Covering The Uninsured: What Is It Worth?, Wilhelmine Miller, Elizabeth Richardson Vigdor, Willard G. Manning

Health Policy and Management Faculty Publications

One out of six Americans under age sixty-five lacks health insurance, a situation that imposes sizable hidden costs upon society. The poorer health and shorter lives of those without coverage account for most of these costs. Other impacts are manifested by Medicare and disability support payments, demands on the public health infrastructure, and losses of local health service capacity. We conclude that the estimated value of health forgone each year because of uninsurance ($65?$130 billion) constitutes a lower-bound estimate of economic losses resulting from the present level of uninsurance nationally.

This study explores how the State Children's Health Insurance Program serves children with special needs and assesses the role of the Title V Maternal and Child Health Services Block Grant program in filling in gaps in coverage. It also discusses the implications of state choices on publicly-funded health coverage for pediatric health care.

Chicago's Home For The Aged And Infirm Colored People: A Paradigm For Examining Community Viability Among African-Americans In 20th Century Chicago, Susan C. Reed, Nancy Davis

College of Liberal Arts and Social Sciences Faculty and Staff Works

For decades. African Americans, faced with enortnoiis exclusion by the majority population, built hundreds of social institutions to provide basic services for their commutiities. The history of the Chicago's Home for Aged and Infirm Colored People illustrates changes in African American leadership in community institutions that coincided with shifting demographic patterns and the rise of the Civil Rights movement. Middle class leaders retnaitied committed to the home after migration accelerated and decreasing membership in women s social clubs diminished available resources. Implications for the historical role of the Black middle-class in sustaining comtnunity institutions are discussed.

As a result of agricultural clearing, many country towns are now feeling the effects of rising groundwater and the salt that it carries. Salinity has been identified as Australia’s number one environmental problem. While most people think that salinity means land lost to agriculture, it also poses a serious threat to many country towns. A report for the Department of Agriculture in 2001 highlighted the need for simple and cost-effective salinity management strategies to be adopted in wheatbelt towns. These included water recycling, revegetation and more efficient water use.

Reading Others’ Emotions: The Role Of Intuitive Judgments In Predicting Marital Satisfaction, Quality And Stability, Robert J. Waldinger, Marc S. Schulz, Stuart T. Hauser, Joseph P. Allen, Judith A. Crowell

Psychology Faculty Research and Scholarship

This study examined links between emotion expression in couple interactions and marital quality and stability. Core aspects of emotion expression in marital interactions were identified using naïve observational coding by multiple raters. Judges rated 47 marital discussions using 15 emotion descriptors. Coders’ pooled ratings yielded good reliability on four types of emotion expression: hostility, distress, empathy, and affection. These four types were linked with concurrent marital satisfaction and interviewer ratings of marital adjustment, as well as with marital stability at 5-year follow-up. The study also examined the extent to which naïve judges’ ratings of emotion expression correspond to “expert” ratings …

To examine the benefits and feasibility of service delivery, the Horizons program and the International HIV/AIDS Alliance undertook a multifaceted operations research study of YRG CARE, a nongovernmental organization which offers services to PLHA in southern India. Data from this study suggest that comprehensive care and support services have had a positive impact on perceived quality of life, serostatus disclosure, number of illness episodes, and household expenditures for those patients who participated in the study. The results of this component of the study support the value of scaling-up the YRG CARE service model to other NGOs in India to expand …

This study examines the experiences of YRG CARE, a Chennai-based NGO, which provides an integrated continuum of prevention, care, and support services for PLHA in South India. In this Horizons report, the authors examine the process of scaling up YRG CARE’s patient-centered approach and how this led to the enhanced provision of care and support services at four selected sites. Networking and collaboration among providers at all sites were essential parts of the strategy. This publication reports on an intervention study that evaluated the effectiveness of a succession planning (SP) program in Uganda. Unlike most other programs for AIDS-affected children, succession planning reaches children and their families while their HIV-positive parents are still living and in a position to plan for their children’s long-term well-being. Research carried out by the Department of Sociology at Makerere University (Kampala) and the Population Council Horizons program suggests that succession planning is a promising approach: despite AIDS-related stigma and cultural resistance to acknowledging illness and death, qualitative research indicates that the approach met with a high degree of …

A recent Horizons study conducted jointly with two Dominican NGOs assessed the impact of two environmental-structural models in reducing HIV-related risk among female sex workers in the Dominican Republic and compared their cost-effectiveness. In the two cities studied, there were improvements from pre- to post-intervention in the key outcome variables, however the type and level of these changes varied by intervention approach. Although knowledge about HIV/AIDS is widespread in South Africa, adult HIV prevalence is high, indicating high levels of risky sexual behavior. Understanding the gap between knowledge and behavior requires an examination of the social context in which the epidemic occurs. The Horizons Program conducted an intervention study in the Carletonville area to study the social determinants of the HIV epidemic and to assess the impact of a targeted program of HIV and STI prevention and service delivery. This brief examines the role of incentives in encouraging companies in Thailand to adopt workplace policies and programs that address AIDS-related stigma and discrimination and respond to the needs of workers for information and services. The research was a collaboration between the Horizons Program, American International Assurance (AIA), the Thailand Business Coalition on AIDS (TBCA), and AusAID. After the initiative was launched (known as the AIDS-response Standard Organization), TBCA staff built relationships with company managers to explain and promote the advantages of joining. While many people get HIV-related counseling and testing, only those who receive pre- and post-test counseling, and test voluntarily, are participating in voluntary counseling and testing (VCT). The high rates of HIV infection among youth make it crucial to find programs to prevent infection. Because there is evidence that many adults benefit from VCT, there is increasing interest in extending these services to young people. VCT counseling helps adolescents evaluate their own behavior and its consequences. A negative test result offers the opportunity to recognize vulnerabilities and develop risk-reduction plans to adopt safe behaviors. Young people who test HIV-positive can …
