State of the Region Reports: Hampton Roads

In 2004, the Hampton Roads economy will grow about 4.7 percent, the highest rate since 1987. Almost three-quarters of this growth is due to increased expenditures within the region by the Department of Defense. This illustrates the relative importance of defense expenditures in our regional economy.

State of the Region Reports: Hampton Roads

Per capita income in Hampton Roads has been rising and, after we factor in the cost of living, now is about 6 percent above the national average. This is a startling reversal from the late 1990s when the region was well below the national average. Housing prices here continue to be lower than the national average, as is our overall cost of living. Our air is cleaner than the national average and we rate high in terms of cultural amenities, but founder with regard to several measures of educational attainment.

State of the Region Reports: Hampton Roads

We report the results of a stratified, random poll of 1,189 Hampton Roads residents. They believe that traffic congestion and crime are the most important problems facing the region. For the first time, we develop a Quality of Life Index for Hampton Roads and its individual cities and counties. Not surprisingly, we’re not all equally satisfied, and several interesting differences between cities are apparent.

State of the Region Reports: Hampton Roads

The Virginia Symphony Orchestra (VSO) ranks well when compared to orchestras in regions of similar size and wealth, and in maestro JoAnn Falletta boasts a distinguished musical director. However, the symphony has accumulated a debt of approximately $2 million. Determined fund raising may reduce this debt, but the VSO’s ultimate challenge is to attract a larger and more diverse clientele. If it does not, it could join a half dozen other regional orchestras throughout the country that recently have been forced to contract significantly or even declare bankruptcy.

State of the Region Reports: Hampton Roads

African Americans comprise more than three of every 10 residents of Hampton Roads. Only recently, however, has this population translated into a large number of elected representatives in the Virginia General Assembly. This year, there are eight elected African American legislators in Richmond who claim Hampton Roads as their home. We explore their power and influence, noting that many do not yet possess the seniority to wield extensive influence. All eight legislators are Democrats and serve in a statehouse dominated by Republicans.

The Virginia General Assembly has voted to deregulate electricity in Virginia, but has delayed critical parts of this process until 2010 at the earliest. Recently, the General Assembly seems to have lost some of its stomach for deregulation. Nationally, deregulation usually is associated with lower electricity prices; however, there are notable exceptions. Virginia’s electricity prices currently are not high by national standards.

The Missouri River is representative of a nationwide phenomenon. The Law of the River is evolving from water quantity allocation, reflecting well-settled prior appropriation law and decades-old interstate compacts to broader ecologically-based requirements. From sturgeon to salmon to silvery minnows, every major river system in western United States is now managed, at least in part, pursuant to contemporary environmental legislation, which has begun to eclipse traditional water law. Just look to the Rio Grandel6 and the Klamath River17 for the extensive changes wrought by the ESA. The need for river restoration in order to meet ecological needs has been a …

Although the nexus approach presents the best alternative to applying the ADA to a situation not contemplated by Congress, by relying on it, this Article makes value judgments and draws conscious conclusions regarding the nature of the Internet and how (and whether) our laws should be interpreted to accommodate the Internet’s unique role in our society. For example, this Article asserts that the ADA cannot apply to all Internet websites because the statute applies only to physical places of public accommodation. A judgment regarding the essence of the Internet is, of course, imbedded in this conclusion. The Internet is something …

Flow Cytometry Used To Assess Genetic Damage In Frogs From Farm Ponds, Bartholomew L. Bly, Melinda G. Knutson, Mark B. Sandheinrich, Brian R. Gray, Dean A. Jobe

Journal of the Iowa Academy of Science: JIAS

Flow cytometry (FC) is a laboratory method used to detect genetic damage induced by environmental contaminants and other stressors in animals, including amphibians. We tested FC methods on three species of ranid frogs collected from farm ponds and natural wetlands in southeastern Minnesota. We compared FC metrics for Rana clamitans between ponds with direct exposure to agricultural contaminants and reference (unexposed) ponds. Concentrations of atrazine in water from our farm ponds ranged from 0.04 to 0.55 ppb. We found that R. clamitans from exposed ponds had DNA content similar to frogs from unexposed ponds. The objective of this dissertation is to empirically assess the relationship between transformational leadership and union citizenship behaviors from a social exchange and social identity perspective. The relationship was studied through a covenantal relationship perspective. Podsakoff, MacKenzie, Paine, and Bachrach (2000) suggested that there were conceptual similarities and differences in the relationships between transformational leadership, perceived organizational support, trust, intrinsic satisfaction, and commitment in an organizational citizenship behavior framework. The purpose of this study was to determine degrees of internalization of character traits across two groups (K-12 teachers and Extension staff) with varying years of participation in character education professional and program development activities. An online survey was developed to collect data describing the 109 respondents, the extent of their character education professional and program development activities, and their degrees of internalization and behavioral change. Post-then-pre data comparisons revealed significant levels of change in behaviors, including considering other peoples’ feelings and resolving conflict in a peaceful manner. All post-then-pre data demonstrated that respondents at least frequently lived their lives …

