This dissertation tests the hypothesis that water disputes cause serious conflict within and between states. It uses a structured case study approach to see whether there is a link between the independent and dependent variables. It also considers the effect of other variables on serious conflict. Specifically it addresses the effects of national identity and the othering process on conflict. The three case studies are built around rivers in the drier parts of the world. Black Legislative Politics In Mississippi, Byron D. Orey

The Voting Rights Act of 1965 dramatically increased the number of Black legislators in the state of Mississippi. Prior to the passage of the Voting Rights Act, African Americans had not served in the Mississippi state legislature since 1896. However, by 1988, 22 African Americans gained seats in the state legislature. In this descriptive analysis, the evolution, nature of the membership, and substantive impact of the Mississippi Legislative Black Caucus are assessed.

The implementation of thousands of municipal recycling programs in the United States has increased recycling’s portion of solid waste from 10% to 30% over the past decade. But the lack of accurate data has spurred a debate over whether the growth in recycling can be attributed to market or nonmarket factors. To address this issue, this article conducts a benefit-cost analysis of a municipal recycling program. Results suggest recycling is costly. So why, then, does it remain popular? This article suggests that local governments could be responding to households that perceive a benefit from recycling services. These benefits are estimated …

This paper was commissioned for Inclusion in Asset Building: Research and Policy Symposium, an event hosted in September 2000 by the Center for Social Development at Washington University in St. Louis. The paper identifies and explores the use of an asset-based metric of welfare. The metric relies on assets data that are easy to collect and analyze. The authors demonstrate that the asset index functions well in identifying and profiling the poor, in targeting transfers, and even in estimating demand or production functions for outcomes that are useful for designing programs and policy.

This paper presents quantitative and qualitative data regarding the saving and asset-accumulation strategies used by low-income participants in Individual Development Account programs(IDAs). the results of a cross-sectional survey with 298 IDA participants and case studies with 15 IDA participants—the first methods that assessed saving behavior among this population—demonstrate that low-income individuals use psychological and behavioral strategies to save, deposit, and maintain assets. the most frequentlyused strategies are behavioral saving strategiesfor increasing the efficiency of spending (e.g., shopping more carefully for food) and for reducing consumption (e.g., spending less on leisure). This exploratory study assessed African-American freshman and sophomore students’ decisions to remain in school and their opinions regarding specific dropout prevention programs. Results indicated that students believed that school completion would prepare them for the future. the opinion of family members was consistently ranked as most important in supporting students' decisions to remain in school, and the primary barriers to completing school were related to family issues, academic problems and personal issues. Overall, students were most interested in intervention programs having to do with preparation for their futures—jobs and goals. The importance of tailoring education to meet the needs of …

The paper presents results from an analysis using data from the 1998 Survey of Consumer Finances to explore several aspects of the financial relationships of low-income households. The analyses looked at an updated profile of low-income and poor households, their financial portfolios, their attachment to the mainstream financial sector, and their use of various types of financial institutions. This Article serves is a sequel to a previous Article: Sex, Culture, and the Biology of Rape: Toward Explanation and Prevention, 87 Cal. L. Rev. 827 (1999). Part I briefly considers the threshold question: why consider the behavioral biology of sexual aggression at all? Part II proposes that the first step in transitioning to a more accurate and more useful model of rape behavior is to avoid a number of common definitional ambiguities that plague most rape discussions. The geographical problem addressed in this study was to reconstruct the paleogeography of the western Beteiha Plain, located between Bethsaida and the Sea of Galilee and determine its sedimentologic and paleogeomorphologic character. Grain size analysis of sediments, along with sediment color was used to reconstruct the landscape and identify areas such as estuaries or lagoons.

Sediment samples were collected throughout the Beteiha Plain at selected locations. Excavation and collection was accomplished with hand-driven core equipment and backhoe trenches.

The multidisciplinary approach used in this project included fieldwork for sediment collection, laboratory analysis for the production of the data necessary to …

This paper presents the results of indirect psychodiagnostic assessments of the political personalities of Texas governor George W. Bush and U.S. vice president Al Gore, putative Republican and Democratic nominees in the U.S. presidential election of 2000, from the conceptual perspective of Theodore Millon.

Information concerning George W. Bush and Al Gore was collected from published biographical and autobiographical accounts and political reports in the print media, and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

A Keynesian money demand model is used to examine the interest elasticity of financial asset holdings by income level. In this model, once an individual receives income, they first make transactions, and any leftover income goes for speculative purposes. Since only speculative balances are assumed to change with interest rates, individuals with income used mainly for transactions purposes are theorized to have asset holdings that are unresponsive to interest rates, while higher income individuals with speculative balances are expected to be more responsive to interest rates. The quality of public schools is often cited as an important attribute which distinguishes a community. Indeed, a recent public opinion poll conducted by the California Public Education Partnership indicates that residents rank improvements in public education higher than such high profile issues as environmental quality and crime reduction. In order to explore the role of educational quality in determining residential property values, a hedonic housing price model is used on a large sample of homes which sold within Fresno County in California over the period 1990-1994. In the December 1999 issue of AALL Spectrum, Charles Cronin provided a fine overview of the Uniform Computer Information Transactions Act (UCITA) and its potential impact on libraries. As he indicated, the National Conference of Commissioners on Uniform State Laws (NCCUSL) offered UCITA to several state legislatures for consideration, with Maryland and Virginia vying to become the first state to enact it. Virginia, whose legislative session began a couple of months before Maryland’s and whose process did not allow much opposition, was first across the line.
