In 1974, voters in the state of Ohio approved the institution of a lottery as a means to raise funds for their public primary and secondary schools. According to the legislative history of the Ohio Lottery, the purpose for the lottery is to provide a means for relatively poor school districts to enhance their own local tax base such that more public school funds could be produced locally to meet the special needs of their primary and secondary schools. The World Wide Web is fast becoming a ubiquitous computing environment. Prevalent keyword-based search techniques are scalable, but are incapable of accessing information based on concepts. We investigate the use of concepts from multiple, real-world pre-existing, domain ontologies to describe the underlying data content and support information access at a higher level of abstraction. It is not practical to have a single domain ontology to describe the vast amounts of data on the Web. In fact, we expect multiple ontologies to be used as different world views and present an approach to "browse" ontologies as a paradigm for information access. …

For an enterprise to take advantage of the opportunities afforded by electronic commerce it must be able to make decisions about business transactions in near-real-time. In the coming era of segment-of-one marketing, these decisions will be quite intricate, so that customer treatments can be highly personalized, reflecting customer preferences, the customer's history with the enterprise, and targeted business objectives. This paper describes a paradigm called “decision flows” for specifying a form of incremental decision-making that can combine diverse business factors in near-real-time.

In this Article, I will bring into view the family, or more explicitly, the dependency hidden within the assumed family. Policy development and social theory considerations should center on assessing the appropriateness of the aspirations and expectations we have for the family. This assessment is crucial to one of the most compelling problems facing society at the end of the Twentieth Century-the increasing inequitable and unequal distribution of societal resources and the corresponding poverty of women and children.

Lifting The Veil: The Arts, Broadcasting And Irish Society, Brian O'Neill

This article examines the role played by broadcasting in Irish artistic and cultural life from independence in 1922 to 1960 with the onset of formal modernization. It examines the cultural context for the arts in early independent Ireland in which a mood of ambivalence and sometimes outright hostility to high culture prevailed. Rather than a profound disjunction between pre- and post-modernizing phases of Irish history, however, this article argues that there were important lines of continuity in cultural experience, in particular middle-class experience of the arts, which continue to inform Irish cultural life up to the present. Estimating The Off-Farm Labor Supply In Canada, Wayne Howard, Michael Swidinsky

Off-farm labor supply in Canada is modeled using separate off-farm labor participation and off-farm labor supply equations, which allows variables to affect participation and labor supply differently. The data used in this study are from Statistics Canada’s Agriculture-Population Linkage Database, which links the Population Census for 1986 to a 20% sample from the Census of Agriculture. Results indicate that age, education and wages have large, significant and opposite effects on participation and supply, and that government efforts to stabilize and supplement farm incomes through rural employment programs may have less effect on labor allocation decisions than do the underlying demographic …
