What Is The Ideal Consensus Conference, And How Would We Recognize It If We Saw One?, Jan R. Coe

Working Papers on Science in a Changing World

The consensus conference is a participatory mechanism that envisages ordinary citizens engaging with experts (scientists and other knowledge producers) on issues of compelling social significance. It invites ordinary citizens to bring their life experience and values to the serious consideration of a technology that may have far-reaching consequences. Three selected examples of consensus conferences are examined in order to see how they match the ideal. The paper concludes with thoughts about the adequacy of evaluation frameworks and suggest that a more dynamic model of consensus conference evaluation (based on public understanding of science models) might invite more compelling reflections about …

What if it could be possible to convince a completely non-neoclassical economist of the importance of Central Bank independence? The profession currently favors arguments in favor of Central Bank independence that are based on the seminal work by Barro and Gordon (1983 a,b), a model with naturally strong neoclassical assumptions. As a consequence of this, the argument in favor of Central Bank independence routinely given by economists is often not bought by those who question the validity of the neoclassical assumptions. How Has The Violence Against Women Act Affected The Response Of The Criminal Justice System To Domestic Violence?, Hyunkag Cho, Dina J. Wilke

The Journal of Sociology & Social Welfare

This study uses an interrupted time series design to examine the association between the Violence Against Women Act of 1994 (VAWA) and several different dimensions of the criminal justice system's involvement in violence against women. These include examining the domestic violence incidence rate, and rates of police notification, arrest, and judicial authorities' involvement. Data from the National Crime Victimization Survey from 1992 to 2003 is used. Results suggest that overall the incidence of domestic violence has decreased while police notification and perpetrator arrest have increased over time. Further, victim involvement with judicial authorities significantly increased after enactment of the VAWA. …

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

The goal of the present study was to expand on the existing literature exploring families with children who have developmental disabilities, particularly autism. Previous studies have been constrained by univariate approaches that have failed to adequately capture the nuances of family functioning. Using an ecological/context approach, stemming from an ongoing research program conducted within a university-based treatment center, the present study attempted to improve on the conceptualization of interrelationships among family members and the role that contextual factors play within that dynamic. In line with the Norwegian People's Aid (NPA) international strategy, which promotes a rights-based partnership approach, the NPA is committed to exploring new approaches to mine action that promote greater involvement of the local mine affected populations. A starting point in this process is a review and conceptual framework paper prepared for NPA by Ruth Bottomley. Through a review of existing documents, the paper provides a reflection on why community participation is important in mine action and outlines some of the challenges. Existing examples of community participation in mine action are compiled with documented strengths and weaknesses.

School Counselors' Concerns Regarding Effective Crisis Intervention For Students Of Diverse Backgrounds, Michelle Lynn Canada

Although school counselors routinely provide crisis intervention, minimal research has focused specifically on providing such services in a manner sensitive to multicultural and ethnically diverse students. Responses of a random national sample of school counselors (n = 276, 69% return rate) indicate that approximately half voice some sort of concern related to providing crisis intervention services to students from diverse backgrounds. The purpose of this study is to summarize school counselor's concerns, providing an initial understanding for this aspect of school-based crisis intervention. Each year more international students enroll in American universities, and administrators nationwide must determine how to meet students' unique writing needs. Compared to similar institutions of higher learning, Brigham Young University (BYU) has a large percentage of international students—4.3 percent of the student body, approximately 2,000 students each year from 112 countries. Prior to Fall 2004, international students were placed in courses offered through the English composition program, which focuses on "mainstream" college writers who compose in their first language (L1) and not on second language writers and their unique needs.
