This book is the product of two semesters of academic leave, in the Fall of 1998 and 2005, for which I am grateful to Trinity University. Substantively, it is in (almost) final form but even the most casual reader will notice that it needs extensive editing, mainly of formatting, consistency of style and, to some extent, spelling and grammar. A few cases also need a "headnote" and/or some "Comments and Queries." The federal universal service scheme is designed to ensure that everyone has affordable access to advanced telecommunications and information services. Despite the development of cost-effective technologies that drastically reduce the cost of telephone services vis-à-vis the Internet and Wi-Fi networks, federal regulations generally prevent municipalities or private companies from providing wireless Internet access with universal service funds. Federal regulations have replaced technology costs, lack of business incentives, and consumer affordability as the primary barrier to universal service. It seemed like such a good idea, one whose time had finally come. Then in one sweeping ruling the Bush Administration dealt what could be a fatal blow to another of Bud Selig's dreams. The World Baseball Classic scheduled for March may well end in a shambles. Only a nod from the man who once seemed destined to be Commissioner of Baseball can save Selig's dream. One can only wonder what would have happened if George Bush had become Commissioner of Baseball. The implications for baseball and the world are mind-boggling.

In this response to Light, Koppell argues that the increasing frequency of reform may reflect Congress's inability to make significant changes to the substance of entrenched government programs. Moreover, he observes that the more profound evolution in government has been the movement toward the market-based provision of services, which has created a demand for new competencies in the public sector.

Food Insecurity Among Homeless And Runaway Adolescents, Les B. Whitbeck, Xiaojin Chen, Kurt D. Johnson

Department of Sociology: Faculty Publications

Objective: The purpose of this study was to investigate the prevalence of food insecurity and factors related to it among homeless and runaway adolescents.

Design: Computer-assisted personal interviews were conducted with homeless and runaway adolescents directly on the streets and in shelters.

Setting: Interviews were conducted in eight Midwest cities: Des Moines, Cedar Rapids, Iowa City, Kansas City, Lincoln, Omaha, St. Louis and Wichita.

Subjects: The subjects were 428 (187 males; 241 females) homeless and runaway adolescents aged 16–19 years. Average age of the adolescents was 17.4 (standard deviation 1.05) years.

Results: About one-third of the adolescents had experienced food …

Information literacy is one of the major areas emphasized by the National Council for the Accreditation of Teacher Education (NCATE). According to NCATE, all candidates in school settings must be able to systematically integrate information literacy in Pre-K and K-12 school curriculum to assist student learning. Local elected officials provide a representation function for their constituents, expressing citizen preferences for public goods and services and integrating public preferences into government decisions about how to provide and produce public goods and services. Satellite Ocean Color Assessment Of Air-Sea Fluxes Of Co2 In A River-Dominated Coastal Margin, Steven E. Lohrenz, Wei-Jun Cai

Quantification of the contributions of river-influenced margins to regional CO2 fluxes is difficult due to the high degree of spatial and temporal variability in these regions. We describe an algorithm for assessment of surface water partial pressure of CO2 (pCO(2)) from MODIS imagery in the northern Gulf of Mexico. Principal component analysis and multiple regression were used to relate surface pCO(2) to environmental variables (T, S, chlorophyll). Subsequent retrieval of corresponding products from MODIS-Aqua L1B data permitted the assessment of regional distributions of pCO(2).
