Strategic Auditing In A Political Hierarchy: An Informational Model Of The Supreme Court's Certiorari Decisions, Charles M. Cameron, Jeffrey A. Segal, Donald Songer

We examine how the Supreme Court uses signals and indices from lower courts to determine which cases to review. In our game theoretic model, a higher court cues from publicly observable case facts, the known preferences of a lower court and its derision. The lower court attempts to enforce its own preferences, exploiting ambiguity in cases' fact patterns. In equilibrium, a conservative higher court declines to review conservative decisions from lower courts regardless of the facts of die case or the relative ideology of the judges. But a conservative higher court probabilistically reviews liberal decisions, with the "audit rate" tied …

Descriptive Analysis Of News Magazines’ Coverage Of John Glenn’S Return To Space, Michael L. Hilt

This study examined issues of Time, Newsweek, and U.S. News & World Report for articles concerning John Glenn’s return to space and described their content. A review of pertinent literature found that little attention has been paid to how older adults are portrayed in magazine articles. Although comments were made concerning Glenn’s age and his role as a rookie payload specialist on the space shuttle Discovery, there were few comments considered ageist or demeaning to older adults.

In Papua New Guinea there is a constant interplay between senses of national identity and senses of local identity that is of particular relevance to debates in the contemporary Pacific. In the domain of symbols of identity there is also a two-way appropriation from the local to the national and from the national to the local. We argue that the latter process works most strongly and thereby modifies the process of creation of an overall national sense of identity. The incorporation of the national into the local in turn influences the process of the production of locality itself. Contemporary issues …

This study developed a new defensive model for global voice communications. It uses a n-person, zero-sum, cooperative and non-cooperative game to optimize the coalitions revenue after the possibility of a network service provider being tampered by an adversary. This research optimized two measures of effectiveness (coalition revenue and network provider revenue) of international telecommunications coalitions by hardening network service providers and improving their respective revenue with incentives. A multi-criteria optimization problem was developed to establish the strategic competition between the coalition defender and attacker. Irrespective of the amount of incentives, a applicable hardening and tampering strategy can be obtained. All …

The remote observations of the temporal and spectral characteristics of the infrared (IR) emissions from exploding ordnance have been correlated with explosion conditions. A Bomem MR-154 Fourier Transform Interferometer with two detectors, InSb and HgCdTe, and a 75 mrad telescope was used to record spectra in the 1.3 - 20 µm range. Data was collected at spectral resolutions of 16 cm-1 and 4 cm-1 and temporal resolutions of 0.045 s and 0.123 s respectively. Two field tests were conducted: (1) a set of dynamic drop explosions and (2) a series of static detonations. In most events, the temporal …

The study focuses on the organizational context in which the act of whistle-blowing occurs within organizations. The study suggests that many aspects of the context in which whistle-blowing actually occurs may be within the span of control of managers. Thus, management can possibly take steps to after certain aspects of the organizational context and ensure that organizational members are willing to report wrongdoing observed within their organization. Recent reports cite estimates of more than two million children in the United States who are currently living in kinship care arrangements; 10% or approximately 200,000 of these relationships are children in foster care. Much kinship care is done by midlife and older persons who are finding themselves assuming new responsibilities associated with parenting their grandchildren, typically for a period of two years or more. This is a social phenomenon that cuts across all socioeconomic, racial, and ethnic groups. In his article, "Language and Culture in African Postcolonial Literature," Kwaku Asante-Darko offers both conceptual basis and empirical evidence in support of the fact that critical issues concerning protest, authenticity, and hybridity in African post-colonial literature have often been heavily laden with nationalist and leftist ideological encumbrances, which tended to advocate the rejection of Western standards of aesthetics. In her article, "Cultural Politics, Rhetoric, and the Essay: A Comparison of Emerson and Rodó," Sophia McClennen compares two essays which have been central to debates over "American" cultural identity. Her work is a detailed comparison of the persuasive language used in "The American Scholar" by Ralph Waldo Emerson and "Ariel" by José Enrique Rodó. She focuses on the specific ways that the rhetoric of the persuasive essay binds Emerson and Rodó to a literary tradition and consequently impedes each author's ability to construct a liberated culture. The Portland Community Land Trust (PCLT) is a newly formed nonprofit organization implementing a community-based model for providing affordable housing in the city of Portland, Oregon. In the initial research for this project it became evident that the PCLT needed an outreach strategy in order to become a successful community-based organization. Students enrolled in the 1999-2000 Master's of Urban and Regional Planning Workshop at Portland State University spend six months developing the following outreach strategy under the direction of the PCLT Interim Board.

The Kenton Connection is a proposed trail in the North Portland neighborhood of Kenton, connecting the future Interstate MAX light rail station in downtown Kenton to the 40-Mile Loop.

Confluence Consulting worked with a five member advisory committee, with members from Portland agencies and organizations, to assist in developing trail route alternatives. Confluence Consulting also conducted public outreach and education in the Kenton neighborhood to assess residents' preferences on route alignments and trailside amenities. Additionally, businesses and industries in the area were contacted and queried about their concerns and preferences for a connection.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. Estrogen replacement therapy in women is associated with improvement of cognitive deficits and reduced incidence of Alzheimer's disease. The present study indicates that estrogen is neuroprotective against N-methyl-d-aspartate (NMDA)- and kainate-mediated neurotoxicity, an effect mediated by tyrosine kinase/mitogen-activated protein kinase (MAPK) pathways. Estrogen also stimulates tyrosine phosphorylation of NMDA receptors via an src tyrosine kinase/MAPK pathway. Finally, estrogen-mediated enhancement of long-term potentiation in hippocampal slices is mediated by activation of an src tyrosine kinase pathway. Thus, estrogen, by activating an src tyrosine kinase and the extracellular signal-related protein kinase/MAPK signaling pathway, both enhances NMDA receptor function and long-term potentiation and …
