The 2000 presidential election, marked by a crisis in the electoral process in the state of Florida and a challenge to the legitimacy of the election of George W. Bush, sparked a national debate on the quality of American democracy. The discussion quickly came to focus on "technical" problems associated with voting practices, including issues related to voter registration, ballot counting, ballot machinery, and election administration. Numerous commissions weighed in on these issues and made recommendations for reforming various aspects of the election system.¹ Congress debated election reform and ultimately passed the Help America Vote Act (HAVA) at the …

The chapters in this volume contain detailed analyses of election reform politics in eleven states from 2001 to 2003. Over this three-year period, the states and Congress passed legislation that was designed to address the many serious problems with election administration that came to light during the 2000 presidential election. Each of the case studies revealed important insights about how the individual states responded to the 2000 presidential election and the requirements and incentives of the HAVA. The common framework of nine key factors for analyzing reform politics enables us to compare the results of the individual studies and determine …

In The Origins of Totalitarianism, the political philosopher Hannah Arendt pointed to the years between World War I and World War II as the time when the plight of refugees became a pressing political problem.' If Arendt were still alive (she died in 1975), she would no doubt agree that the problem is at least as pressing in the early twenty-first century as it was sixty or more years ago, when she herself was a refugee from Nazi Germany. In this essay, I would like to focus on identity formation with respect to one of these groups-the Xoco community-especially the relationship between law, identity, and race. I hope to bring to light, if only in a tentative and suggestive way, the broader significance of such an inquiry by narrating the story of the Xoco in dialogue with some discussions of similar issues in the United States. This qualitative study explored adults’ perceptions of experiences that were helpful and unhelpful to their recovery from the traumatic effects of childhood physical and sexual abuse. The authors conducted in-depth interviews with 30 participants approximately 6 months after discharge from an inpatient trauma treatment program. Participants reported that barriers to recovery postdischarge were lack of follow-up support immediately after discharge, social isolation, lack of friends, problems with partners, and lack of emotional support from family members. Facilitating factors were concrete support from family and friends; emotional support, particularly from friends; developing a social network unrelated to the abuse history; and …

One definition of democratic participation is a process whereby citizens influence or control those who make major decisions affecting them. Throughout Venezuela’s history, citizens have suffered under governments that aimed to limit their participation in the state. This research argues that the current Chávez regime, though seeking to concentrate power for itself in the executive branch, has also forged a space for democratic participation through its Barrio Adentro program.

For many centuries the people and territories of what was known as Mesopotamia were part of the Ottoman Empire, which was ruled by the Sultan of Constantinople from the city now called Istanbul. Following the American Civil War, the vast sweep of the Great Plains exerted a powerful force on the imagination of Americans and Northern European immigrants, resulting in a period of rapid settlement. Within immigrant communities, in particular, attempts were made to establish institutions where the language, beliefs and cultural heritage of a people might be preserved. The history of these immigrant institutions mirror the challenges immigrant communities faced in confronting not only the vicissitudes of climate and evolving economic conditions but also the pressures of assimilation.

The Bridge

He served as pastor in a number of congregations. He was president of three Folk Schools, two of which he founded. He was a good businessman and was able to finance some of his undertakings. Yet he seemed never to stay at any one thing for very long. He easily became discouraged and he seems to have been that type of person for whom the grass is always greener somewhere else. Nonetheless, in the thirty years of his activity in America, Hans Jorgen Pedersen made a significant contribution to the life of the Danish Lutheran Church among the immigrants.

From The Farm To The Faculty: The Educational Odyssey Of Paulus Falck, Johan Windmuller

During the last quarter of the nineteenth century, thousands of immigrants from Denmark settled in the American Midwest. Some of them brought with them educational concepts and religious convictions they hoped to pass on to future generations; to do so they created a variety of educational and religious institutions scattered across several Midwestern states. What follows is a study of Paulus Falck, who passed through several of these institutions.
