Two of the dichotomies or tensions at the heart of this profession are especially important for the themes of this special issue on restorative justice and responsive regulation. These are the relation between formal and informal helping and between care and control, or empowerment and coercion. In this article, we make a case for the importance of Braithwaite's work, especially his (2002) book, Restorative Justice and Responsive Regulation, for conceptualizing the nature of social work in relation to these dualities. Working Together To Stop Domestic Violence: State-Community Partnerships And The Changing Meaning Of Public And Private, Kristin A. Kelly

The increasing reliance in the United States on state-community partner- ships to address social problems represents both new opportunities and new dangers. This article presents examples of both possibilities through a consideration of contemporary collaborations between state and nonstate actors in the development of a public response to domestic violence. This discussion provides the basis for an elaboration of a conceptual approach to public/private relationships that replaces the traditional dichotomy with a triangular relationship, of state, family and community. Family Group Conferencing In Child Welfare: Responsive And Regulatory Interfaces, Joan Pennell

A regulatory approach compels the child welfare worker to make decisions according to set procedures and prevents responding flexibly to families. Differential response is a way that child welfare is departing from legal formalism. One means is convening a family group conference (FGC) to develop a plan. John Braithwaite's regulatory pyramid assists in concep- tualizing differential response. This article reports a factor analysis of data on achievement of FGC objectives to elaborate three interfaces for fostering responsive regulation. Each interface keeps the family group at the center of planning while firmly maintaining their connections with community and government programs.

Restorative and responsive justice can be a strategy of social work practice that builds democracy bottom-up by seeing families as building blocks of democracy and fonts of democratic sentiment. At the same time, because families are sites of the worst kinds of tyranny and the worst kinds of neglect, a rule of law is needed that imposes public human rights obligations on families. The republican ideal is that this rule of law that constrains people in families should come from the people. This essay looks at the phenomenon of the Pacific crowd as registered within eighteenth-century voyage accounts. The experience of the crowd on the beach-an experience of being overwhelmed-was integral to European encounters with Pacific islanders. However, the impact of the crowd has been neglected within Pacific scholarship, which has not accessed the insights of crowd theory within analyses of contact. Concomitantly, crowd theory ignores the peripheral crowd scene. The crowd has been theorized as a predominantly metropolitan phenomenon and historicized in the context of (primarily industrial) urbanization. Thermal-transfer printing, a technology borrowed from the manufacturing sector, offers libraries a flexible method for printing durable, accurate, legible, and attractive labels that reliably adhere to most book surfaces. When guided by an electronic program customized to meet a library’s particular needs, a thermal-transfer printing system offers virtually limitless variations in font, format, and functionality. It can print labels directly from the online catalog, thereby guaranteeing that call numbers on labels match what patrons see in the catalog. From Animal Abuse To Interhuman Violence? A Critical Review Of The Progression Thesis, Piers Beirne

Department of Criminology

This paper reviews evidence of a progression from animal abuse to interhuman violence. It finds that the ''progression thesis" is supported not by a coherent research program but by disparate studies often lacking methodological and conceptual clarity. Set in the context of a debate about the theoretical adequacy of concepts like "animal abuse" and ''animal cruelty," it suggests that the link between animal abuse and interhuman violence should be sought not only in the personal biographies of those individuals who abuse animals but also in those institutionalized social practices where animal abuse is routine, widespread, and socially acceptable.

The United States is heavily dependent on fossil fuels to produce electricity. Renewable energy can provide an alternative source of energy for electricity production as well as reduce fossil fuel consumption. The executive agencies in the U.S. must also reduce greenhouse gas emissions by 2010 based on 1990 emission levels as directed by Executive Order. However, there is currently no analysis model to provide guidance toward which renewable energy to select as a course of action. This paper considers an empirical likelihood method to estimate the parameters of the quantile regression (QR) models and to construct confidence regions that are accurate in finite samples. To achieve the higher-order refinements, we smooth the estimating equations for the empirical likelihood. We show that the smoothed empirical likelihood (SEL) estimator is first-order asymptotically equivalent to the standard QR estimator and establish that confidence regions based on the smoothed empirical likelihood ratio have coverage errors of order n –1 and may be Bartlett-corrected to produce regions with an error of order n –2 , where n denotes the sample size. …
