This article focuses on the differences between Slavic LCTL and Russian "language teaching situations" in the specific areas of student constituency and basic program structure, and the importance of considering these differences in developing teacher training programs that include teachers of Slavic LCTLs. Emphasis is placed on how the realities of the typical Slavic LCTL program point to the need to train graduate student-teachers in the specific skills of course/program design and development in order to prepare them more adequately for their teaching tasks. For personal and financial reasons some retired military officers seek second careers in the public sector. In entering local government, they are leaving a unique organization, and encountering a very different organizational culture. This study used grounded theory methodology to identify the key military leadership strategies and behaviors learned by military officers and to examine their applicability to local government. It focused on eleven retired naval and marine officers who served twenty or more years, attained a rank of lieutenant commander or major and above, and had worked in local San Diego government at the mid-management or executive level less …

This issue of Middle East Report takes a critical look at "NGOs"--non-governmental organizations--in and beyond the Arab world. The topic is both trendy and controversial. Although they may see themselves as marginal actors, charities, advocacy groups and a range of other civic associations in the Middle East have also become agents of political, economic and social change, influencing the allocation of scarce resources in their own societies and the images national regimes project abroad. In recent years, NGOs have been depicted as saviors of failed economies in some circles while reviled as stooges of Western imperialism in others.

A ceasefire in the border war between Ethiopia and Eritrea is only the beginning of the process of conflict resolution that must occur for peace to take hold. The border war is the result of long standing distrust and animosity between these two countries. Therefore the possibility of the conflict erupting into violence again is high unless serious internal and international effort is put into the demarcation of the border and the acceptance of that demarcated border as fair.

This chapter applies the "process" model for anticipating the incidence of ethnic conflict to the potential case of the emergence of ethnically based violence in Ethiopia. Therefore, in contrast to the two case studies presented previously, this case entails the use of the model to consider prospectively the likelihood of an ethnic mobilization turning violent. The chapter examines the case of Ethiopia from the perspective of what an intelligence analyst might conclude were she to use the "process" model. The war between Ethiopia and Eritrea—two of the poorest countries in the world—began in 1998. Eritrea was once part of the Ethiopian empire, but it was colonized by Italy from 1869 to 1941. Following Italy's defeat in World War II, the United Nations determined that Eritrea would become part of Ethiopia, though Eritrea would maintain a great deal of autonomy. In 1961 Ethiopia removed Eritrea's independence, and Eritrea became just another Ethiopian province. In 1991 following a revolution in Ethiopia, Eritrea gained its independence. However, the borders between Ethiopia and Eritrea had never been clearly marked. Following arguments and skirmishes, …

Chemical warfare had played an important enough role in World War I that there was widespread expectation of its use in World War II. Certainly, Germany's army and its chemists had no qualms about adding poison gas to the Third Reich's arsenal. When war began, however, many of the latest chemical warfare agents were not available in deliverable form. The early successes of conventional-war making, combined with an increasing shortage of raw material, led Germany to deemphasize gas warfare even apart from the fear of Allied retaliation that significantly influenced at least the armed forces.

My research aims to understand how and why fundamentalists justify violence against people who do not fit their profile of "righteous" or "saved" persons, such as abortion doctors and clinic workers, gays and lesbians, and Jews. The first section of this paper travels through the history of fundamentalism since its origins in the British and American apocalipticism, or belief in the Second Coming of Jesus Christ. However, my history of Protestant Fundamentalism in the United States will focus on the ways in which Fundamentalism developed in response to many changes in American social structure. Increasing Readiness To Change Among Smokers In A Primary Care Setting, Sheila F. Collicott

This study compared the effectiveness of two brief interventions, direct advice and motivational interviewing, for increasing motivation to quit among male smokers in the pre-contemplation and contemplation stages of change who were primary care patients at an Eastern urban VA medical center. Contrary to expectations, participants receiving motivational interviews did not increase more in readiness to change, motivation, and actions to quit, than those receiving direct advice or a control conversation, nor did they smoke fewer cigarettes per day. As expected, contemplators reported more cutting down and quit attempts than pre-contemplators. Factors that may have limited the effectiveness of interventions …

Influenza infections result in activation of cellular and humoral immune responses, leading to stimulation of cytotoxic T cells (CTL) and helper T cells with subsequent viral clearance.

By using an assay of granzyme B activity, the in vivo cellular-mediated immune response of old adults was found to be significantly decreased in comparison to young adults. The effect of aging on the CTL response was further investigated via enzyme-linked immunospot technique. A significant increase in number of virus-specific T cells occurred in older adults after vaccination, although the magnitude of the CTL response decreased in comparison to young adults. Marcus Lee Hansen (1892-1938) has been called "the first serious student of the history of American immigration," and he was a very good one, but that was long ago.2 His major scholarship appeared after his death at the age of forty-five in 1938. Few authors have written about American immigration with Marcus Lee Hansen's literary grace and historical brilliance, but huge amounts of ethnic and immigration history have been written since his day. The different analyses and predictions of alliance behavior and capacity development advocated in the literature are based on the application of different theoretical perspectives to international relationships. As none of these theories dominate the field, the contradictory predictions do not empower current policy-makers with any clear sense of the future of alliance formation in East Asia. In this thesis I present the major theoretical frameworks that explain alliance formation behavior. Then I examine the empirical evidence independent of any theoretical considerations. I then apply the empirical evidence regarding capacity development in East Asia during 1990-1998 to these theories to determine …

We extend the standard model of general equilibrium with incomplete markets (GEI) to allow for default. The equilibrating variables include aggregate default levels, as well as prices of assets and commodities. Default can be either strategic, or due to ill-fortune. It can be caused by events directly affecting the borrower, or indirectly as part of a chain reaction in which a borrower cannot repay because he himself has not been repaid.