Cattle inventory numbers and cow herd size vary cyclically over time. Historically, cattle cycles have lasted about 10 years. However, the most recent cycle is in its 15th year (1990 to 2004) as a result of an eight-year period of liquidation caused by multi-year drought in many western states. In 2004 and 2005, many cow-calf producers will likely begin to rebuild their cow herd in response to improved profit projections and drought relief. Purchasing bred heifers or young cows will be an option for some producers; others will likely choose to retain additional females from within their own herd. While …

A survey of cotton producers was conducted in Mississippi and Texas. The econometric model consists of a multinomial logit model of cotton producers’ choice of marketing techniques. The results indicate that cotton acres positively influence pooling and negatively influence cash sales. Producers willing to incur higher transaction costs in market information systems and training tend to choose futures/options contracts and forward pricing. It was found that risk-averse producers tend not to choose pooling contracts. On the other hand, producers who seek abnormal gains through speculation tend to choose pooling contracts. Finally, producers who perceive markets as being price-efficient prefer cash …

The use of non-cash methods of procuring fed cattle for slaughter has led to concern about the effect of these so-called “captive” supplies on cash market prices. Some empirical evidence suggests that there is a negative short-run relationship between the two: Cash market prices tend to be low in weeks in which captive supply shipments are high. We advance a different perspective on the relationship between captive deliveries and cash prices, arguing that the incentives that influence cattle delivery-scheduling decisions could lead to a negative relationship, not between the contemporaneous levels of captive shipments and price, but between the volume …

Agricultural productivity in 41 Sub-Saharan Africa (SSA) countries from 1960 to 1999 is examined by estimating a semi-nonparametric Fourier production frontier. Over the four decades the estimated rate of productivity change was 0.83% per year, although the average rate from 1985-99 was a strong 1.90% per year. Former UK colonies exhibited significantly higher productivity gains than others, while Liberia and countries that had been colonies of Portugal or Belgium exhibited net reductions in productivity. We measure a significant reduction in productivity during political conflicts and wars, and a significant increase in productivity among those countries with higher levels of political …

Data from a Nebraska cattle ranch were used to compare three female replacement strategies to determine optimal replacement and marketing strategies of females for maximizing the long-term profit potential of that operation. The income statement model (ISM) maximized 10-yr net income by altering the number of females marketed from different age categories depending on price changes influenced by the cattle cycle. The net present value (NPV) model maximized 5-yr herd NPV by adjusting the number of marketed females. The NPV vs the net market value (NMV) model maximized the 5-yr difference between herd NPV …

What is the relationship between spiritual experiences and privatized religion? This study defines spiritual experiences in terms of “psychism,” or psychic intrusions in the stream of consciousness that are not perceived by the actor as originating within the “self.” Intrusions interpreted as psychism are regarded by the actor as having the same facticity as empirical experience and are regarded as “proof” of an esoteric belief system. Psychism originated beliefs are therefore resistant to refutation or change, and support spiritual autonomy. Psychism theory is tested using 1988 GSS data on religious beliefs, where psychism is measured using GSS questions on “paranormal” …

Enhancements to augmented reality technology presently support limited mobility which is expected to increase in the future to provide much greater real world functionality. Romantic relationship research has yet to identify the relationship between conflict, an interpersonal variable, and equity, an intrapersonal variable. The current study represents the first attempt to understand these variables’ contribution, separately and interactionally, on individual partner’s feelings of relationship satisfaction. A total of 106 undergraduate and graduate participants completed questionnaires gauging their frequency of conflict and perceptions of equity across each of five relational domains: Love, Status/Power, Money, Services, and Sex, in addition to reporting general levels of relationship satisfaction. The current study examines the roles of expectancy disconfirmation and pseudo-altruistic behaviors as communication strategies to increase receiver compliance, and their effects on perceptions of the source, including credibility and likeability ratings. While adding to the previous research, this investigation examines the effects on compliance when pseudo-altruistic practices are employed in a sales situation. Additionally, subjects’ compliance responses in the treatment groups are analyzed for relationships between compliance and several possible mediators, including participant’s evaluations of the source, and feelings of obligation and guilt. A simulated inner-city training scenario was found to increase skills in the area of turning when compared with a simulated off-track training scenario. To answer this question, two groups of ten participants (5 women and 5 men) were tested using three scripted scenarios focusing on left and right turns.
