandals demonstrate that rank-and-file employees often remain silent in the face of significant fraud. This silence is unfortunate because corporate employees have inside knowledge of misconduct that gives them an information advantage over more traditional corporate monitors, such as independent directors and government regulators. To address this problem, the Sarbanes-Oxley Act utilized a new approach that encourages employee whistleblowers to disclose information about corporate wrongdoing. This approach, which Professor Richard Moberly labels the “Structural Model,” requires that corporations provide a standardized channel for employees to report organizational misconduct to official monitors within the corporation. How Readable Are Summary Plan Descriptions For Health Care Plans?

• SPDs are the primary source of health plan information: The summary plan description (SPD) is the primary source of information for workers who participate in an employment-based health care plan. This study investigates whether private-sector employers’ SPDs are written so that an average plan participant can identify and read important information contained in the document, as required by federal law. The study collected and tested SPDs for 40 health care plans from a diverse national sample and subjected them to content and readability analyses.

A "judicial paradox" exists today concerning the state of equitable remedies available under the Employee Retirement Income Security Act of 1974 ("ERISA"). This paradox exists not as a result of implementation of the statute by a federal regulatory agency, but rather as the result of numerous Supreme Court decisions interpreting the meaning of "appropriate equitable relief" for claims brought under Section 502(a)(3) of ERISA.

An adequate theory of "appropriate equitable relief" under Section 502(a)(3) of ERISA has yet to be developed. Ultimately, the law- equity paradigm has led to judicial decisions under Section 502(a)(3) that contravene Congress's intent to provide …

A series of court opinions and a related line of commentary draw attention to the need for further inquiry regarding the defensible interpretation and application of dangerousness as a consideration in capital sentencing. The court opinions raise questions regarding the manner in which sentencers should interpret and weigh dangerousness as a factor in capital sentencing. In Penry v. Lynaugh, the Supreme Court overturned the capital sentence of a mentally retarded offender under the special issue sentencing standard in force in Texas at that time. This procedure required that the sentencing jury answer two sentencing questions regarding deliberateness and dangerousness. …

In summer and fall 2002, personnel with Prewitt and Associates, Inc., undertook data recovery excavations at prehistoric site 41MM341 for the Texas Department of Transportation, Environmental Affairs Division, to address the requirements of Section 106 of the National Historic Preservation Act and the Texas Antiquities Code. Site 41MM341 is in central Milam County, Texas, just southeast of the town of Cameron, on a low rise in the modern floodplain of the Little River. During excavations on Caney Creek in Wood County, Texas in the mid-1960s, a local collector found a turquoise pendant in a Caddo burial. In all, nine burials were uncovered in what appears to be a small family cemetery probably associated with an unknown near-by residential area. He designated the site Arnold Glenn #2, west side of Caney Creek and I more recently recorded the site as the Turquoise site (41WD586).

This collector located numerous sites, including residential sites, mounds, and cemeteries in the mid to upper regions of Caney Creek above the confluence of Caney and Lake Fork creeks. Several …

Index of Texas Archaeology: Open Access Gray Literature from the Lone Star State

In this article, we discuss three engraved marine shell ear disks from two protohistoric (ca. A.D. 1670-1700) Caddo sites on Stouts Creek in Hopkins County, Texas. These rather unique engraved marine shell disks have only been reported from three other archaeological sites in the entire southern Caddo area. Stouts Creek is a tributary to White Oak Creek. The drainage is situated in the modern Post Oak Savanna, at the far western edge of the distribution of Late Caddo Titus phase sites in Northeast Texas.

TheW-S site (41TI741) is a large post-A.D. 1600 Titus phase cemetery on Swauano Creek in the Big Cypress Creek basin. The site was dug in the late 1970s by Ralph Nicholas and associates, and there are available notes and maps on his excavations on file at the Texas Archeological Research Laboratory at The University of Texas at Austin. Here I employ these notes and maps to examine the structure and growth of this particular Caddo community cemetery.
